On November 11, 2012, General Secretary Nguyen Phu Trong and the Central Working Delegation visited and worked in Hai Trung commune; attended the National Great Unity Day at the residential area of hamlet 4, Hai Bac commune (Hai Hau). Witnessing the development of the rural areas in the district, General Secretary Nguyen Phu Trong welcomed the Party committees and authorities of Hai Hau district for focusing on innovating the Party's leadership methods, building a clean and strong Party and political system. Creatively applying the Party's guidelines and the State's laws to local realities; focusing on developing the economy, culture and society, while taking care of improving people's lives, building Hai Hau worthy of the title "Bright and Heroic Sea Region".

On November 11, from early morning, in the cold weather and heavy rain due to the cold air, many cadres, party members and people of Hai Trung commune were present at the commune cultural house, enthusiastically and happily welcoming General Secretary Nguyen Phu Trong to visit and work in the locality.
The applause to welcome the General Secretary was endless; the warm, intimate atmosphere spread throughout the hall. Talking to the cadres and people, General Secretary Nguyen Phu Trong kindly asked about and shared about the losses and damages of the people after the storm No. 8 that had just occurred; at the same time, he expressed his joy at the changes in his homeland Nam Dinh in general, and Hai Hau district in particular, on the path of innovation.

The General Secretary shared: “In the past, I cycled many times to visit and feel the difficulties of Nam Dinh. But today, I am very happy and excited about the changes of Nam Dinh; everywhere I go, I see prosperous villages, spacious high-rise buildings, and wide, paved inter-village and inter-commune roads. That demonstrates the tradition of overcoming difficulties and uniting to rise up in the land of “Spiritual land and talented people”; and the tradition of Hai Hau is a national example of district-level culture; it was awarded the title of Hero of the People’s Armed Forces, Hero of Labor in the renovation period”.
During his visit and work in Nam Dinh province, in order to understand clearly and correctly the grassroots, the General Secretary suggested visiting a normal commune, not a pilot command center because pilot command centers are sometimes given priority to concentrate many resources. Talking to cadres, party members and people of Hai Trung commune, the General Secretary wished to hear many sincere and frank opinions from the grassroots on 3 issues that the General Secretary was interested in, which were: Socio-economic development at the grassroots level; developing "Tam Nong" (agriculture - farmers - rural areas) and Party building work, implementing the Resolution of the 4th Central Committee (11th tenure) up to this point.
Specifically, the General Secretary wants to know more clearly and more at the grassroots level about how to organize the implementation of Party resolutions, the results of socio-economic development programs on mobilizing capital sources for new rural construction, how much the Central, provincial, district and commune levels have invested, how much other sources of support have been mobilized and how much the people have contributed? Regarding Party building work, how is the implementation of Resolution 4 of the Central Committee, Session XI on Party building, with serious and sincere reviews, but have the weaknesses and shortcomings pointed out been corrected?

General Secretary Nguyen Phu Trong listened to reports on the socio-economic situation, Party building work, and the new rural construction movement of Hai Trung commune and Hai Hau district; listened to opinions and proposals from cadres, party members and people of Hai Trung, and opinions and proposals from representatives of central ministries, departments and branches, in order to properly assess the reality, advantages and limitations in performing tasks in the past time and future directions.
Reporting to the General Secretary and the Central working delegation, comrade Pham Van Chien, Secretary of Hai Hau District Party Committee (term 2010-2015) outlined the encouraging results of the district in implementing the construction of new rural areas. Specifically, thoroughly implementing the directives and instructions of the Central, ministries, branches, and the province on the construction of new rural areas, the district has chosen a breakthrough in the criteria for new rural areas, issued 3 resolutions, 6 projects on socio-economic development for the 5 years 2010-2015 according to the motto: promoting internal resources as the main, taking the residential community according to the hamlet as the unit to implement the construction of new rural areas, building new rural hamlets, and new rural families. In 2011, the whole district completed the work of land consolidation, agricultural land plot exchange and land allocation in the field. After the land consolidation, the average land area per farmer household decreased from 2.8 plots to about 1.5 plots. Through land consolidation and plot exchange, the public land fund has been reduced; people have been mobilized to donate agricultural land and residential land for the construction of roads, irrigation works and new rural infrastructure works.

At the same time, the district launched the emulation movement "All people join hands to build new rural areas". Develop and promulgate criteria for building new rural families and new rural hamlets. Implement registration for building new rural families, the movement of self-donating land, supporting working days, money, materials for building roads, drainage ditches, and environmental sanitation. From 19 criteria for new rural communes and towns of the Central Government, Hai Hau district has concretized them into 12 criteria for building new rural hamlets (residential groups), 8 criteria for new rural families suitable to local conditions and circumstances.
For Hai Trung commune, a purely agricultural commune, implementing the construction of new rural areas, the Hai Trung commune Party Committee has issued specialized resolutions on "Land consolidation", "Building new rural areas", "Improving the quality of education in schools", "Ensuring environmental sanitation associated with building new rural areas"... The commune Party Committee has focused on leading and directing the development and expansion of occupations, especially traditional occupations, contributing to creating jobs, increasing income for families and society, and strongly shifting the economic structure. The commune has planned 8 concentrated production areas, consolidating 18 hectares of public land to plan the expansion of roads; people's lives have been constantly improved; 100% of households in the commune have electricity, audio-visual equipment and clean water for use; 100% of hamlets have spacious cultural houses; over 80% of households have achieved the title of cultural family...

Up to now, Hai Trung has basically met the criteria of a new-style rural commune, most of the hamlets have met the criteria of a new-style rural hamlet. Hai Trung Party Committee has seriously implemented Resolution 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present" and the resolutions and conclusions of the Central Committee, with the motto "Speak and act according to the resolution, awareness goes hand in hand with action", promoting the pioneering and exemplary role of cadres and party members in carrying out the political tasks of the locality.

Over the past 12 years, for the cadres, party members and people of Hai Trung commune, along with Ho Chi Minh's ideology, the guiding statements of General Secretary Nguyen Phu Trong during his visit and working session in the locality are the "root foundation" for building a clean and strong Party and political system; fundamental solutions in building the new rural areas; especially the General Secretary's guiding opinions on the proactiveness and creativity of the Party committees and grassroots authorities in implementing the new rural criteria according to the motto "Party members are the locomotives, the people are the subjects in building the new rural areas".
Comrade Tran Dinh Sy, former Secretary of the Hai Trung Commune Party Committee (the representative of the Party Committee and the commune government who reported to the General Secretary on the local socio-economic development situation at that time) emotionally recounted: In the warm atmosphere of the meeting, General Secretary Nguyen Phu Trong heard many sincere and frank opinions from the grassroots on issues that the General Secretary was interested in and wanted to learn about.

Speaking at the meeting, General Secretary Nguyen Phu Trong highly appreciated the initial results that Hai Trung commune in particular, Hai Hau district and Nam Dinh province in general have achieved in the process of building new rural areas, especially the initiative and creativity of the Party Committee and local authorities in applying the Central criteria to local realities. The General Secretary shared that in recent years, many of the Party's guidelines and policies have been correct and in line with the people's wishes, such as developing the agricultural and rural economy, especially the movement to build new rural areas. But why can some places do it, some places cannot, some places can do a lot, some places can do little? Why has Nam Dinh, especially the localities of Hai Hau, achieved results in implementing new rural construction, developing rapidly and sustainably in the socio-economic fields, and improving people's lives day by day?
General Secretary Nguyen Phu Trong stated: Regarding Hai Trung commune, although it is not a model commune for building new rural areas in the province, the local way of doing things has many points that need to be studied and referred to in the process of building and perfecting the new rural model. The important thing is that in implementing the policy of building new rural areas, the Hai Trung Party Committee has quickly grasped the spirit and guiding ideology of building new rural areas to creatively apply and deploy them into real life, concretizing them to each hamlet, community, and household. General Secretary Nguyen Phu Trong was pleased to know that Hai Trung commune has 600 party members, and has been a clean and strong party committee for many consecutive years, thereby affirming the Party's leadership role of decisive significance in successfully implementing socio-economic, national defense and security tasks, and building new rural areas.

From the creative and specific approach of Hai Trung commune, General Secretary Nguyen Phu Trong congratulated and commended the achievements in the construction of new rural areas in Nam Dinh, especially the good implementation of land consolidation, plot exchange, construction and replication of large-scale field models. The General Secretary pointed out that the creative approach that needs to be studied and replicated in building new rural areas in Hai Hau and Nam Dinh province is: “Taking hamlets, residential clusters, and households as the core and backbone to build new rural areas. Therein, there is a clear division of responsibilities at each level: communes are responsible for investing in construction, upgrading and expanding commune and inter-commune roads, intra-field roads, schools, health stations and other welfare works. Hamlets are responsible for mobilizing people's contributions to build hamlet roads and drainage systems in residential areas. Residential clusters are responsible for building roads in residential areas. Households are responsible for improving sanitation facilities, clean water, housing areas, yards, alleys, ponds and gardens, and having an additional job”.
Regarding the work of Party building and rectification, General Secretary Nguyen Phu Trong affirmed: Party building and rectification is a regular and long-term task. The implementation of the Resolution of the 4th Central Committee in the past time is only the first step. Self-criticism and criticism must be done persistently. After the review, corrections must be made. Only then can we gain the people's trust. Each cadre and party member must be an exemplary pioneer, speaking and acting according to the resolution. Words must go hand in hand with actions. If we want the Party to be strong, each party member and party organization must also be strong. The Central Committee will resolutely direct the implementation of the Resolution of the 4th Central Committee nationwide in a serious manner, strengthen inspection and supervision, and strictly handle cadres and party members who commit violations.

On the same afternoon (November 11), General Secretary Nguyen Phu Trong attended the National Great Unity Day to celebrate the 82nd anniversary of the founding of the Vietnam National United Front (November 18, 1930 - November 18, 2012) at the residential area of hamlet 4, Hai Bac commune.
In the joyful and exciting atmosphere of the National Great Unity Day, residents of Hamlet 4 performed songs and dances, expressing their love for their homeland and country, praising the Party and beloved Uncle Ho, and together reviewing the tradition of the 82nd anniversary of the founding of the Vietnam National United Front.

The General Secretary's report at the Festival said: Hamlet 4 has 342 households, over 1,180 people, and a Party cell with 52 Party members. Under the leadership of Party committees at all levels, the government, directly the Party cell, the Residential Area Front Working Committee, for many years the people of Hamlet 4 have always been united, fully, creatively, and effectively implementing the Party's policies, campaigns, and patriotic emulation movements launched by the Front and mass organizations. In particular, the people in the hamlet have always maintained and implemented a good cultural lifestyle; the hamlet has no drug addicts or other social evils. All conflicts among the people have been promptly resolved, and for a long time there have been no complaints in the hamlet, causing disorder and insecurity, or violations of the law being handled.
After 2 years of implementing the movement to build a new rural area, Hamlet 4 has completed many specific works, including the hamlet cultural house built in the style of an ancient Vietnamese communal house, spacious and majestic, with a construction cost of more than 4 billion VND, mainly contributed by the people in the hamlet and children living far from home. On this occasion, the Front Committee of Hamlet 4 called for and organized the signing of a commitment for the whole hamlet to compete to overcome limitations, determined to soon complete the goal of building a new rural area...

Talking intimately with the cadres and people of Hamlet 4, General Secretary Nguyen Phu Trong expressed his joy to visit the heroic Hai Hau district again; acknowledged and commended the results in economic development, building a cultural lifestyle, and building the political system of Hai Hau district in general and Hamlet 4 in particular.
The General Secretary said that if every place can do and achieve results like Hamlet 4 and Hai Hau District, the goal of building a new rural area will soon be completed. Reiterating President Ho Chi Minh's saying " Unity, unity, great unity. Success, success, great success ", General Secretary Nguyen Phu Trong emphasized the need to maintain unity within the Party, unity among the people and international unity. This is even more important when the situation in the country and the world is very complicated, and forces are looking for every way to sabotage and divide the great national unity bloc.
