Also attending the meeting were Party Central Committee members who are members of the Steering Committee; leaders of a number of central departments, ministries and branches.
The report of the Standing Committee of the Steering Committee stated that during the terms, the Central Steering Committee for Judicial Reform and the steering committees of provincial and municipal Party Committees, relevant Party committees and Party organizations have fully performed their assigned functions and tasks. At the same time, they have promptly and fully issued programs and work plans for the entire term and each year; closely following the Party's guidelines and policies on judicial work and the goals, viewpoints, directions and tasks of judicial reform stated in Resolution No. 49-NQ/TW, resolutions, directives and conclusions of the Party related to judicial reform and the requirements and tasks of socio-economic development, international integration and practical situations.
At the meeting, members of the Steering Committee gave their opinions on the Report on the organization, functions, tasks, powers and some results of the activities of the Central Steering Committee for Judicial Reform, clearly stating the advantages, limitations, outstanding results and proposing directions for implementation. Members of the Steering Committee continued to unanimously report to the Politburo on the necessity of maintaining the organization and operation of the Steering Committee to help the Politburo lead and direct the effective implementation of judicial reform tasks according to the Party's policies, especially Resolution No. 27-NQ/TW, ensuring that judicial work and judicial reform in general, and coordination between agencies and organizations in implementing judicial reform tasks in particular, continue to be under the direct and comprehensive leadership of the Party.
Speaking at the meeting, President To Lam highly appreciated the proactiveness, positivity and important results in implementing the work program of the Central Steering Committee for Judicial Reform and its members.

It has directed the completion of criminal, civil and judicial procedural policies and laws; timely and fully institutionalized the Party's guidelines and policies on judicial reform in many major judicial laws such as the Penal Code, Criminal Procedure Code, Civil Code, Law on Temporary Detention, Law on Enforcement of Criminal Judgments, Amnesty Law, Notary Law, Law on Lawyers, etc., contributing to overcoming shortcomings, limitations and obstacles in practice, creating a solid legal basis for judicial and judicial support agencies to effectively perform their assigned functions and tasks. At the same time, the President directed the continued completion of the organizational structure, functions, tasks and powers of judicial and judicial support agencies in the spirit of judicial reform in the Party's resolutions.
In addition to the achievements, President To Lam also pointed out some shortcomings and limitations of the Steering Committee in recent times. In particular, some projects and reports submitted to the Steering Committee have not ensured progress and are of low quality; have not promptly provided direction or proposed to the Politburo for opinions on mechanisms and policies to resolve difficulties and problems in the process of implementing judicial reform tasks of relevant Party committees and organizations.
The President emphasized that judicial reform is one of the important contents in the Party's innovation policy, aiming to contribute to building and perfecting the socialist rule-of-law state of Vietnam, ensuring consistent implementation of the principle that state power is unified, with clear division of labor, close coordination, and effective control among state agencies in exercising legislative, executive, and judicial powers, protecting justice, human rights, citizen rights, and the interests of the state, organizations, and individuals. This is also a long-term, complex, and sensitive task with a wide scope of influence.
According to the President, in the coming time, it is necessary to continue to promote the development of a socialist-oriented market economy, build and perfect the Vietnamese socialist rule-of-law state, and integrate deeply into the international community. Along with the fourth industrial revolution, many new, complex, and unprecedented problems will arise in civil, administrative, commercial, labor, security, and order relations; the demands of the people and society on judicial agencies and judicial activities are increasingly high. On the other hand, the judicial system and judicial reform practices in recent times still exist and are limited, failing to meet the increasingly high requirements of building and perfecting the Vietnamese socialist rule-of-law state in the new period.
In that context, judicial work and judicial reform need to continue to be promoted, with high political determination, a suitable roadmap, against conservatism and localism, promoting the combined strength of all levels, sectors from the central to local levels and the whole society, persistently pursuing the identified goals and directions to better meet the requirements and demands of the new situation.
The President requested the Central Internal Affairs Commission to closely coordinate with the Central Office and relevant agencies, promptly submit to the Politburo for consideration and approval of the Project "Organization and operation of the Central Steering Committee for Judicial Reform" in the direction of continuing to maintain the organization and operation of the Steering Committee, with the basic composition remaining the same as the 2016-2021 term. The Central Internal Affairs Commission coordinates with agencies whose leaders are members of the Steering Committee to develop plans and programs of key work on judicial reform from now until the end of the term.
The President affirmed that the achieved results have made an important contribution to ensuring the Party's leadership over judicial work and implementing the task of judicial reform, improving the effectiveness and efficiency of judicial activities, effectively fighting all types of crimes, protecting human rights, the legitimate rights and interests of the State, organizations and individuals, maintaining political security and social order, promoting socio-economic development, and accelerating the process of international integration.
