Implementing Plan 10/KH-UBND, dated January 15, 2025 of the Provincial People's Committee on legal dissemination and education, grassroots mediation and building communes that meet legal access standards in 2025, from the beginning of the year, the Department of Justice has developed a plan for legal dissemination and education through activities such as: organizing conferences to disseminate new legal documents passed by the National Assembly for leaders of departments, branches, sectors, unions and People's Committees of districts and cities; Organizing legal knowledge training courses for civil servants of Justice - Civil status, legal propagandists, grassroots mediators, focusing on new legal contents directly related to economy, culture, society, life, employment, etc.; Continuing to enhance people's capacity to access the law, grassroots mediation and building communes that meet legal access standards for each specific sector and field; Coordinate with press agencies to disseminate new legal documents; Carry out the circulation of legal books between legal bookcases of communes, wards, towns and cultural houses of villages, hamlets, residential groups... in which the propaganda content is focused, key, closely following the political , economic, cultural and social tasks of the province and locality associated with the construction, enforcement and protection of the law, issues of public opinion of interest or needing orientation... In the first 6 months of 2025, 100% of departments, branches, sectors and district-level People's Committees have issued and effectively implemented programs and projects on legal dissemination of the sector and assigned fields in accordance with the actual situation of the agency, unit and locality. Accordingly, legal dissemination activities are proactively implemented with many new and creative models and methods through models such as: applying information technology, propaganda on social networking sites; Organize competitions organized by the Ministry of Justice to help people access legal information quickly and conveniently. Provincial departments, branches, sectors, organizations and People's Committees of districts and cities have organized more than 1,700 conferences, seminars, and talks for more than 92,900 people; organized legal knowledge competitions attracting more than 3,000 participants; compiled and published more than 49,800 legal information and propaganda documents of all kinds, including news, articles, broadcast on grassroots loudspeaker systems, mobile information vehicles, mass media, the internet, leaflets, brochures, and legal Q&A.
The Department of Justice has also compiled and published 1,500 Justice Newsletters No. 1 in 2025, 100 brochures introducing the Law on Notarization, and 100 brochures introducing the Law on Property Auction; Post on the Department's website documents on questions and answers on the Law on Promulgation of Legal Documents, the Law on Organization of Local Government 2025... Organize and coordinate the organization of 7 direct and online conferences for more than 500 cadres, civil servants and public employees on the dissemination and implementation of laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly, and solicit opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. In addition, the Department of Justice actively coordinates to continue promoting propaganda work, such as coordinating with departments, branches, sectors, and Justice Departments of districts and cities to promote the application of information technology in propaganda work, PBGDPL to help cadres and people raise awareness of compliance and learn about legal documents on the unit's information portal (page)... Coordinate with mass media agencies in the province to provide information, propagate and disseminate The Party's guidelines and policies, the State's policies and laws to all classes of people, regularly innovating propaganda forms with rich and diverse content through maintaining the columns: "Q&A, learning about the law", "New policies" broadcast daily, "Talking with radio listeners" 4 issues/month, maintaining the columns: "Traffic safety", "For TV viewers", "For security and order", "For sovereignty and security of seas and islands"...
In districts and cities, the Department of Justice periodically organizes conferences on judicial work; organizes training courses, learns about legal knowledge on land recovery, compensation, and resettlement support when the State recovers land; learns about the law on Vietnamese nationality, questions and answers about notarization law, property auction, law on road and railway traffic safety; legal situations on handling administrative violations in the fields of security, order, social safety, prevention and control of social evils and law on management and use of fireworks; learns about legal contents on citizen identification, inspection, bidding, housing... Truc Ninh district is one of the localities with many effective ways to propagate and disseminate legal knowledge. Every year, the district Department of Justice, in addition to advising the district's Coordination Council for Legal Education and Dissemination to issue documents guiding the implementation of propaganda work on new legal documents on road traffic order and safety; revised property auctions; management and use of weapons, explosives and supporting tools; organization of the People's Court; management and protection of defense works and military zones... In the first 6 months of 2025, agencies, units and localities in the district organized 45 direct and integrated legal dissemination meetings on topics and topics, attracting more than 4,100 participants; of which, the commune level organized 40 legal dissemination meetings with nearly 3,000 participants; the district level organized 5 legal dissemination meetings with more than 1,100 participants and distributed over 2,000 legal dissemination documents. In addition, the district Justice Department also coordinated with associations and organizations to organize legal dissemination on topics and topics suitable to the actual needs of the people. In particular, coordinating with the district Youth Union to organize legal dissemination for more than 1,000 union members and youths in quarterly and annual review and summary conferences; build a model to warn about social evils, tricks to attract and entice young people to participate in criminal acts; coordinate with union members in the police force and schools to effectively maintain the models of "Self-managed youth route for security and order", "Residential area without young people with social evils", "Traffic safety school gate"...; maintain the activities of volunteer youth teams in schools to propagate the Road Traffic Law; coordinate with the district's legal propaganda team to organize legal consulting activities for 100% of union members and young people in schools and organize legal aid for disadvantaged young people... In addition, in all communes, towns and schools, maintain and develop the model of "Legal Bookcase" with hundreds of books, newspapers and magazines on Land Law, Law on Marriage and Family, Law on Order and Road Traffic Safety; social evils; complaints and denunciations; environmental protection and documents and regulations directly related to production, business, rights and legitimate interests of people and businesses...
Synchronously implementing solutions for propaganda and legal dissemination, the awareness of law observance of all classes of people is increasingly raised. In the coming time, the Department of Justice will continue to closely follow the instructions and plans for propaganda and legal dissemination of the ministries, branches of the Central Government and the direction of the province, continue to coordinate with departments, branches, unions and district-level Justice to focus on innovating the content and form of legal dissemination associated with the work of building, implementing and protecting the law. At the same time, improve the effectiveness of coordination and integration of legal dissemination activities among members of the Coordination Council for Legal Dissemination. Continue to encourage all levels and branches to organize and mobilize people to participate in legal knowledge competitions to create a widespread influence among all classes of people.
