Speaking at the opening of the Congress, General Phan Van Giang affirmed that over the years, the Emulation Movement for Victory has always been closely and comprehensively led and directed by the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels in the entire army, becoming a revolutionary action movement of cadres and soldiers of the entire army and the Militia and Self-Defense Forces nationwide. The movement has taken place continuously, developed in both breadth and depth, achieved great results, and is truly a driving force to encourage and motivate collectives and individuals to overcome difficulties and hardships, strive to excel in all tasks, and contribute with the entire Party and people to make great victories in the cause of fighting for liberation, building and defending the Fatherland.

According to General Phan Van Giang, the 11th National Army Emulation Congress is taking place at a very important time. The entire army, with the highest spirit, is preparing to organize the 12th National Party Congress of the Army, competing to achieve the highest results to welcome the 14th National Party Congress.
