(CLO) The Ministry of Information and Communications stated: To develop the digital technology industry, the Government has submitted to the National Assembly a draft Law on the Digital Technology Industry to affirm the legal value of the digital technology industry; and to establish regulations and policies to promote the development of the digital technology industry.

According to Statista data, the global Artificial Intelligence market is projected to reach US$184 billion by 2024. The market is expected to show an annual growth rate (CAGR 2024-2030) of 28.46%, resulting in a market volume of US$826.70 billion by 2030.

In recent years, Vietnam has continued to make remarkable progress, ranking 5th out of 10 ASEAN countries and 59th out of 193 countries and territories worldwide in the " Government AI Readiness Index 2023" according to Oxford Insights. Notably, this is the third consecutive year that Vietnam has surpassed the global average, affirming its strong development in the field of artificial intelligence.
This impressive result not only reflects the investment and efforts in developing AI in Vietnam, but also clearly demonstrates the trend of forming an artificial intelligence industry. Vietnam possesses many favorable conditions to promote AI, from supportive government policies and a potential workforce to a willingness to cooperate internationally and attract foreign investment.
Beyond its potential, Vietnam has made substantial progress through major digital technology companies investing heavily in AI, such as Viettel, VNPT, Mobifone, FPT, CMC, and VinAI. Many of these companies have achieved outstanding research and application successes, contributing to building the foundation for a thriving AI ecosystem and bringing Vietnam closer to its goal of becoming a regional technology hub.
Artificial intelligence (AI) is one of the groundbreaking digital technologies with a significant impact on many industries and fields. Besides bringing many benefits, AI also poses challenges and risks to people and society. The draft Law on Digital Technology Industry dedicates a chapter to regulating AI, aiming to encourage its development and application, and to implement risk mitigation measures to ensure this digital technology is exploited responsibly, fostering trust and ensuring human safety.
The draft law emphasizes that artificial intelligence serves human prosperity and well-being, is human-centered, enhances productivity and work efficiency; promotes inclusive, equitable, and non-discriminatory access; respects ethical values, human rights and interests, and protects privacy; ensures transparency, explainability, accountability, and control over AI algorithms and models…
The draft law stipulates risk management for artificial intelligence systems; responsibilities of stakeholders involved in the development, provision, deployment, and use of artificial intelligence systems; and labeling and procedures for affixing labels to digital technology products created by artificial intelligence systems.
Furthermore, the draft law also stipulates a mechanism for controlled testing of digital technology products and services. This is a very important and groundbreaking mechanism that creates a sufficiently strong legal framework to support the development of the digital technology industry in general and artificial intelligence in particular.

The Law on Digital Technology Industry creates a legal framework to promote the development of the digital technology industry, focusing on Vietnamese digital technology enterprises, gradually shifting from assembly and processing to innovation, design, integration, production, and mastery of core technologies in Vietnam.
According to information from the Ministry of Information and Communications, in 2024, the total revenue of the digital technology industry is estimated to reach US$152 billion, an increase of 35.7% compared to 2019; Vietnam's value in the total revenue of the digital technology industry reached 31.8%, up from 21.35% in 2019; the total workforce reached 1.67 million people, an increase of 67% compared to 2019; the entire industry has 54,500 operating businesses.
In 2023, Vietnam had 5 top-ranked digital technology industrial products in the world: (1) Ranked 2nd in the world for smartphone exports; (2) Ranked 5th in the world for computer component exports; (3) Ranked 6th in the world for computer equipment exports; (4) Ranked 8th in the world for electronic components; (5) Ranked 7th in the world for software outsourcing.
