General Secretary To Lam chaired the Standing Meeting of the Sub-Committees preparing for the 14th National Party Congress.

On February 27, at the Party Central Headquarters, General Secretary To Lam chaired a meeting of the Standing Committees of the Subcommittees preparing for the 14th Party Congress and the Steering Committee for summarizing 40 years of reform, giving opinions on major policies to be added to the draft documents to be submitted to the 14th National Congress of the Party.

Following the directives of General Secretary To Lam, since the 10th Central Committee Conference, a number of policies of the Central Committee, the Politburo , the Secretariat, and key leaders have been reviewed, compiled, and considered for inclusion and updating in the draft documents submitted by the Standing Committees of the Subcommittees. 14th Congress of the Party; including content on the economic growth target for the period 2026-2030 aiming for double digits, on continuing to review, adjust, supplement and perfect the functions and tasks, streamline the organizational structure within agencies, units and organizations, and some other important contents on national defense, security, foreign affairs, on building and perfecting the socialist rule of law state, perfecting the legal system, on the work of preventing and combating corruption, waste and negative phenomena…

Concluding the meeting, General Secretary To Lam commended the responsible work ethic and efforts of the subcommittees in completing a large volume of work in a short period of time.

The General Secretary basically agreed with the proposals of the Standing Committees of the Subcommittees and the Steering Committee for the Review of 40 Years of Renovation, and requested that the opinions expressed at the meeting be further incorporated to revise, update, and supplement the draft reports in a concise manner. These reports should provide a general assessment of strategic issues, highlighting the will, determination, and aspiration for breakthrough development of the entire Party, people, and army to realize the goals of 2030 (the 100th anniversary of the founding of the Party), when Vietnam will be a developing country with modern industry and a high middle income, and 2045 (the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam), when Vietnam will become a developed country with a high income.

The General Secretary requested that the reports be presented in an action-oriented manner, based on practical evidence, so that cadres, Party members, and all segments of the population have confidence in the goals that have been set.

The spirit is that as soon as it is approved, the entire political system will implement it immediately. It is necessary to update, supplement, and deepen the assessments of the results achieved, the causes, and the lessons learned after 40 years of reform and during the 13th Party Congress term, with the spirit of facing the truth squarely to clearly see the existing shortcomings, limitations, bottlenecks, and prominent obstacles in various fields. A truly objective assessment is needed to clearly define our current position and level of development, in order to find the right solutions.

Without sugarcoating achievements, we should also avoid pessimism, focusing only on shortcomings and limitations without properly assessing the achievements and results that the entire Party, people, and army have strived to attain. At the same time, we must continue to update our strategic assessments, analyses, and forecasts regarding the international context and global development trends, especially new issues that could directly impact our country both in the short and long term, so that the Party and State can develop appropriate strategies and policies…

The General Secretary emphasized that throughout the documents, the crucial role of this work must be stressed. Building the Party and affirming the steadfast commitment to the reform line is crucial, while also recognizing that the Party is shouldering a historical responsibility, leading the country steadily into a new era for the nation.

Facing numerous difficulties and challenges, the Party must constantly enhance its resolve, intellect, innovative capacity, and leadership ability, gradually improving itself to fulfill its historical mission.

Emphasizing that time is running out, the General Secretary requested that the Standing Committees of the Subcommittees direct the editorial teams to dedicate adequate time and focus their efforts and intellect to completing the work with the highest quality and on schedule.
