General Secretary To Lam - Head of the Central Steering Committee on science , technology development, innovation and digital transformation, attended and delivered a speech at the Conference.

There were about 10,000 delegates participating online at the connecting points, including 33 connecting points of the National Assembly Delegation, People's Council in provinces and cities (Hanoi City attended directly), 14 connecting points of the State Audit in the regions; more than 3,000 connecting points at the headquarters of commune-level administrative units.
Raising awareness to action on digital transformation
In his opening speech, National Assembly Chairman Tran Thanh Man stated: Organizing the Conference is an activity demonstrating the National Assembly's determination in digital transformation in public service performance; implementing the specific direction of General Secretary To Lam: It is necessary to implement methodically, have a set of documents, organize training and evaluation so that each person clearly sees their responsibilities and needs, and serves the work more effectively.
The conference aims to equip all National Assembly deputies, officials, civil servants and public employees with knowledge, skills and awareness of digital transformation; proactively apply technology in daily work; especially in law-making, supervision activities and decision-making on important issues.

According to the National Assembly Chairman, since the beginning of the 14th National Assembly's term, there has been an information technology infrastructure, applying "Electronic National Assembly 1.0", providing National Assembly deputies with modern tools on tablets, initiating "paperless" National Assembly sessions, contributing to improving efficiency and professionalism in parliamentary activities.
On November 15, 2024, the National Assembly's Steering Committee for Digital Transformation was established, headed by a Vice Chairman of the National Assembly. On May 13, 2025, the National Assembly Standing Committee issued Resolution No. 1637 approving the National Assembly's Digital Transformation Project for the 2025-2030 period, creating a foundation for implementing digital transformation in a systematic, comprehensive, scientific, effective and transparent manner.
The National Assembly Chairman emphasized that, inheriting the previous term's progress in building an electronic National Assembly, the National Assembly has upgraded and deployed the "National Assembly 2.0" application with remarkable improvements and many new utilities.
The National Assembly Chairman said that the Standing Committee of the Science, Technology and Environment has chaired and coordinated with relevant agencies and experts to develop a set of documents on digital knowledge and skills framework. The content is elaborate, carefully assessed, fully complying with State regulations, serving the training and education work, ensuring the right people, the right needs, and appropriateness for the job position.
Emphasizing that the application of new science and technology will certainly encounter difficulties and obstacles, and that we cannot be satisfied with existing products, but must constantly listen, continue to update, edit, supplement, and upgrade, the National Assembly Chairman hopes that delegates will share experiences and contribute ideas so that the movement can be implemented effectively and substantially in the coming time.
“We are determined to implement the important direction of the General Secretary: Developing science and technology, innovation and digital transformation is the key driving force, the “golden key” to help the country develop rapidly, overcome challenges and realize the aspiration of becoming strong,” the National Assembly Chairman affirmed.
Speaking at the Conference, General Secretary To Lam stated that in order to successfully implement the requirement of quickly popularizing basic knowledge of digital transformation for all people, learning from Uncle Ho's encouragement for all people to study, to study for life. To eradicate ignorance, all people have participated in "Popular Education" to eliminate illiteracy. Ignorance has been eradicated, to keep up with the times, all people need to actively participate in the "Popular Digital Education" movement. Today, "Popular Digital Education - Digital National Assembly" is launched with the aspiration to popularize digital knowledge to all delegates and officials in the National Assembly system, continuing the tradition of studiousness and openness of our nation in the new era.
On behalf of the Party and State leaders, the General Secretary warmly commended the Party Committee and the National Assembly leaders for directing the implementation of the movement "Digital Education for the People - Digital National Assembly" in a methodical, scientific, effective manner and close to the practical needs of each unit.
The National Assembly Party Committee has issued a Plan to implement Resolution 57, aiming to raise awareness of digital transformation for all National Assembly deputies, cadres, party members, civil servants and public employees; forming digital thinking and a culture of applying technology in work; accompanying voters in accessing digital knowledge. The National Assembly also focuses on popularizing essential digital skills, effectively exploiting digital platforms, digital technology and artificial intelligence, towards forming a "digital National Assembly" in the future.

Developing the movement "Digital Literacy - Digital National Assembly" extensively and substantially
The General Secretary requested that Party committees, authorities, and organizations from the central to local levels study and learn this model. Improving digital knowledge for officials, civil servants, and people must be an important task, closely linked to administrative reform and socio-economic development. The "Digital Literacy for All" movement must become a revolutionary, all-people, comprehensive, inclusive, and far-reaching movement. Each Party member, official, and civil servant must be a pioneer and exemplary participant in learning digital skills and transforming working methods to suit the digital age.
The General Secretary noted that the National Assembly should not be satisfied with the initial results, but should continue to develop the movement "Digital Education for the People - Digital National Assembly" in a deep and substantial way. This movement is not only a short-term movement in 2025-2026, but also a foundation for lifelong learning for the National Assembly staff. Digital transformation is a continuous process, technology is always innovating.
Each National Assembly delegate and official needs to foster a spirit of self-learning, proactively update new knowledge, and consider practicing digital skills a daily personal requirement. The National Assembly Party Committee continues to closely direct so that the digital learning movement truly becomes a habit, a beautiful cultural feature of the National Assembly's workplace, building digital thinking and digital culture.
In the coming time, the General Secretary suggested that the National Assembly Party Committee and relevant agencies quickly and officially issue the Framework of digital knowledge and skills, textbooks and lectures after this conference; deploy training for "the right people, the right needs" to avoid formalities and widespread, ineffective training; promote the construction and completion of a comprehensive digital knowledge platform, develop electronic textbooks, online lectures, learning applications on mobile devices, integrate with existing online learning platforms, and at the same time connect and make the most of the national "Digital Education for All" platform... so that students can conveniently study anytime, anywhere; popularize and deploy the "Digital Education for All - Digital National Assembly" movement to the People's Councils at the provincial and communal levels.
The General Secretary requested to coordinate with the National Data Center to integrate learning outcomes and digital skills certification of National Assembly officials onto the VNeID electronic identification platform for unified management, recognition of learning achievements and consider the completion of the "Digital Popular Education" program as a criterion to assess the level of task completion of officials and party members, in conjunction with annual emulation and reward work. Complete the goal of universalizing 100% of basic digital knowledge and skills for all National Assembly delegates, officials and civil servants by 2026.
This is a high goal, but it is completely feasible if we have a suitable roadmap and close direction; we propose that the National Assembly Party Committee coordinate with the Central Propaganda and Education Commission, the Ministry of Science and Technology, the Ministry of Education and Training and localities to organize peak campaigns of propaganda and training in digital skills towards important milestones (the 14th National Party Congress, 80 years of the Vietnamese National Assembly). If 100% of National Assembly delegates and officials become "exemplary digital citizens" who know how to skillfully apply technology, the results of the National Assembly's activities will be "exponential".
To develop digital literacy, apply science and technology to the activities of the country, the entire political system, agencies and localities, the General Secretary requested to focus on directing six key areas: Legally, transforming activities from paper-based thinking to digital transformation is a new transformation. Therefore, the legal system and laws must also transform; at the same time, there must be good digital infrastructure and information technology; data must be correct, sufficient, clean, and alive; security must be safe; in terms of people, there must be understanding, knowledge, training, and professional force; there must be investment budget.
In that spirit, the General Secretary called for continued enthusiastic response, setting good examples in lifelong learning and innovation, turning “Digital Literacy for All” into a widespread revolutionary movement of the entire Party, people and political system. With solidarity and determination, the goal of building a digital Vietnam, a strong and developed country will certainly be achieved.
