34 Provincial Taxes officially operate under the new model from July 1
On the morning of July 1, the Tax Department held a conference to announce decisions on organization and personnel of the Tax Department ( Ministry of Finance ) to implement the new organizational model of the tax industry from July 1.
Accordingly, the new organizational structure of the tax authority includes 34 provincial and municipal taxes; 350 basic taxes in sync with the 2-level local government organization model. This is an important milestone for the tax sector, aiming to improve the quality and efficiency of tax authorities at all levels, meet the requirements of socio -economic development and best serve the people and businesses.
In order to organize the new apparatus in a synchronous manner according to the 2-level local government organization model to operate smoothly, effectively and efficiently from today, Director of the Tax Department Mai Xuan Thanh requested that provincial Tax authorities urgently get to work, approach the locality and especially advise the provincial and city authorities, coordinate with local authorities, departments, branches and sectors in the area, ensuring closeness, rhythm and efficiency as an important premise for the successful completion of tax management tasks in the area.
In addition, based on the tasks, scale, number of taxpayers, management area; conditions of headquarters, facilities, equipment, focusing on serving people and businesses, substantially transforming from management status to serving and supporting taxpayers.
At the same time, provincial Taxes continue to review and promote administrative procedure reform, cut unnecessary procedures, simplify processes, provide administrative procedures in the electronic environment, complete the goal of 100% of administrative procedures regardless of administrative boundaries, and ensure that the information technology infrastructure serving people and businesses operates smoothly and seamlessly.
The Director also requested that provincial Taxes urgently and drastically implement professional tasks and budget collection in the area, actively participate in perfecting tax law and policy institutions, and establish processes and regulations according to the new organizational model. In particular, the Government and the Ministry of Finance have issued Decree 122/2025/ND-CP dated June 11, 2025 and Circular 40/2025/TT-BTC dated June 13, 2025 with regulations on decentralization and delegation of authority in the tax sector when converting to a 2-level local government model.
Along with that, promoting digital transformation in all aspects of tax management, proactively researching, constantly innovating, creating, developing and applying modern management software, taking advantage of Big Data and AI in analysis, risk management, and internal management, helping to direct and operate work in a timely manner, improving labor productivity. Enriching large database warehouses to serve effective exploitation for work needs.
Head of Dong Nai Province Tax Department Nguyen Toan Thang shared that the tasks in the new period require strong innovation in management thinking and service methods, and at the same time, drastic actions must be taken to ensure that the new apparatus is operated smoothly, effectively and truly serves the people and businesses.
Implementing the policy of continuing to reorganize the tax authority apparatus in accordance with the 2-level local government model according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee, the Ministry of Finance issued Decision 2229/QD-BTC amending Decision No. 381/QD-BTC stipulating the functions, tasks, powers, and organizational structure of the Tax Department, effective from July 1.
