
Along with new penalties, the Ministry of Health is urgently proposing amendments to the law to completely ban new-generation tobacco products in order to protect the community, especially young people.
According to the new regulations, users of e-cigarettes and heated tobacco products will be fined 3-5 million VND and required to destroy them. Those who harbor or allow the use of these devices (except for family members) will be fined 5-10 million VND.
Smoking in prohibited areas is punishable by a fine of 200,000 to 500,000 VND. Individuals aged 16 to under 18 who use tobacco products are also subject to this fine.
A fine of 500,000 to 1,000,000 VND will be imposed for the act of encouraging or forcing others to smoke or inciting those under 18 years of age to buy cigarettes.
Organizations and institutions that fail to display "no smoking" signs or fail to enforce the smoking ban will be fined 3-5 million VND.
In the business, dealers who do not display a sign saying "Not for sale to persons under 18 years of age" will be fined 1-3 million VND. Selling to persons under 18, selling unlabeled cigarettes, not printing warnings, or displaying more than the permitted quantity will result in a fine of 3-5 million VND and possible suspension of operations for 1-3 months.
