On July 7, in Hanoi , the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) held its 28th meeting to discuss and give opinions on the Report on the situation and results of the Steering Committee's activities in the first 6 months of 2025 and key tasks for the last 6 months of the year, along with a number of other important contents.

The work of preventing and combating corruption, waste and negativity continues to be vigorously implemented.
Since the beginning of 2025, the work of preventing and combating corruption, waste, and negativity has continued to be vigorously implemented, with many new changes, increasingly better meeting the requirements of Party building, the political system, and the goal of promoting socio-economic development.
In the first 6 months of 2025, the Central Committee, Politburo, and Secretariat issued more than 100 documents on Party building and preventing and combating corruption, waste, and negativity.
The National Assembly amended a number of articles of the 2013 Constitution, passed 38 laws, and issued 45 resolutions; the Government amended, supplemented, and issued over 300 new decrees, resolutions, and directives; ministries, branches, and localities issued more than 3,277 documents.
The work of preventing and combating waste has been directed to be strengthened, associated with the release of resources to serve socio-economic development. The Government, ministries, branches and localities have focused on directing the review, removing difficulties and obstacles, and handling projects and works that are behind schedule, have long backlogs, are ineffective, and have the risk of causing loss and waste.
Party committees and inspection committees at all levels have disciplined 230 party organizations and 7,235 party members; the Politburo, Secretariat, and Central Inspection Committee have disciplined 11 officials under the central government's management.
The Inspection and Auditing sector has conducted many inspections and audits in areas and areas prone to corruption and negativity, of public interest, and on topics and cases assigned by the Steering Committee. Through inspections and audits, recommendations have been made to recover and handle 9,533 billion VND and 617 hectares of land; to administratively handle 381 groups and 1,083 individuals; and to transfer 28 cases with signs of crime to the investigation agency for investigation and handling according to regulations.
The prosecution agencies have initiated new prosecutions of 1,776 cases/4,038 defendants for corruption, economic crimes, and crimes of position. Particularly, the cases and incidents under the supervision and direction of the Steering Committee have concluded the investigation of 7 cases/127 defendants; issued indictments to prosecute 5 cases/87 defendants; tried at first instance 7 cases/94 defendants; and tried on appeal 9 cases/221 defendants.
Party committees, party organizations, and authorities at all levels have promoted the application of science, technology, and digital transformation, combined with administrative procedure reform, innovation in management, administration, and operation methods in the digital environment, and increased transparency and accountability in public service activities to prevent and stop harassment and inconvenience to people and businesses.
Party committees, party organizations, and authorities at all levels direct the construction and completion of the national database system, linked with the databases of ministries and branches, ensuring connection, sharing, and synchronization, helping to improve the effectiveness of state management, serving the people, and serving inspection and supervision work according to the requirements of "supervision on data, inspection on data."
The work of recovering corrupt assets continues to receive attention and direction, achieving many results. The work of preventing and combating corruption, waste, and negativity at the local and grassroots levels continues to have many positive changes.
In the first 6 months of 2025, the provincial Steering Committees have brought 53 cases of corruption, waste, and negativity under monitoring and direction. Local authorities have disciplined 43 leaders for corruption and negativity, including 21 cases that were criminally prosecuted; 416 new cases/1,207 defendants have been prosecuted for corruption and negativity.
Many localities have disciplined and prosecuted defendants who are officials under the management of provincial and municipal Party Committees.
Focus on investigating and thoroughly handling corruption, waste and negativity cases.
In the last months of 2025 and in the coming time, the Steering Committee requires that the work of preventing and combating corruption, waste, and negativity must continue to be implemented more strongly, drastically, and effectively, focusing on directing the completion of tasks according to the 2025 Work Program.
Concluding the meeting, General Secretary To Lam emphasized focusing on directing the completion of the review and full institutionalization of policies and viewpoints on preventing and combating corruption, waste, and negativity issued since the beginning of the 13th Party Congress term.
In particular, focus on completing the revision of the Law on Practicing Thrift and Combating Wastefulness; the Law on Anti-Corruption and related laws; amending and supplementing regulations on economic and technical standards and norms that are no longer suitable to the country's development practices, ensuring consistency, unity and feasibility.
The General Secretary requested to urgently complete the review, clarify the causes, and have specific solutions for each project and construction that is behind schedule, has long-term backlog, is inefficient, and has the risk of causing loss and waste; and direct the resolute handling of difficulties and problems for the two Central Hospital projects; renewable energy projects; and the project to solve flooding caused by tides in Ho Chi Minh City.
The General Secretary requested to focus on investigating and striving to thoroughly handle corruption, waste and negative cases under the supervision and direction of the Steering Committee, ensuring that by the end of the 13th Party Congress, there will be basically no backlog of old cases. In particular, directing to speed up the investigation and thoroughly handle cases and incidents occurring at Thuan An Group, Vietnam Cement Corporation, Nha Trang Airport project, 2 investment projects to build facilities 2 of Bach Mai Hospital and Viet Duc Friendship Hospital.
The General Secretary emphasized the need to strengthen inspection, supervision, and examination to promptly detect, prevent, and handle violations, corruption, waste, and negativity related to the arrangement and assignment of cadres and the management and use of public finance and public assets during and after the reorganization of the apparatus and the implementation of the two-level local government model.
Urgently improve and enhance the operational efficiency of the provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity and functional agencies for anti-corruption, wastefulness and negativity in localities after mergers and acquisitions; strengthen inspection, supervision, control of power, anti-corruption, wastefulness and negativity in organizations and activities at the grassroots level, resolutely prevent corruption, wastefulness and negativity from occurring; rectify the mindset of waiting, relying on superiors, pushing, delaying work resolution, causing congestion, wasting time, effort and money of the State, people and businesses.
The General Secretary directed to promote the application of science and technology, digital transformation, strongly reform administrative procedures, limit direct contact to prevent corruption and negativity in public service activities; urgently build, connect, share national data, integrate data of ministries, branches, and localities, ensure synchronization, connectivity, easy exploitation and use to serve the work of inspection, supervision, audit on data to detect, warn early, and promptly prevent violations.
Directing a comprehensive summary from Party cells and grassroots Party organizations on the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress, creating a broad political movement throughout the Party and the entire population on the work of preventing and combating corruption, waste, and negativity before the 14th Party Congress; thereby supplementing and perfecting major policies and orientations on preventing and combating corruption, waste, and negativity in the Documents of the 14th Party Congress, meeting the requirements and tasks of national development in the new era.
Also at this meeting, the Steering Committee agreed to end the direction of handling 10 cases and 6 incidents because the settlement was completed in accordance with the provisions of law; agreed to put 4 cases and 2 incidents under the supervision and direction of the Steering Committee, including the case of "Giving bribes; Receiving bribes; Violating regulations on management and use of state assets causing loss and waste" occurring at Viet Trung Minerals and Metallurgy Limited Company and related units; the case of "Forging documents of agencies and organizations; Giving bribes; Bribery brokerage" occurring at TSL Science Joint Stock Company and related agencies and organizations; the case of "Violating regulations on accounting causing serious consequences; Producing and trading in counterfeit food products" occurring at ZHolding Company; The case of “Illegal possession of narcotics; Organizing illegal use of narcotics; Giving bribes; Receiving bribes; Brokering bribes and Abusing positions and powers while performing official duties” occurred at the Central Institute of Forensic Psychiatry and a number of related units and localities; The case with signs of falsifying documents of agencies and organizations and giving bribes occurred at Avatek Science and Technology Company; The case with signs of the crime of giving and receiving bribes occurred at the Department of Food Safety, Ministry of Health.
