In mid-June, Ms. Tran Thi Huong, a civil servant in the land and construction sector of Yen Duc ward, took on two roles at the same time: working at Yen Duc ward and participating in a pilot model at the new Hoang Que ward Public Service Center. Every day, she tested processing 5-10 files in many fields on the electronic system, with all the steps from receiving to appraising and returning results. “Although there are many new tasks, thanks to thorough training in advance, we are not too surprised. During this pilot phase, if there are any difficulties or problems, they will be summarized and reported to superiors for timely resolution. Thereby, helping the process of handling administrative procedures to have no delays, ensuring smoothness in serving people and businesses,” Ms. Huong shared.
The Hoang Que Ward Public Administration Center - where Ms. Huong is working - is located in the hall of the old Hong Thai Tay Commune People's Committee, with an area of 150m². This center will serve to resolve all administrative procedures for people of the four merged units: Hoang Que, Yen Duc, Hong Thai Tay and Hong Thai Dong. Up to now, this place has been fully equipped with facilities, signs, information technology equipment, and has 5 officers in charge of the fields who have been working and conducting test runs of all types of records on the system. All necessary conditions are ready for the Center to operate effectively, promptly and smoothly when put into official operation.
According to Mr. Le Ngoc Thang, Deputy Director of the City Public Service Center Branch, from July 1, 2025, Dong Trieu will officially put into operation 5 public service centers in 5 new wards: Hoang Que, Dong Trieu, Mao Khe, An Sinh and Binh Khe. Before the official operation, from mid-June, Dong Trieu has deployed a trial run of the new public service center system in localities. The headquarters are all reasonably rearranged, such as: Hoang Que point is located at the hall of the People's Committee of the old Hong Thai Tay commune with an area of 150m²; An Sinh point receives equipment from 3 merged communes, or Dong Trieu point uses the original facilities of the City Public Service Center Branch with a floor area of nearly 1,000m².
Along with that, there is a review and full addition of equipment: computers, printers, scanners, photocopiers, automatic numbering devices... to information technology infrastructure. In particular, the staff at the new locations are all trained in the process of handling administrative procedures according to the two-level government model, and are simultaneously tested on two software (3 levels and 2 levels) to ensure no interruption of administrative services. To effectively coordinate personnel, Dong Trieu has also assigned tasks according to capacity and actual requirements. Each ward-level administrative center is expected to have at least 10 staff, divided into specialized positions from guidance, reception, appraisal, return of results to technical and administrative support.
During the "transitional" period until June 30, the One-Stop-Shop Departments at the commune/ward level and the City's Public Service Branches will continue to receive and process administrative procedures according to the 3-level model on the current provincial administrative information system. For incomplete records, the City People's Committee will direct the creation of a detailed list and hand them over to the new ward Public Service Branches for further processing, without backlog or loss. Data from June 2025 shows that the entire city has processed more than 18,000 administrative procedure records, with no cases of overdue processing. The One-Stop-Shop Department at the commune level received and processed more than 2,300 records, with the rate of early and on-time processing reaching 100%. These figures demonstrate the determination and initial effectiveness of the new Public Service System in the transitional period.
The process of merging and reorganizing the administrative apparatus in Dong Trieu is on the right track with the spirit of “taking people and businesses as the center of service”. Efforts from preparing facilities, human resources, training skills to modernizing processes are creating a solid foundation for Dong Trieu to effectively operate a 2-level urban government model - modern, transparent and professional.
