
The disbursement rate is low.
According to the report, the total investment capital for Tien Phuoc district in 2024 is 236.5 billion VND; as of August 30th, 98 billion VND (41.4% of the plan) has been disbursed.
Currently, there are many public investment projects in Tien Phuoc district. The Cay Coc Memorial Area project (Tien Tho commune) has a total investment of 30 billion VND and was scheduled for completion between 2021 and 2023, but it has been delayed, so the Provincial People's Committee has extended the deadline to the end of 2024.
The People's Committee of Tien Phuoc district has drawn up a plan for compensation, support, and resettlement for 5 households affected by land and housing issues. To date, many households have received compensation but have not yet agreed on resettlement locations.
Mr. Tram Que Huong, Chairman of the Tien Phuoc District People's Committee, pledged to complete the central memorial house by September 30th and the reception house by December 31st.
From now until the end of the year, an additional 2 billion VND is expected to be disbursed. The remaining funds are proposed to be extended to 2025 or transferred to other projects with available payment volumes.
Furthermore, the project to promote the historical value of the Huynh Thuc Khang Memorial House (Tien Canh commune) has also fallen behind schedule. The Tien Phuoc District People's Committee is committed to completing land clearance by December 31, 2024, and completing the project by March 20, 2025.
Mr. Tram Que Huong stated that the disbursement rate of public investment capital as of August 30th, at 41.4%, is lower than planned. The reason is that the investment procedures for some projects are slow, leading to delays in allocation and disbursement.
Land clearance work is facing obstacles that have not been resolved in a timely manner. There are still many difficulties in managing the current situation, negotiating compensation prices for land clearance, and verifying land use origins.
Contractors' financial inability has led to delays in many projects. The progress of projects under the new rural development criteria at the district level is slow, and many transitional projects still have not disbursed any funds...

Expedite disbursement
Mr. Pham Van Doc, Secretary of the Tien Phuoc District Party Committee, requested that the district's agencies and departments minimize the time required for reviewing project documents and procedures.
Project owners must review projects with low disbursement rates and focus on settling payments as soon as work is completed. Communes and towns should intensify efforts to raise awareness and encourage public consensus in land clearance.
For completed construction projects that have been put into use, promptly prepare the necessary documents and procedures to submit to the agency for final settlement verification as prescribed.
Investors are focusing on inspecting and proposing projects that are unlikely to be disbursed, transferring them to projects that are likely to be disbursed. "The entire district is emphasizing the responsibility of the leaders to accelerate the disbursement of planned capital for projects," Mr. Doc said.
Mr. Tram Que Huong stated that Tien Phuoc district is currently focusing on mobilizing and integrating various sources of funding to support the implementation of programs and projects, especially accelerating the progress of construction projects for the new rural district.
Tien Phuoc still has many urgent projects that need investment, but the resources are not yet balanced. In addition, a review shows that the district's outstanding construction debt is very large, while the district's budget resources are limited, the progress of land development is slow, and mobilizing resources outside the budget is difficult.
The District People's Committee has proposed that the Provincial People's Committee consider and support the district with a portion of the funds to repay debts, settle payments for completed work, and accelerate the progress of projects that have been finalized, have large outstanding debts, and urgent projects requiring investment, totaling approximately 76 billion VND.
Vice Chairman of the Provincial People's Committee Tran Nam Hung agreed with the plans and solutions to accelerate the disbursement of public investment in Tien Phuoc district and requested the Tien Phuoc District People's Committee to submit a commitment to the Provincial People's Committee for monitoring, urging, and directing the resolution of any arising difficulties. He assigned members of the District Party Committee's Standing Committee to conduct weekly on-site inspections of project progress and hold briefing meetings to provide appropriate guidance.
“The entire political system of Tien Phuoc district needs to be more decisive and urgent in accelerating the disbursement of public investment. By December 31st, Tien Phuoc needs to disburse 100% of the capital for implementing targeted programs, transferred capital, and capital from 2023 allowed to be extended to 2024,” emphasized Vice Chairman of the Provincial People's Committee Tran Nam Hung.
