The "Effective Mass Mobilization" emulation movement has been effectively implemented by Party committees, government agencies, the Fatherland Front, and political and social organizations in Thuy Dan commune (Thai Thuy district) over the past period. It has closely followed the key political tasks of the locality, creating a strong ripple effect in the community and contributing to unleashing internal strengths and mobilizing people's participation in local socio-economic development.

Thanks to effective communication and mobilization efforts, the land clearance for the DH.95 road section passing through Thuy Dan commune was completed in just 3 months.

The DH.95 road, passing through Thuy Dan commune, is over 3km long. The upgrading and expansion project requires the acquisition of over ^6,900m² of land from dozens of households. Mr. Le Thanh Buong, Deputy Secretary of the Commune Party Committee, stated: "The Party Committee has issued a specialized resolution focusing on accelerating land clearance to expedite the handover of land for road construction. The commune's mass mobilization unit is tasked with disseminating information and mobilizing the people to agree with the plan and voluntarily donate land for the road expansion. Members of the mass mobilization unit directly visit each residential area to coordinate with the Party committee and village authorities to promote and encourage people to understand the benefits and importance of the road after completion. In particular, we have also promoted the exemplary role of cadres and Party members in voluntarily donating land for road expansion, thereby creating a strong ripple effect in the community and receiving enthusiastic support from the people."

Mr. Nguyen Duc Thang, a member of the Vong Lo village Party branch, shared: "This road used to be narrow, only 3.5 meters wide, and in poor condition, making transportation and trade difficult. Therefore, when there was a plan to invest in upgrading and expanding the road, I donated all of my family's agricultural land that the road passes through (nearly 540 ^{square meters} ) for the road construction, and I also mobilized other villagers to donate land for the road. Thanks to effective propaganda and mobilization efforts, the commune completed the land clearance and handed it over to the construction unit within just 3 months."

According to Deputy Secretary of the Commune Party Committee Le Thanh Buong, the entire street lighting system was completed through contributions from households on both sides of the road. The local Party committee and government, specifically the Party Committee's mass mobilization unit, went to each residential area to conduct propaganda and mobilize people to voluntarily contribute to building a synchronized street lighting system. After four months of propaganda and mobilization, nine residential areas with 116 households erected 93 streetlights along the road with a total cost of 150 million VND, facilitating nighttime travel for residents and contributing to reducing traffic accidents and social problems. During this time, the villages in the commune also did a good job of socializing investment to upgrade the street lighting system in residential areas.

Mr. Le Minh Nguyet, Secretary of the An Tiem 1 Village Party Branch, said: "Previously, the village's lighting system mainly used compact fluorescent lamps (CFLs). Recently, the village Party committee and government have focused on mobilizing resources from the people to upgrade the village's lighting system with poles and wires, and replace all 185 CFLs with LED bulbs to increase lighting efficiency, at a total cost of 124 million VND. To date, all 38 roads in 5 residential areas, totaling 15.6 km in length, have been equipped with LED lighting systems. The installation costs were entirely socialized, with contributions from the people."

Thanks to skillful propaganda and mobilization efforts, the Party Committee and government of Thuy Dan commune have effectively utilized internal resources and mobilized the people's participation in the socio -economic development of the locality. All tasks from the beginning of the term to the present have been successfully completed. Despite facing many difficulties, the local economy has maintained a relatively strong growth momentum, and the people have been active and creative in economic development. The average income of the people currently reaches 68.5 million VND/year. The commune has 4 villages that have completed the construction of model village cultural houses. All 5 villages have achieved the title of cultural village. Many local welfare projects have been invested in and built through social mobilization, such as the Martyrs' Memorial, a two-story medical clinic, village cultural houses, upgraded street lighting, river embankment construction, concrete road shoulders, and drainage ditch construction... with a total cost of tens of billions of VND. As a result, the rural landscape is becoming increasingly modern and attractive; the material and spiritual lives of the people are constantly improving.
