Having incorporated over 200 suggestions, the mechanism for the Capital City has been refined.

On the afternoon of June 2nd, on behalf of the Hanoi People's Committee, Standing Committee member and Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu addressed many issues of concern at the third session of the 17th Hanoi People's Council, ranging from administrative procedure reform, social welfare, organization of village and neighborhood activities to urban planning, science and technology, etc.

Implementing the agenda of the third session of the 17th City People's Council, term 2026-2031, the City People's Council organized discussions in 5 delegate groups on the contents presented at the session. According to the summary, there were 62 speeches with over 200 contributions to the draft resolutions and mechanisms and policies of the city.

In the report summarizing the feedback and explanations from the group discussions, Standing Committee member of the City Party Committee and Vice Chairman of the City People's Committee Nguyen Xuan Luu stated that the opinions of the delegates had been thoroughly studied by the City People's Committee, fully incorporated, and explained according to each specific group of contents.

Regarding the economic and budgetary sector, in relation to the Resolution on adjusting administrative procedures for business registration in Hanoi, the majority of delegates agreed and requested the city to clarify coordination with the Ministry of Finance to ensure the smooth implementation of administrative procedures in the electronic environment; strengthen post-audits of the reduced procedures; and research a more suitable business registration form.

The Hanoi People's Committee stated that the adjustment of administrative procedures in the field of business registration aims to meet the requirements of significantly improving Hanoi's investment and business environment, while also helping to reduce some required documents and shorten the processing time for new business establishment applications by 33%.

According to Vice Chairman of the City People's Committee Nguyen Xuan Luu, the city will closely coordinate with the Ministry of Finance to ensure that the adjustment and reduction of administrative procedures are implemented smoothly online, while focusing on three key tasks: communication, expertise, and technological infrastructure.

“The People's Committee of Hanoi City will direct news agencies and the press to strengthen multi-channel information dissemination so that people and businesses can proactively exercise and enjoy their rights; at the same time, it will assign the Department of Finance to coordinate with the national information system management agency on business registration to establish a separate software subsystem for Hanoi, ensuring that procedures are handled in accordance with regulations,” Comrade Nguyen Xuan Luu emphasized.

Regarding the Resolution stipulating land policies for ethnic minorities living in Hanoi, many delegates requested clarification on the principles of priority, land allocation and leasing limits, as well as transitional mechanisms to avoid disputes.

Explaining this matter, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu stated that ethnic minority communities currently residing in seven communes—Yen Xuan, My Duc, Ba Vi, Suoi Hai, Yen Bai, Tran Phu, and Phu Cat—are areas with sufficient land resources to implement the policy. Furthermore, since the number of eligible individuals is only around 1,000, no priority order is stipulated to ensure fairness among beneficiaries.

Social security and facility management receive special attention.

The socio-cultural content group received many opinions from delegates, especially regarding social security policies, support for health insurance, social insurance, and healthcare for the people.

Regarding the Resolution replacing Resolution No. 25/2022/NQ-HĐND stipulating the annual operating budget support for representatives of the Political Prisoners' Liaison Committees of Hanoi City and the content and amount of gifts from the city, delegates suggested carefully reviewing the beneficiaries to avoid duplication with existing policies.

The City People's Committee stated that, after review, the target groups stipulated in the draft do not overlap with those already supported under Resolution No. 63/2025/NQ-HĐND. Compared to the old resolution, the new draft adds more target groups to ensure comprehensive coverage and to avoid omitting vulnerable groups.

Notably, regarding the Resolution amending and supplementing Resolution No. 19/2025/NQ-HĐND on supporting social insurance and health insurance contributions for policy beneficiaries, many opinions suggested clarifying the basis for support for vulnerable groups and individuals who pay their own insurance premiums.

According to Vice Chairman of the City People's Committee Nguyen Xuan Luu, currently there are approximately 3,800 residents of Minh Chau commune and 10,000 people living, working, or being cared for in charitable and religious institutions who do not have health insurance cards and need priority support.

Notably, from July 1, 2026, the expected increase in the base salary will lead to an approximately 8% increase in household health insurance contributions, while the projected increase in the rural poverty line will also lead to an increase in voluntary social insurance contributions.

"Through interactions with constituents, many opinions have suggested that the city should pay attention to supporting the elderly, those whose agricultural land has been confiscated, and other vulnerable groups by assisting them with health insurance and social insurance contributions. If this support is not expanded, in the future, the number of elderly people without pensions or health insurance may increase, putting more pressure on the budget," said Vice Chairman of the City People's Committee Nguyen Xuan Luu.

According to city statistics, Hanoi currently has 1,939 village health workers and midwives; 6,831 part-time workers in villages and residential areas; 5,000 veterinary staff; and 10,883 population collaborators who do not have health insurance cards. These are the forces closest to the people, directly involved in cultural, social, and social welfare work at the grassroots level, but their allowances are still low and need attention and support to ensure they can work with peace of mind.

Regarding the Resolution on social welfare support policies for Hanoi residents, many delegates expressed concerns about the target groups eligible for free annual health check-ups and screenings, especially temporary residents.

The Hanoi People's Committee stated that the beneficiaries of the support include children under 6 years old, people aged 6 to under 18, and people aged 18 and above who have been permanently or temporarily residing in Hanoi for 12 months or more.

According to the City People's Committee, the regulation on temporary residence for 12 months is consistent with the annual health check-up cycle as stipulated in the Capital City Law, while ensuring a humane approach towards those living, working, and contributing to the development of the Capital City, and remaining within the city's budgetary capacity.

Improve the grassroots governance mechanism and ensure the resources for implementation.

Within the legislative agenda, the draft Resolution stipulating the application of measures requiring the cessation of electricity and water services to construction sites and production and business establishments to ensure security, order, and social safety has received significant attention.

Regarding the proposal to add cases of land use for improper purposes or disguised karaoke operations to the list of those subject to electricity and water supply cuts, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu stated that this matter falls outside the scope of Clause 2, Article 14 of the 2026 Law on the Capital City, therefore the City People's Council does not have the authority to make further regulations.

Regarding the coordination mechanism between electricity and water supply units and relevant authorities, the City People's Committee affirmed that the draft resolution has specifically stipulated the responsibilities of each party in the relevant clauses; it also stipulates the legal responsibility of agencies, units, and authorized individuals who fail to implement or implement the regulations incorrectly.

Regarding the Resolution stipulating the organization and operation of villages and residential areas; titles, number, regimes, and policies for part-time officials in villages and residential areas, the majority of delegates agreed to increase the maximum number of part-time officials to no more than 5 and raise the allowance fund allocation higher than the general regulations of the Government.

Explaining the addition of the positions of Deputy Village Head and Deputy Neighborhood Group Leader, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu stated that the draft was developed based on the 2026 Capital City Law and is consistent with the city's management practices.

Accordingly, a maximum of two Deputy Village Heads or Deputy Neighborhood Group Leaders may be appointed for villages with 800 or more households, neighborhoods with 1,000 or more households, or areas designated as key locations for national defense, security, and order, or areas facing particular difficulties; in all other cases, one deputy may be appointed.

The draft resolution also raises the standards for part-time community workers by enhancing their capacity for digital transformation, information technology skills, problem-solving, mediation, and community organization.

"The draft regulations stipulate that those participating as Village Heads, Neighborhood Group Leaders, Deputy Village Heads, and Deputy Neighborhood Group Leaders must be at least 21 years old and no older than 70 years old; special cases will be considered and decided by the commune-level People's Committee, but they must ensure they are in good health to perform their duties," Comrade Nguyen Xuan Luu informed.

In the urban sector, many opinions suggest the need to expedite the process of preparing, appraising, and approving zoning plans, and clarifying issues related to low-level spaces, transport-oriented development (TOD), and urban regeneration.

According to Vice Chairman of the City People's Committee Nguyen Xuan Luu, many specific mechanisms are being developed to shorten the planning process, including solutions such as not requiring the planning task preparation procedure for zoning plans and detailed plans; and allowing the simultaneous preparation of detailed plans and zoning plans to accelerate investment and construction progress.

Affirming the determination to ensure resources for implementing policies, Vice Chairman of the City People's Committee Nguyen Xuan Luu emphasized that the City People's Committee will continue to review and refine the draft resolutions in the spirit of fully incorporating the opinions of delegates, ensuring feasibility, consistency, and effectiveness in the implementation process.
