The report from the Standing Committee of the Steering Committee stated that, during their terms, the Central Steering Committee for Judicial Reform and the provincial and city Party committees, as well as relevant Party organizations at all levels, have fully performed their assigned functions and tasks. They have also promptly and fully issued work programs and plans for the entire term and annually; closely followed the Party's guidelines and policies on judicial work and the goals, viewpoints, directions, and tasks of judicial reform outlined in Resolution No. 49-NQ/TW, relevant Party resolutions, directives, and conclusions on judicial reform, and the requirements and tasks of socio-economic development, international integration, and the practical situation.

At the meeting, members of the Steering Committee commented on the Report on the organization, functions, tasks, powers, and some operational results of the Central Steering Committee for Judicial Reform, highlighting strengths, weaknesses, outstanding achievements, and proposing directions for implementation. The members of the Steering Committee further agreed to report to the Politburo on the necessity of maintaining the organization and operation of the Steering Committee to assist the Politburo in leading and directing the effective implementation of judicial reform tasks in accordance with the Party's guidelines, especially Resolution No. 27-NQ/TW, ensuring that judicial work and judicial reform in general, and the coordination between agencies and organizations in implementing judicial reform tasks in particular, continue to be under the direct and comprehensive leadership of the Party.

In his remarks at the session, President To Lam highly appreciated the proactive approach and significant results achieved in implementing the work program of the Central Steering Committee for Judicial Reform and its members.

President To Lam highly appreciated the Steering Committee for its full performance of its assigned functions and tasks during its terms. Specifically, it directed the completion of criminal, civil, and judicial procedural policies and laws; promptly and fully institutionalized the Party's guidelines and policies on judicial reform in many major laws on justice such as: the Penal Code, the Criminal Procedure Code, the Civil Code, the Law on Detention and Custody, the Law on Execution of Criminal Sentences, the Law on Amnesty, the Law on Notaries, the Law on Lawyers..., contributing to overcoming existing shortcomings, limitations, and obstacles in practice, creating a solid legal basis for judicial and auxiliary judicial agencies to effectively perform their assigned functions and tasks. At the same time, the President directed the continued improvement of the organizational structure, functions, tasks, and authority of judicial and auxiliary judicial agencies in accordance with the spirit of judicial reform in the Party's resolutions.

Besides the achievements, President To Lam also pointed out some shortcomings and limitations of the Steering Committee in the past period. These include the fact that some projects and reports submitted to the Steering Committee did not meet deadlines and lacked high quality; there was a failure to promptly provide guidance or propose to the Politburo for opinions on mechanisms and policies to address difficulties and obstacles in the implementation of judicial reform tasks by relevant Party committees and organizations.

The President emphasized that judicial reform is one of the important contents in the Party's reform line, aiming to contribute to building and perfecting the socialist rule of law in Vietnam, ensuring the consistent implementation of the principle of unified state power, with clear division of labor, close coordination, and effective control among state agencies in exercising legislative, executive, and judicial powers, protecting justice, human rights, citizens' rights, and the interests of the State, organizations, and individuals. This is also a long-term, complex, sensitive task with a wide scope of impact.

According to the President, in the coming period, it is necessary to continue promoting the development of a socialist-oriented market economy, building and perfecting the socialist rule of law in Vietnam, and deeply integrating into the international community. Along with the Fourth Industrial Revolution, many new, complex, and unprecedented issues will arise in civil, administrative, commercial, labor, and security relations; the demands of the people and society on judicial bodies and judicial activities will become increasingly high. On the other hand, the judicial system and the practice of judicial reform in recent years still have shortcomings and limitations that have not met the increasingly high requirements of building and perfecting the socialist rule of law in Vietnam in the new era.

In this context, judicial work and judicial reform need to be further strengthened with high political determination, a suitable roadmap, combating conservatism and parochialism, leveraging the combined strength of all levels and sectors from the central to local levels and the entire society, and persistently pursuing the established goals and directions to better meet the requirements and demands of the new situation.

The President requested the Central Internal Affairs Commission to closely coordinate with the Central Office and relevant agencies to promptly submit to the Politburo for consideration and approval the "Organization and Operation of the Central Steering Committee for Judicial Reform" plan, which aims to maintain the organization and operation of the Steering Committee, with the basic composition remaining the same as in the 2016-2021 term. The Central Internal Affairs Commission will coordinate with agencies whose leaders are members of the Steering Committee to develop a plan and program of key judicial reform activities from now until the end of the term.

The President affirmed that the achievements have made a significant contribution to ensuring the Party's leadership over judicial work and implementing judicial reform tasks, improving the effectiveness and efficiency of judicial activities, effectively combating all types of crime, protecting human rights, the legitimate rights and interests of the State, organizations, and individuals, maintaining political security and social order, promoting socio-economic development, and accelerating the process of international integration.
