Kinhtedothi - On the morning of January 9th, the Party Committee of the Bloc of Universities and Colleges in Hanoi, in coordination with the Party Committee of Hanoi Pedagogical University, organized a conference to discuss the guiding ideology and major orientations of the Party and General Secretary To Lam on "The New Era - The Era of the Nation's Struggle".
Attending the conference were Deputy Head of the Propaganda Department of the Hanoi City Party Committee Dao Xuan Dung; Secretary of the Party Committee of the Bloc of Universities and Colleges of Hanoi Nguyen Thanh Son; Assoc. Prof. Dr. Nguyen Van Hien - Secretary of the Party Committee and Chairman of the Council of Hanoi Pedagogical University, along with experts, scientists , and university lecturers from the Party Committee of the Bloc.

In her introductory report, Associate Professor Dr. Nguyen Vu Bich Hien – Deputy Secretary of the Party Committee of the Hanoi University and College Bloc – stated that the seminar serves as a forum for universities and colleges to contribute the voices of scientists, lecturers, and students to objectively and scientifically analyze and evaluate, clarify guiding principles, and propose solutions through four main areas.
The first section focuses on reforming leadership methods and organizational structures. This section clarifies the role of leadership and innovates governance methods in universities and colleges, aiming to build a streamlined, efficient, and effective management system. Presentations such as "Transforming the Model and Streamlining the Organizational Structure to Enhance Operational Efficiency at Hanoi University of Technology" and "Continuing to Strongly Reform the Party's Leadership and Governance Methods in the New Era" by Hanoi Medical University provide practical solutions to realize these reform goals.
The second section, focusing on economic development and national resources, emphasizes the role of universities and colleges in training high-quality human resources and promoting innovation. This section includes presentations such as: "The Role of Universities in Training Innovative Human Resources" by the Foreign Trade University; and "Talent Attraction Policies of Autonomous Universities in the New Era" by the Hanoi Open University.

The third topic was building a rule of law state and perfecting the institutional framework. The presentations focused on clarifying the relationship between law, the political system, and Party principles in building a socialist rule of law state. Some notable papers included: "Building and implementing laws to ensure the promotion of Party principles in building a rule of law state" by Hanoi Law University; and "The Party's perspective on controlling power in the political system" by the University of Architecture.
The fourth topic, digital transformation and sustainable development, focused on digital technology solutions and innovation in the context of the new era. Presentations such as "Developing Human Resources to Meet the Requirements of Digital Transformation in Vietnam" by the University of Architecture and "Digital Transformation in Higher Education - A Fundamental Solution for Entering the Era of National Advancement" by the University of Water Resources offered practical and feasible proposals.
At the seminar, experts and scientists focused on discussing and clarifying issues such as "How to enter the new era," "What obstacles are there when entering the new era," "Leverages for entering the new era," "What strengths should we rely on to enter the new era," and "Decisive factors for entering the new era." The seminar provided an opportunity for intellectuals, scientists, officials, Party members, and lecturers within the bloc to leverage their intellect and creativity, clarify the Party's ideology and the direction of General Secretary To Lam, fostering high unity within the political system, consensus among the people, and profound changes in the sense of responsibility among officials and Party members in building and developing the university. This, in turn, contributes to the development of a cultured, civilized, and modern Hanoi; and helps "bring the country to comprehensive, strong, breakthrough, and take-off development" in the new era.

Speaking at the conference, Associate Professor Dr. Nguyen Van Hien - Secretary of the Party Committee and Chairman of the University Council of Hanoi Pedagogical University - focused on the issue of reforming the Party's leadership and governance methods in the new era, in conjunction with the current practical work of Party building at the university.
According to Associate Professor Dr. Nguyen Van Hien, the organization and operation of the school have ensured the comprehensive leadership role of the Party Committee; the governance and supervision role of the School Council. Particularly noteworthy is the management, operation, and implementation role of the Board of Directors and its supporting departments. In addition, Party building within the school has been implemented synchronously across all activities, from issuing strategic resolutions and directing the development of internal management document systems to political and ideological work, personnel management, and inspection and supervision. Of these, the school's personnel management has received special attention.
“The Party Committee of the school has directed the effective implementation of all aspects, from recruitment, evaluation, and assessment of staff to planning, training, development, rotation, placement, utilization, appointment, dismissal, and the implementation of policies and regulations for staff. All processes are carried out openly, democratically, and in accordance with the law. As a result, it can be seen that the school currently has a team of staff with excellent professional skills, strong political acumen, and internal unity,” Associate Professor Dr. Nguyen Van Hien informed.

Concerned about the content of lawmaking and implementation to ensure "promoting Party principles in building a socialist rule of law state in Vietnam," Dr. Chu Manh Hung, Secretary of the Party Committee and Chairman of the University Council of Hanoi Law University, stated that the country is preparing to enter a "new era - the era of national progress." Therefore, the entire political system must continue to be reformed to keep pace with the changing realities, and to leverage resources and momentum for national development.
In this context, building and implementing laws effectively based on the Party's direction is crucial for removing the "bottleneck of bottlenecks" to achieve the strategic breakthroughs affirmed in the Resolution of the 13th National Congress of the Party, preparing for the 14th National Congress to realize the goals and aspirations for national development by 2030, with a vision to 2045.

Meanwhile, Professor Vu Van Yem, Head of the Organizing Committee of Hanoi University of Science and Technology, said that over 68 years of construction and development, the university has always proactively researched and explored directions, proposed changes in its operational model, piloted autonomy, streamlined its organizational structure, and aligned with practical models worldwide. In particular, after the period of 2011-2022 implementing the transformation of its operational model under the pilot autonomy mechanism and autonomy according to Law 34, the university has achieved many encouraging results in terms of quality and operational efficiency, affirming the correct policies of the Party and Government.
“It can be affirmed that the policy of transforming the governance model, building a streamlined, efficient, and effective apparatus, and innovating the operating mechanism is an important solution contributing to improving the quality and effectiveness of higher education institutions. This is a solid foundation and a key issue for higher education institutions in general and Hanoi University of Science and Technology in particular to operate with full autonomy,” emphasized Professor Vu Van Yem.

Nguyen Thanh Son, Secretary of the Party Committee of the Hanoi University and College Bloc, affirmed that the seminar was an opportunity for intellectuals, scientists, officials, Party members, and lecturers within the Bloc to showcase their intellect and creativity, clarifying the thoughts and orientations of the Party and General Secretary To Lam.
This will create high unity within the political system, consensus among the people, and profound changes in the sense of responsibility among cadres and Party members in building and developing the school, thereby developing Hanoi into a cultured, civilized, and modern capital city; contributing to "bringing the country to comprehensive, strong, breakthrough, and take-off development" in the new era.
