Finding breakthrough solutions to accelerate socio -economic development
The Editorial Board of the 14th Party Congress's Socio-Economic Subcommittee held its first meeting to discuss the Draft Outline of the Report on the Assessment of Five Years of Implementation of the 10-Year Socio-Economic Development Strategy 2021-2030. The general view is that there needs to be a breakthrough solution to achieve the set goals at the highest level.

To achieve high goals, there must be strong solutions.
Very soon after being established under Decision No. 228/QD-TTg dated March 12, 2024 of the Prime Minister , the Editorial Board of the 14th Party Congress's Socio-Economic Subcommittee recently held its first meeting to discuss the Outline of the Report on the Assessment of 5 Years of Implementation of the 10-Year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development in the 5-year period 2020-2030.
The Report Outline was also quickly drafted by the Standing Editorial Board, with the plan to include 3 parts: Assessment of 5 years of implementing the Strategy 2021-2030; Directions, tasks and solutions for socio-economic development in the 5 years 2026-2030; Implementation organization.
“The goals have been set out very clearly, including the vision to 2045. In the context of the current complex and unpredictable developments in the world and the region, it is necessary to have accurate assessments of what has been done and what has not been done, draw lessons to have development orientation for the coming period, how to achieve the highest goals of the 5-year Plan and 10-year Strategy”, said Mr. Nguyen Chi Dung, Minister of Planning and Investment , Head of the Editorial Team.
The 2021-2030 Strategy has set great goals for the country's socio-economic development, one of the top goals is to achieve an average growth rate of about 7% per year, with GDP per capita at current prices reaching about 7,500 USD by 2030. In the long-term vision, the Resolution of the 13th Party Congress also set a goal that by 2045, Vietnam will become a developed, high-income country.
However, achieving these goals is a big challenge. Because over the past 3 years, due to the impact of the Covid-19 pandemic, as well as global geopolitical fluctuations, Vietnam's average GDP growth has only reached 5.2%/year.

“The set goals are extremely challenging, but we must not retreat, but discuss how to move forward, how to achieve the highest set goals. And to achieve high goals, we need breakthrough solutions,” said Minister Nguyen Chi Dung. He said that is one of the reasons why the Editorial Board is proposing to add new, stronger development perspectives to suit the country’s situation and the new development context, especially when the world is currently changing a lot, and a new economic structure is being established…
Agreeing with this view, senior expert Cao Viet Sinh, when talking to reporters of Investment Newspaper, also said that in the context of the world being unpredictable and changing as it is now and when achieving the average GDP growth target for the whole period is a big challenge, breakthrough solutions are needed.
Keep abreast of the situation to have the right direction
Not only is there a need for breakthrough solutions, but issues related to prioritizing resources and policies to develop new industries, such as semiconductor chips, artificial intelligence (AI), new energy, etc.; or further promoting innovation, digital transformation, green transformation, circular economic development, etc. are also being proposed by the Standing Editorial Board as new development perspectives that need to be supplemented.
In fact, these are also the topics that have been mentioned a lot recently, when the Government, policy makers, and experts both at home and abroad emphasized the opportunities to attract investment, as well as the new growth drivers that need to be promoted so that Vietnam can accelerate its development.
At the 2024 annual Vietnam Business Forum (VBF), held on March 19, this content, especially green development, circular economic development, etc., was also emphasized by the foreign investor community. This is necessary in the context that many countries in the world, including Vietnam, have committed to achieving net zero emissions by 2050.
To find strategic directions, task directions, as well as solutions for the coming time, Minister Nguyen Chi Dung suggested that it is necessary to evaluate objectively and accurately, without embellishing, but also not blackening, to clarify the current development situation of Vietnam. At the same time, it is necessary to closely follow the contents and objectives of the Strategy, as well as new strategies and resolutions of the Central Committee, National Assembly, Government, orientations in the national master plan, regional and local planning, and directions of General Secretary Nguyen Phu Trong... And importantly, it is necessary to closely follow the developments and situations of the regional and world economy.
“The world has changed a lot, we must closely follow the Strategy, but also closely follow the current world situation to have a suitable plan for the next 5 years. At the same time, we also need to prepare for the implementation of the goal by 2045, such as creating a breakthrough in infrastructure, including railways,” Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An expressed his agreement.
At the meeting, members of the Editorial Board highly appreciated the fact that the Draft Report Outline basically covered quite comprehensively and fully the issues. At the same time, they also contributed additional comments and assessments on the situation and proposed main directions and solutions for sectors and fields, as well as for the country's overall issues. All demonstrated high determination in implementing the goals, directions and tasks set out in the 10-year Socio-Economic Development Strategy 2021-2030.
As planned, the Draft Outline will be discussed at the 9th Conference of the Central Executive Committee, held in May 2024. After the Central Executive Committee approves the Outline, the Editorial Team will continue to research and work to develop the Draft Socio-Economic Report, and submit it to the Socio-Economic Subcommittee.
