According to the report of the Department of Agriculture and Environment, the province's water resources are very rich. In terms of surface water resources alone, in addition to the three major rivers Lo River; Gam River and Pho Day River, there are over 500 small rivers and over 2,000 lakes and ponds, forming a fairly dense hydrological network, playing an important role in the socio -economic development of the province. However, the security and safety of water resources are currently very worrying, with water pollution caused by indiscriminate discharge of wastewater and untreated waste into rivers and streams; the process of mineral exploitation; the use of toxic chemicals in agricultural, industrial and handicraft production; violations of water resource protection corridors that alter the flow...
Two years after the dam burst of the sludge tank containing waste water from the lead-zinc ore processing of Minh Son Mineral Joint Stock Company, local people are still very worried about the danger level of this heavy metal sludge. According to local people, at the time of the burst, the amount of sludge flowing into the Lung Vay stream system polluted the water source, affecting the production and daily life of the people.
In addition to the negative impacts of mining activities, a group of people lacking awareness are also polluting and damaging centralized water supply works, causing loss of water resources and negatively affecting the community. In Son Thuy and Nhu Han communes and some remote areas, there are also cases of people blocking water sources for business purposes, cutting, destroying, and even stealing water pipes from centralized water supply works.
Mr. Van Tam, Head of the Management Team of the Centralized Water Supply Project in Son Thuy Commune, shared that the centralized domestic water supply project in the commune cost nearly 30 billion VND to build from a loan from the World Bank and the province's counterpart capital. However, shortly after the project was put into operation, disputes over water sources occurred and tended to increase. Pipes of various sizes and types with diameters from 10 cm - 40 cm, even pipes with diameters up to 75 cm were brazenly installed by some households, disputing water sources with the project. Previously, the Provincial People's Committee had granted a license to the exploitation unit, the Center for Clean Water and Rural Environmental Sanitation, to exploit and use surface water from Thai Hang stream to provide water for people, agencies, and schools in the commune; strictly prohibiting acts of encroachment into the protected area of the clean water project.
Comrade Pham Manh Duyet, Member of the Provincial Party Committee, Director of the Department of Agriculture and Environment, said: In order to ensure the security and safety of water resources, the Department has closely coordinated with relevant sectors to strictly implement the provisions of the Law on Water Resources and the Law on Environmental Protection; promote the protection of water resources, establish and strictly manage water resource protection corridors; strictly manage the exploitation and protection of underground water resources; focus on inspecting, checking and handling violations of the law on water resources. The Department has also increased water storage capacity through non-structural solutions in water resource management based on natural trends on the basis of long-term forecasts of climate and hydrology.
In addition to the efforts of the industry, localities need to strengthen inspection work and take strong measures to handle organizations and individuals who encroach, narrow, and pollute water resources.
