General Secretary To Lam: Emulation to win for the entire army creates a new breakthrough in building a revolutionary, disciplined, elite, and modern army.

The 11th All-Army Emulation Congress for Achieving Victory (2020-2025) aims to evaluate the results of emulation and reward work throughout the army over the past five years, set forth directions and tasks for the next five years; and commend and honor outstanding exemplary collectives and individuals in the cause of building the Army, consolidating national defense, and protecting the Fatherland during the 2020-2025 period.

Speaking at the Congress, General Secretary To Lam expressed his joy and emotion at attending the 11th All-Army Emulation Congress – a celebration honoring the will, discipline, strength, intelligence, and dedication of "Uncle Ho's soldiers." On behalf of the Party, State, and Central Military Commission leadership, the General Secretary extended warm greetings and congratulations on the outstanding achievements of agencies, units, factories, academies, schools, hospitals, defense enterprises, and exemplary collectives and individuals throughout the army in the Emulation Movement over the past period. These exemplary individuals are vivid proof of the strength of tradition, discipline, creativity, and the close bond between the military and the people.

The General Secretary emphasized that when President Ho Chi Minh launched the patriotic emulation movement, the Army was the vanguard in responding, and from the practical experience of combat and work, a unique characteristic was formed: the "Emulation for Victory" movement – ​​emulation to fight well, work well, and produce well; emulation to ensure victory in every battle. In other words, the "Emulation for Victory" movement seamlessly integrated into the patriotic emulation movement launched by the Central Committee and President Ho Chi Minh, making a significant contribution to the growth and development of the Vietnam People's Army.

The General Secretary stated that in every stage of the revolution, from guerrilla battles to large-scale campaigns; from secret fronts to military diplomacy; from research and design to weapons manufacturing; from schools and laboratories to training grounds; from leadership and command to officers and soldiers, the "Determined to Win" emulation movement has always been a catalyst for transforming determination into results and goals into reality. Thanks to emulation, units have measurable common goals. Each person has a specific task to complete; discipline becomes strength; initiative becomes a resource; so that "Patriotic emulation is patriotism. Patriotism requires emulation, and those who emulate are the most patriotic" becomes a culture. From this, the unique qualities of "Uncle Ho's soldiers" are formed: humble yet resilient, disciplined yet creative, decisive yet compassionate, determined to fight and determined to win. So that each soldier can contribute to building an army that is "Loyal to the Party, devoted to the people, ready to fight and sacrifice for the Fatherland and for socialism. Every task will be completed, every difficulty will be overcome, and every enemy will be defeated."

The General Secretary was pleased to note that the impact of the "Determined to Win" emulation movement extends beyond barracks, units, and the army, inspiring ministries, departments, localities, businesses, and communities, contributing to the widespread patriotic emulation movement in the country's construction and defense. Wherever there are soldiers, there is an emulation movement; wherever there are exemplary officers and soldiers, there is a movement, discipline, and effectiveness; wherever there is the "Determined to Win" emulation movement, the criteria of "revolutionary, regular, elite, and modern" become concrete and measurable; so that every officer, soldier, and defense worker can "uphold traditions, contribute talents, and live up to the name of Uncle Ho's soldiers."

The General Secretary affirmed that the "Determined to Win" emulation campaign is valuable because of its continuity and depth. It's not a temporary "campaign" but rather the "pulse of life." Each day brings a new criterion, each week a practical action, each month an initiative, and each quarter a lasting result. The starting point is the soldier; the core is the squad or platoon; the driving force is the company or battalion; and the decision rests with the Party committee and commanders at all levels. Emulation here is not about "chasing achievements," but about "daily meals and water" in the unique military environment: accuracy, adherence to procedures, safety, effectiveness, and suitability to modern combat situations are essential.

In the military environment, competition is a school of "character and resilience." Each completed target adds not just one "point" but another step towards maturity. Every soldier must prioritize their duty, maintain self-discipline, respect procedures, cooperate effectively, handle situations wisely, and show love for their comrades and compassion for the people.

The General Secretary noted that the criteria for emulation must be "clear - accurate - relevant - easy to remember - easy to implement - easy to compare". Organization must be seamless from the grassroots up; evaluation must be fair and transparent; rewards must be timely, given to the right people for the right work; criticism must be sincere, constructive, and help each other progress.

The General Secretary stated that the requirements of building and defending the Fatherland in the new situation demand that our army be both "regular, elite, and modern" and "mobile, flexible, and digitally intelligent." In this context, the Emulation Campaign for Victory must become the "operating system" for three roles: "The fighting army" takes the training criteria of "close to real combat, close to the target of combat, close to the terrain, close to weapons and equipment" as its axis; considers mastering weapons, equipment, and high technology as a mandatory indicator; considers safety and discipline as the red line. "The working army" links emulation goals with the task of mobilizing the masses, building a solid foundation of people's support; closely coordinates with the local political system; contributes to maintaining social stability and consolidating people's trust. "The labor and production army" promotes research - design - manufacturing; masters the production chain - ensures technical support; Participate in socio-economic development in remote, border, and island areas; promote digital transformation in the defense industry and military logistics.

The tradition of our Army, "going into battle means victory," has become the "standard of action." Every officer and soldier must carry within them the spirit of "fighting to the death for the Fatherland" in their studies, training, combat practice, readiness for combat, production work, assisting the people, international cooperation, and international obligations.

The General Secretary urged the entire army to continue rectifying superficial manifestations; absolutely avoid chasing after superficial targets; and prioritize quality, effectiveness, and depth. Emulation must lead to better individuals, stronger units, smoother work processes, and more enduring military-civilian relations. Unity is the source of strength. Emulation must contribute to "tightening ranks," spreading positivity, encouraging young talents, and creating space for initiatives from soldiers, military women, and defense workers. Each Party committee and commander must be a "conductor" who knows how to choose the right "music," select the right "rhythm," and coordinate the "orchestra" of the various forces harmoniously.

Party committees and commanders at all levels take care to replicate typical examples: Have a mechanism for timely recognition and appropriate rewards; incorporate good models into training and work programs so that everyone can progress together.

With its rich tradition, the Vietnamese spirit and wisdom, the direct, absolute, and comprehensive leadership of the Party, the close coordination of the entire political system, and the support of the people, the General Secretary believes that the Emulation Movement for Victory of the entire army will continue to develop strongly, substantively, and effectively; creating new breakthroughs in building a revolutionary, regular, elite, and modern army; making a worthy contribution to the cause of building and firmly defending the socialist Fatherland of Vietnam; and hopes that the 11th Emulation Movement for Victory of the entire army will "break through, spread, and sustainably," so that each unit is a "fortress of discipline and creativity," each soldier is a "flame of dedication," and each task is a "victorious battle."

On the occasion of the All-Army Emulation Congress, on behalf of the Party, State, and Central Military Commission leadership, General Secretary To Lam presented a banner to the Congress with 16 golden words: "Loyal and steadfast - Unity and discipline - Breakthrough development - Decisive battle and decisive victory".

Concluding the "Determined to Win" emulation movement for the period 2020-2025, the Minister of National Defense signed Decision No. 4511/QD-BQP dated September 12, 2025, awarding the Emulation Flag to 84 collectives; and Certificates of Merit to 151 collectives and 158 individuals. At the Congress, General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, Minister of National Defense, and General Trinh Van Quyet, Secretary of the Central Committee of the Party, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, presented the Emulation Flag to 56 collectives representing units under the Central Military Commission and the Ministry of National Defense.

On behalf of the Presidium, General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, read the Congress's Letter to officers and soldiers of the entire army.

Earlier, the Central Military Commission and the Ministry of National Defense organized a ceremony to report their achievements to President Ho Chi Minh by the delegation of exemplary advanced delegates of the 11th All-Army Emulation Congress and laid wreaths at the Monument to Heroes and Martyrs on Bac Son Street (Hanoi).
