On the morning of October 1, at the National Innovation Center (Hoa Lac High-Tech Park, Hanoi), the Ministry of Science and Technology coordinated with the Ministry of Finance to organize the Ceremony to respond to the National Innovation Festival with the theme "Innovation for all people - Driving force for national development" connecting with many points across the country.
General Secretary To Lam, Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation, attended and delivered a speech at the ceremony.
Also attending were comrades: Politburo member, Prime Minister Pham Minh Chinh; Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Party Central Committee members: Government leaders, leaders of ministries, central departments, branches and Hanoi city; representatives of enterprises, research institutes, universities, investment funds, embassies, and international organizations in Vietnam.
National innovation - the driving force for national development
Speaking at the opening ceremony, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung affirmed that the Party, State and Government have identified science and technology, innovation and digital transformation as important fields for Vietnam to realize the country's 100-year strategic goals. Science and technology and innovation must be the main driving force in economic development, the inevitable driving force for Vietnam to become a sustainably developed country.
The fact that the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation is headed by the General Secretary shows the political determination to turn Vietnam into an autonomous, confident, self-reliant, self-reliant and proud country in the new era. In directing the implementation, Prime Minister Pham Minh Chinh also requested that innovation should be the top policy to promote rapid and sustainable development. Innovation needs to take people, businesses, especially the young generation as the center.
Exactly one year ago, the Government decided to choose October 1st of every year as the National Innovation Day. This is truly a festival of all people sharing the same beliefs and aspirations, joining in the strong flow of the nation's aspirations to rise up and the drastic implementation of the spirit of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Speaking at the ceremony, General Secretary To Lam stated that Vietnam has no choice but to consider science, technology, innovation and digital transformation as the top important breakthroughs, the main driving force to innovate the development model, realizing the two 100-year goals of becoming a developing country with an upper middle income by 2030 and a developed country with a high income by 2045. This is not only an objective need but also a command of the times that determines the position of the nation in the next decade. No country can take off with poor science and technology and slow innovation activities.
The General Secretary said that our Party and State have issued many major policies and decisions to continue innovating, reforming and developing the country, especially the Politburo's Resolutions on streamlining the apparatus and political system, arranging administrative units on breakthroughs in science and technology development, innovation, national digital transformation in international integration, innovation in law-making and enforcement on private economic development, ensuring energy security, developing education and training, and taking care of people's health.
Besides positive results, innovation activities still have many limitations, institutions and policies have not kept up with the speed of technological development and global trends have not strongly promoted innovation in enterprises.

The General Secretary suggested that there should be unity in perception and action according to the viewpoint that innovation is the cause of all people to build culture and innovate for all people. Innovation is not the sole work of the science and technology sector but must be the cause of all people, of the whole society, requiring the participation of all levels, all sectors, business communities of all economic sectors and all people. The spirit of innovation must be imbued in all areas, from state management, production and business activities of enterprises to movements and practical solutions in the daily life of each person.
Expressing respect and honor for all inventions, innovations, and improvements that contribute to improving work efficiency and labor productivity, the General Secretary emphasized that improving administrative processes and procedures in enterprises is a culture of learning, daring to try, daring to do, and in schools is critical thinking. STEM and digital capacity in society is to respect new ideas, honor creative examples in each field, each agency, and unit; measurement indicators need to be transparent so that those who innovate better are better recognized. Press and media agencies need to promote the promotion of good people and good deeds, tell real stories, inspire, and contribute to making innovation for all people become the culture and driving force for national development.
The General Secretary requested that it is necessary to urgently implement the Action Program for Strategic Technology Development in the spirit of Resolution 57, clearly defining the roadmap for mastery; at the same time, developing basic digital infrastructure, increasing the domestic ratio in key technology systems, ensuring confident integration, and maintaining the country's core competencies.
Perfecting institutions and outstanding policies
The General Secretary pointed out that it is necessary to focus on perfecting institutions and outstanding policies for the development of science and technology and innovation; urgently institutionalize the Party's policies with clear and highly practical laws, decrees and circulars, focusing on tax, credit and land incentives for research and development activities for new products and services; deploy the National Strategy on creative startups, and build a national innovation ecosystem that connects regionally and globally.
Expanding orders, developing the start-up capital market, venture capital fund mechanisms and financial instruments suitable for innovation, at the same time, strengthening intellectual property protection, data protection and information security, controlling risks without stifling innovation, designing a legal sandbox laboratory mechanism for new fields so that new things can be tested, measured and matured. Along with that is implementing the National Strategy on innovative startups, building a national innovation ecosystem that connects the region and the world.
The General Secretary requested that each ministry, sector and locality strive to form at least one innovation center linked to a network of research and incubation zones, accelerating technology trading floors, and an ecosystem that must have full links, sources of ideas, research facilities, standardized laboratories for business incubation, a network of legal, financial, intellectual property consulting, angel investors, venture funds and especially domestic, regional and international market outlets. Closely connect with overseas Vietnamese, international experts, and leading technology corporations to take shortcuts to knowledge. New technology must foster a culture of risk-taking, respect for failure, and control as part of learning, encouraging startups on digital platforms, products based on artificial intelligence data, biotechnology, and environmental technology.
Universities and research institutes need to promote technology transfer and create conditions for research groups to establish businesses to commercialize research products. The State is responsible for creating institutions with digital infrastructure standards, open data, and public services to facilitate publication.
Institutes and schools improve the quality of training, link research with market demand, encourage international publication along with commercialization of results. When the three pillars work together harmoniously, raw materials and knowledge will flow into the value production machine, creating productivity of new competitive power for the whole economy.
The General Secretary emphasized that innovation needs to be spread and permeate all areas of social life, the state economic sector, creating institutions to ensure fairness, protect intellectual property rights, invest in digital infrastructure, pave the way for innovation, breakthroughs to bring new values or solve persistent problems. Experts, researchers, scientists commit, contribute, put knowledge to serve the Fatherland, put the national interests of the nation above personal interests. Farmers, workers, laborers, the large and direct production force proactively grasp and equip themselves with knowledge, skills, and tools to improve production, turning every drop of sweat into greater value for the country.
Overseas Vietnamese represent the wisdom of the nation's spirit. Be a bridge of knowledge, technology, and resources, contributing to building the Fatherland. Be a force connecting the inside and outside, international friends, sharing knowledge, experience, and together with Vietnam, creating and popularizing new technology and advanced models.
The General Secretary noted that all innovations must solve social problems, increase productivity but reduce emissions, increase area but ensure data security, and grow rapidly but leave no one behind.
Innovation is not the destination of a nation but must be a process of improvement that is repeated over and over again, without stopping. The origin of that process is the spirit of daring to think of extraordinary things, daring to do the most difficult things, daring to take responsibility before the people and history, daring to break through to open up paths that have not been touched by humans.
The General Secretary called on all cadres, civil servants, public employees, workers, farmers, engineers, teachers, doctors, soldiers of the armed forces, the elderly, students and Vietnamese people at home and abroad to uphold the spirit of patriotism and constantly innovate in their daily work. Each young person should dare to challenge their own responsibilities, let each person have a useful idea, each agency a specific improvement, each locality a leading product so that the whole country becomes a vibrant, innovative ecosystem. Let's turn challenges into opportunities, ideas into values, aspirations into reality, and bring the country to prosperity and development in the new era.

Speaking at the ceremony, Politburo member and Prime Minister Pham Minh Chinh requested ministries, branches, agencies, units, localities, enterprises and individuals, based on their functions, tasks and powers, to effectively organize the 6 tasks assigned by the General Secretary in his speech at the Festival; proposed to implement the motto "3 nos": Do not say no, do not say difficult, do not say yes but do not do in developing innovation; do not be perfectionist, do not rush and do not formalize innovation; do not create barriers to innovative thinking and drastic action in innovation, do not let administrative procedures get in the way, do not limit the space for innovation for any collective or individual.
For development partners and international organizations, the Prime Minister proposed “3 supports” to help Vietnam: Technical support, sharing of experience in building policies and legal frameworks for infrastructure and resources for innovation; financial support, technology transfer, especially in priority areas, strategic technology and development of research and development centers; support for startups (innovative startups) and Vietnamese technology enterprises to connect to markets, value chains, and global supply chains.
For the young generation, students, the Prime Minister emphasized the "3 pioneers": Exemplary pioneers leading the way in innovation and digital transformation; exemplary pioneers leading the way in overcoming their own limits to always innovate anytime, anywhere, in all matters, in all circumstances; exemplary pioneers leading the race against time, developing intelligence, and being decisive in innovation.
At the Ceremony to respond to the National Innovation Day 2025, the Organizing Committee announced the Local Innovation Index (PII 2025) and launched many programs to respond to the Festival from businesses, international organizations, research institutes, universities, experts, and intellectuals at home and abroad.
On this occasion, General Secretary To Lam, Prime Minister Pham Minh Chinh and other Party and State leaders launched the Vietnam Innovation Day 2025 and opened the Vietnam Innovation International Exhibition 2025./.
