This afternoon, the Central Military Commission and the Ministry of National Defense organized the 11th Military Emulation Congress. General Secretary To Lam, Secretary of the Central Military Commission, attended and delivered a directive speech.
General Secretary To Lam congratulated 54 national heroes and emulation fighters; advanced models; hundreds of thousands of collectives, cadres and soldiers honored and rewarded in the emulation movement to win over the past 5 years.
The General Secretary pointed out that when Uncle Ho launched the patriotic emulation movement, the Army took the lead in responding and from the practical combat and work, a unique feature was formed, the movement "Emulation to win" - competing to fight well, work well, produce well, competing to win when going to war.

"The emulation movement to win is part of the patriotic emulation movement launched by the Central Executive Committee and Uncle Ho, making an important contribution to the growth and development of the Vietnam People's Army," the General Secretary shared.
Discipline becomes strength, initiative becomes resource
In every revolutionary stage, from guerrilla battles to large-scale campaigns, from secret fronts to military diplomacy, from research, design to weapon manufacturing, from schools, laboratories to training grounds, from leaders to officers and soldiers, emulation is always the catalyst that turns determination into results, turns goals into reality. Thanks to emulation, the unit has a common, measurable goal.
Each person has a specific task to do thoroughly, discipline becomes strength, initiative becomes a resource, so that "Patriotic emulation is patriotism, patriotism requires emulation and those who emulate are the most patriotic" becomes a culture.
The General Secretary was pleased to see that the spread of the emulation movement to win not only stopped in barracks, units, and the Army, but also inspired ministries, branches, localities, businesses and the community...
Wherever there are soldiers, there is an emulation movement; wherever there are exemplary cadres and soldiers, there is discipline and efficiency. Wherever there is emulation to win, the criteria of “revolution, discipline, elite, modernity” become concrete and measurable; so that every cadre, soldier, and defense worker can “promote tradition, contribute talent, and be worthy of the title of Uncle Ho’s Soldier”.

The General Secretary affirmed that emulation to win is valuable because of its continuity and depth, not a temporary "launch" but the "beat of life". Each day has a criterion, each week has a practical task, each month has an initiative, each quarter has a sustainable result.
The starting point is the soldier; the nucleus is the team, squad; the driving force is the platoon, company; the decision is made by the Party committee and commanders at all levels. Competition here is not about “chasing achievements”, but about “daily food and drink” in a special military environment: it must be precise, follow procedures, safe, effective and suitable for modern combat situations.
In the military environment, competition is a school of character and courage. Each completed target not only adds a point but also a level of maturity. Each soldier must know how to put the mission first, know self-discipline, respect procedures, combat contracts, handle situations, love teammates and love the people.
Absolutely avoid chasing superficial targets.
The General Secretary analyzed: The world and regional situation is changing rapidly and complicatedly, with high-tech warfare, new forms of warfare, and increasing non-traditional security threats, which have posed requirements for building and protecting the Fatherland in the new situation.
In that context, emulation to win must become the "operating system" for three roles.
The “combat army” takes the training criteria of “close to actual combat, close to the target, close to the area, close to weapons and equipment” as the axis. Mastering weapons, equipment, and high technology is considered a mandatory index; safety and discipline are considered the red line.
The General Secretary expressed his impression of the typical collectives and individuals reporting at the congress. The congress showed the building of a modern army, mastering science and technology, and developing weapons and equipment compared to the region and the world.

The General Secretary mentioned the report of Major General Duong Van Yen, Deputy Director of the General Department of Defense Industry, saying that many military weapons have been successfully researched and produced, such as infantry fighting vehicles, armored personnel carriers, self-propelled artillery, and combat drones.
The General Secretary was also impressed with the Heroine of the People's Armed Forces, Lieutenant Colonel Le Thi Hang, Director of C4, Viettel Aerospace Institute. Lieutenant Colonel Le Thi Hang reported on research, conquest, and mastery of core technology, contributing to the development of Vietnam's missile industry.
In the past 5 years, advances in weapons, equipment, and operations need to be based on a scientific foundation. Referring to Resolution 57 of the Politburo, the General Secretary said that the Army has implemented it very clearly and is a typical example in the current period.
The "working army" combines emulation goals with the task of mobilizing the masses, building a solid people's position; closely coordinating with the local political system; contributing to maintaining social stability and strengthening people's trust.
The “production labor army” promotes research - design - manufacturing; masters the production chain - ensures technical standards; participates in socio-economic development in remote, border and island areas; promotes digital transformation in the defense industry and military logistics.

The General Secretary requested the entire army to continue to rectify all formalities, absolutely avoid chasing superficial targets and must prioritize quality, efficiency and depth. Emulation must make people better, units stronger, work smoother, and military-civilian relations stronger.
Emphasizing that unity is the source of strength, the General Secretary noted that emulation must contribute to tightening the ranks, spreading positivity, encouraging young talents, creating space for initiatives of soldiers, women in the army, and defense workers. Each Party Committee and commander must be a "conductor" who knows how to choose the right "music", choose the right "rhythm" of progress, and coordinate the "orchestra" of the forces smoothly.
