Finding breakthrough solutions to accelerate socio-economic development.
The Editorial Board of the Socio-Economic Subcommittee of the 14th Party Congress held its first meeting to discuss the Draft Outline of the Report on the Five-Year Assessment of the 10-Year Socio-Economic Development Strategy 2021-2030. The general consensus was that breakthrough solutions are needed to achieve the set goals at the highest possible level.

To achieve high goals, we need strong solutions.
Shortly after its establishment under Decision No. 228/QD-TTg dated March 12, 2024, of the Prime Minister , the Editorial Team of the Socio-Economic Subcommittee of the 14th National Party Congress held its first meeting to discuss the Draft Report on the Assessment of 5 Years of Implementing the 10-Year Socio-Economic Development Strategy 2021-2030, and the Directions and Tasks for Socio-Economic Development for the 5 Years 2020-2030.
The draft report outline was also quickly prepared by the Standing Committee of the Editorial Board, and is expected to include three parts: Assessment of the 5-year implementation of the 2021-2030 Strategy; Directions, tasks and solutions for socio-economic development in the 5 years from 2026-2030; and Implementation.
“The objectives have been clearly set, including the vision for 2045. In the context of the current complex and unpredictable global and regional situation, it is necessary to have accurate assessments of what has been achieved and what has not, drawing lessons learned to guide development for the coming period, in order to achieve the highest possible goals of the 5-year Plan and the 10-year Strategy,” said Mr. Nguyen Chi Dung, Minister of Planning and Investment and Head of the Editorial Team.
The 2021-2030 strategy has set ambitious goals for the country's socio-economic development, with one of the top objectives being to achieve an average growth rate of approximately 7% per year, and a GDP per capita at current prices of around US$7,500 by 2030. In the long-term vision, the Resolution of the 13th National Congress of the Communist Party of Vietnam also set the goal that by 2045, Vietnam will become a developed, high-income country.
However, achieving these goals is proving to be a major challenge. This is because, over the past three years, due to the impact of the Covid-19 pandemic and global geopolitical fluctuations, Vietnam's average GDP growth has only reached 5.2% per year.

“The goals set are extremely challenging, but we must not retreat; instead, we must discuss how to move forward and achieve the highest possible results. And to achieve high goals, we need breakthrough solutions,” Minister Nguyen Chi Dung said. He explained that this is one of the reasons the Editorial Board is proposing the addition of new, stronger development perspectives to suit the country's situation and the new development context, especially given the current global changes and the establishment of new economic structures…
Agreeing with this viewpoint, senior expert Cao Viet Sinh, in an interview with a reporter from Investment Newspaper, also stated that, in the context of the unpredictable and rapidly changing world today, and when achieving the target of average GDP growth for the entire period is a major challenge, breakthrough solutions are needed.
Staying close to the situation is crucial for accurate guidance.
It's not just about needing breakthrough solutions; issues related to prioritizing resources and policies to develop new industries, such as semiconductors, artificial intelligence (AI), and new energy; or further promoting innovation, digital transformation, green transformation, and the development of a circular economy... are also being proposed by the Standing Committee of the Editorial Board as new development perspectives that need to be added.
In fact, these are precisely the issues that have been discussed extensively recently, as the Government, policymakers, and experts both domestically and internationally have emphasized the opportunities to attract investment, as well as the new growth drivers that need to be promoted so that Vietnam can accelerate its development.
At the annual Vietnam Business Forum (VBF) 2024, held on March 19th, this issue, especially regarding green development and circular economy development, was emphasized by the foreign investment community. This is necessary in the context of many countries around the world, including Vietnam, having committed to achieving net emissions of "zero" by 2050.
To determine the strategic direction, tasks, and solutions for the future, Minister Nguyen Chi Dung suggested an objective and accurate assessment, avoiding both idealization and distortion, to clarify Vietnam's current development situation. Simultaneously, it is necessary to adhere closely to the contents and objectives of the Strategy, as well as new strategies and resolutions of the Central Committee, the National Assembly, and the Government, the orientations in the national master plan, regional and local plans, and the directives of General Secretary Nguyen Phu Trong… And importantly, it is necessary to closely monitor developments and the situation of the regional and global economies.
“The world has changed a lot. We must adhere to the Strategy, but also keep abreast of current global developments to develop appropriate plans for the next five years. At the same time, we also need to prepare for achieving the goals by 2045, such as creating breakthroughs in infrastructure, including railways,” said Bui Thanh An, Vice Chairman of the People's Committee of Nghe An province, expressing his agreement.
At the meeting, the members of the Editorial Board highly appreciated the fact that the Draft Report Outline basically covered a fairly comprehensive and complete range of issues. They also offered additional comments and assessments on the situation and proposed key directions and solutions for various sectors and fields, as well as for the overall issues facing the country. All members demonstrated a strong determination to achieve the goals, directions, and tasks set forth in the 10-year Socio-Economic Development Strategy 2021-2030.
According to the plan, the Draft Outline will be discussed at the 9th Conference of the Central Committee, to be held in May 2024. After the Central Committee approves the Outline, the Editorial Team will continue to research and work to develop the Draft Socio-Economic Report, which will be submitted to the Socio-Economic Subcommittee.
