Implementing democracy is linked to promoting the spirit of "being masters" among the people.

According to the assessment of the Provincial Steering Committee for the Implementation of Grassroots Democracy Regulations, in the first quarter of 2024, Party committees and authorities at all levels in the province focused on developing programs and plans to implement key tasks and launching emulation movements for 2024 associated with the implementation of grassroots democracy.

Specifically, the Provincial Party Standing Committee organized a thematic study and dissemination session on learning and following Ho Chi Minh's ideology, ethics, and style in 2024, focusing on "practicing democracy and strengthening the rule of law, ensuring social discipline." At the same time, it provided input on reviewing long-standing "stalled" planning projects that have caused frustration and affected people's lives; and directed the removal of difficulties and obstacles to accelerate the progress of projects and the disbursement of public investment capital, especially for important and key projects. These include the Phan Thiet Airport project; the Ka Pet water reservoir (Ham Thuan Nam district); the expansion of infrastructure serving the production of Vinh Hao mineral water in Vinh Hao commune (Tuy Phong district); the DT.719B coastal road (section through Ham Thuan Nam district); and the Ham Kiem - Tien Thanh road...

*Thanks to the decisive direction of the Provincial Party Committee and the Provincial People's Committee, the Ham Kiem - Tien Thanh road was opened for technical traffic on April 30th.*

The Provincial People's Committee has issued Directive No. 02 launching the patriotic emulation movement in 2024; in which, it effectively implements administrative procedure reform, especially reviewing and shortening processes, proposing a reduction of administrative paperwork that hinders production and business activities, inconveniences people and businesses, and impedes the socio -economic development of the locality... Departments, agencies, and localities continue to maintain the process of receiving, resolving, and returning results of administrative procedures to organizations and individuals through the Provincial Public Administration Center and the one-stop service departments at the district and commune levels. By the end of March 2024, 100% of departments, agencies, and district-level People's Committees will have dedicated sections and publicly display administrative procedures for organizations and individuals to search and implement; and publicly disclose the results of resolving administrative procedures on the province's Administrative Procedure Resolution Information System...

The Provincial Steering Committee for the Implementation of Grassroots Democracy Regulations stated that in the coming period, Party committees, governments, heads of agencies, units, localities, and businesses will continue to seriously implement the Party's directives, State laws, and the Steering Committees for the Implementation of Grassroots Democracy at all levels regarding the building and implementation of democracy. They will focus on effectively implementing the Provincial Party Committee's 2024 theme, "Improving the competitiveness and satisfaction of people and businesses," through specific and effective solutions. Agencies, units, and localities will complete the review, amendment, and supplementation of grassroots democracy regulations to ensure compliance with the Law on the Implementation of Grassroots Democracy and its detailed regulations.

Furthermore, continue to direct and implement the review, supplementation, and adjustment of regulations and rules related to the implementation of democracy, while promoting the spirit of "ownership" among officials, civil servants, employees, and the people. Strengthen the inspection and supervision of the implementation of democracy at the grassroots level, the observance of administrative discipline and order, and public service ethics. Create conditions for the Vietnam Fatherland Front and political and social organizations to carry out social supervision and criticism. At the same time, all levels and sectors should accelerate the processing of people's dossiers and petitions, ensuring compliance with legal regulations and protecting people's rights, while strengthening meetings, dialogues, and resolving issues at the grassroots level to limit mass complaints and the emergence of hotspots.
