Continue to promote three strategic breakthroughs

Halfway through the implementation of the socio-economic development tasks in 2024, in a context of more difficulties and challenges than advantages, Quang Ninh has still achieved important and outstanding achievements. In particular, the implementation of three strategic breakthroughs has been accelerated, making an important contribution to the completion of the set goals and plans.

Quang Ninh - Hai Phong put Ben Rung bridge and connecting road into operation, meeting the goal of improving traffic service capacity and creating an inter-regional traffic connection system.

Identifying three strategic breakthroughs of long-term significance and value in the province's development journey, Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Executive Committee on directions and tasks for 2024 still identifies three strategic breakthroughs as key and priority tasks to be implemented during the year.

On that basis, right from the beginning of the year, local Party committees, authorities, departments and branches promptly developed plans, clearly defined specific goals and tasks for each field to have solutions for implementation. Therein, focusing on mobilizing all resources, diversifying investment forms, accelerating development speed and perfecting the synchronous and modern socio-economic infrastructure system, promoting regional linkages; continuing administrative reform, improving the investment and business environment, enhancing competitiveness; focusing on developing high-quality human resources, skilled workers associated with rapidly increasing the scale and improving the quality of the population.

Up to now, the province has resolutely led and directed comprehensively in all areas to resolve outstanding issues and obstacles in the process of implementing key projects and synchronous socio-economic infrastructure works. This has significantly contributed to the completion and putting into use of the Ben Rung bridge connecting Quang Ninh - Hai Phong; completing the construction of provincial road 342 connecting Ha Long - Ba Che - Lang Son; completing the construction of the Son Duong - Dong Lam connecting road; the Son Duong - Dong Son connecting road... and urgently completing Ngo Quyen High School to be ready for use at the beginning of the new school year 2024-2025. Along with that, previously difficult projects such as Dam Nha Mac, Ha Long Xanh, riverside road, Lai Xuan bridge have been gradually resolved, restarted, and accelerated; Infrastructure of industrial parks and economic zones continues to be invested in and built synchronously... These are projects that have a positive impact on attracting investment, attracting tourists and improving living conditions, health and education of people.

Provincial Road 342 connecting Ha Long - Ba Che - Lang Son has completed construction.

Regarding administrative reform, improving the business investment environment, and enhancing competitiveness, the province has implemented many solutions to continue to maintain and improve the scores of the PCI, Par Index, SIPAS, and PAPI indexes. 2023 is the 7th consecutive year that Quang Ninh holds the PCI Champion position; the 6th year leading the Par Index; the 5th consecutive year leading the SIPAS index and 11 consecutive years in the group of 5 provinces and centrally-run cities with the best economic management quality in the country. This is a comprehensive, objective, and multi-dimensional index, demonstrating the trust of the business community and people in Quang Ninh province, a great source of strength for Quang Ninh province to overcome all difficulties and obstacles and realize its development aspirations.

To date, the total number of administrative procedures under the province's jurisdiction is 1,760. In the first 6 months of 2024, the Provincial Public Administration Service Center has received over 71,000 administrative procedure records, with the on-time and early-due rate reaching 99.7%; 100% of fees and charges for handling administrative procedures are implemented in a non-cash manner; 100% of eligible administrative procedure records are digitized according to the "5-step process in the electronic environment"; and 100% of eligible administrative procedures are provided with online public services.

This has created an attractive environment to attract investors to the province. In the first 6 months of the year, Quang Ninh attracted more than 1.5 billion USD in foreign direct investment (FDI) with a total of 38 projects granted new investment registration certificates and capital increase adjustments. Quang Ninh ranked 3rd in the country in attracting FDI. The whole province has nearly 1,000 newly established enterprises, an increase of 12% over the same period in 2023, higher than the national average rate.

Tourists to Quang Ninh increased sharply in the first half of the year.

Regarding breakthroughs in human resources, the province has developed a plan to implement innovation, development and improvement of the quality of vocational education in the province until 2030, with a vision to 2045; a plan to train and develop soft skills for youth and vocational students. At the same time, it has created a chain of post-training labor linkages with businesses through seminars to improve the quality of vocational training and vocational training for rural workers in ethnic minority mountainous areas in the province.

To ensure the best conditions, along with support policies, the province is promoting the effective implementation of the Project on developing housing for workers, coal industry workers, industrial parks, attracting high-quality human resources, skilled workers to work and live in Quang Ninh. Up to now, the rate of trained workers has reached nearly 87%, of which the rate of workers with degrees and certificates accounts for over 50%, creating additional jobs for about 17,400 workers; recruiting and training new jobs for 12,600 people...

The implementation of three strategic breakthroughs in Quang Ninh is still moving strongly. This has created a great driving force for Quang Ninh to complete the socio-economic development tasks in the first 6 months of the year and is a solid foundation for implementing tasks for the whole year as well as the following years.
