On the morning of May 20th, the Standing Committee of the Hoa Lac Commune People's Council held a thematic monitoring conference on the compliance with legal regulations in fire prevention, firefighting, and rescue work in the commune.

At a monitoring conference chaired by Ms. Vu Thi Le Quyen, Vice Chairwoman of the Hoa Lac Commune People's Council, the commune's People's Committee leaders stated that due to rapid urbanization and high population density, the area has many potential fire and explosion risks. Currently, the entire commune has 669 establishments under fire safety management (249 managed by the Commune People's Committee and 420 managed by the Hanoi City Police). To date, 34 establishments have had their operations suspended due to failure to meet fire safety standards, including 23 unlicensed karaoke bars.

From July 1st, 2025 to the present, the People's Committee of Hoa Lac commune has issued 38 directive documents, organized 17 propaganda conferences, 4 fire prevention and control training courses, and maintained radio and digital propaganda. The commune currently has 9 civil defense teams (52 members), 15 neighborhood fire safety groups, and 20 public fire fighting points. Through increased inspections of high-risk establishments (lodging houses, karaoke bars, houses combining business and residential use...), functional forces have ordered the closure of 23 unlicensed karaoke bars and guided 45 establishments to rectify violations related to construction, land use, and fire safety.

At the conference, the Hoa Lac Commune Police reported that many boarding houses, businesses, and high-rise buildings are still negligent regarding fire safety. Deteriorating electrical systems, the presence of makeshift "tiger cages" (illegible structures), and a lack of emergency exits in residential houses and boarding houses are major hazards that need to be addressed promptly. Furthermore, the increasing pressure on housing for students and workers in the coming period also poses a potential risk of further unsafe accommodation facilities emerging.

After hearing the report, the monitoring team recommended that the People's Committee of the commune and relevant agencies strengthen post-inspection, and establish a coordination mechanism with units in the area. At the same time, they suggested reviewing the fire-fighting water supply system (reservoirs, water hydrants) in residential areas and markets, and investing in additional fire-fighting equipment and facilities at the local level.

Concluding the meeting, Vice Chairwoman of the Hoa Lac Commune People's Council, Vu Thi Le Quyen, acknowledged that the Commune People's Committee had seriously implemented fire prevention and rescue management. Looking ahead, she requested the Commune People's Committee to continue promoting awareness and improving skills for residents; strengthen inspections, strictly handle violations, and classify high-risk establishments. At the same time, it is necessary to consolidate the civil defense force and neighborhood groups, actively conduct drills, invest in equipment, and effectively implement the "four on-the-spot" principle to proactively prevent fires and explosions.
