General Secretary To Lam attends the closing ceremony of the 12th Military Party Congress

On the morning of October 2, in Hanoi, the 12th National Congress of the Party Committee of the Army for the 2025-2030 term completed all the contents and agenda, and held its closing session. General Secretary To Lam, Secretary of the Central Military Commission, attended and delivered a speech.

Also attending were comrades: President Luong Cuong, Politburo member, Standing member of the Central Military Commission; General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Trinh Van Quyet, Secretary of the Party Central Committee, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; comrades of the Party Central Committee, leaders of the Party Central Committee Office, Office of the General Secretary, Office of the President, central departments, ministries, branches and agencies.

After four days of urgent work, the 12th Congress of the Party Committee of the Army, term 2025-2030, completed all the contents and programs set out; approved the Political Report and the Review Report of the Central Military Commission, term XI, term 2020-2025; discussed the documents of the Central Military Commission; discussed and contributed opinions to the draft documents of the Central Committee; elected 48 comrades (including 45 official delegates, 3 alternate delegates) and 16 ex-officio delegates currently working in the army to attend the 14th National Congress of the Party.

The Congress highly agreed with the documents of the Central Military Commission submitted to the Congress, focusing on the directions, goals, breakthroughs, tasks, and main solutions to lead the implementation of military and defense tasks, and build a "clean, strong, comprehensive leadership capacity, and high combat strength" Army Party organization in the 2025-2030 term.

The Congress highly agreed with the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party. The documents were elaborately constructed, absorbing reasonable contributions, crystallizing the wisdom, will and aspirations of the entire Party, people and army; the structure was tight and scientific, the content was strategic and highly general, with theoretical and practical bases suitable to the international and domestic situation.

The Congress passed the Resolution of the 12th Party Congress of the Army, term 2025-2030; identified 9 main goals, 3 breakthroughs, 10 tasks and solutions for leadership in implementing military and defense tasks and 7 tasks and solutions for building the Army Party Committee, term 2025-2030.

Accordingly, the Congress Resolution determined the goal of building a "revolutionary, disciplined, elite, and modern" army one term earlier than the Resolution of the 11th Party Congress of the Army.

In his closing speech, General Secretary To Lam affirmed that the 12th Congress of the Military Party Committee, term 2025-2030, was a great success. The Congress worked urgently and seriously in the spirit of solidarity, democracy, discipline, steadfastness, breakthrough development, demonstrating high responsibility to the Party and people of the whole country.

The Congress opened a new chapter in the cause of building the army and consolidating national defense in a modern direction so that our army can develop more and more firmly, always be the political force, the absolute, loyal and trustworthy fighting force of the Party, the State and the people, and be the solid foundation of the all-people national defense and the cause of protecting the Fatherland.

The General Secretary stated that the Congress focused on lively and frank discussions, and contributed many opinions to the draft documents of the Central Military Commission to the Congress, thereby affirming that over the past years, under the absolute and direct leadership in all aspects of the Party, the centralized and unified management and administration of the State, the Party Committee of the Army has led the entire army to achieve many outstanding achievements in many fields, including breakthrough development fields, especially development in science, technology and defense industry.

The success of researching and manufacturing many new types of weapons and equipment meets the requirements of building a modern army and ensuring that the people's armed forces complete special military tasks. The tradition of solidarity, exemplary conduct, and unity in thought and action create a solid foundation for the army.

The Congress also provided many valuable opinions and contributed to the documents of the Central Committee submitted to the 14th National Party Congress, supplementing and clarifying both theoretically and practically many important issues. This is a demonstration of the delegates' high political responsibility towards the country's important political event, marking the beginning of an era of prosperous development for the nation.

The General Secretary emphasized that the success of the congress was the result of the meticulous and serious preparation process of the Central Military Commission and its functional agencies, the Ministry of National Defense; the contributions of efforts and intelligence of all levels, sectors and all cadres, party members and people in the entire army; and the monitoring and precious affection of the people of the whole country.

During the preparation process for the congress, the Politburo and Secretariat paid special attention, provided direct leadership and direction; central agencies provided timely guidance, monitoring and assistance.

The success of the Congress demonstrates the high unity of will and belief of the Party Committee of the Army and the entire army; it is a strong driving force encouraging cadres, soldiers, professional soldiers, workers, defense officials, laborers of the entire army and militia and self-defense forces of the whole country to strive to rise up, overcome all difficulties and challenges, unite, be of one mind, one heart, and one effort to build the army to progress rapidly, strongly, and steadily on the journey of modernization.

The General Secretary requested Party committees and commanders at all levels to focus on leading, directing, and organizing well the dissemination and propaganda of the results of the congress in the Party Committee of the Army and the entire army; conduct research, study, and thoroughly grasp the resolutions and documents of the congress; promptly complete and promulgate programs and action plans at each level, and implement them methodically, immediately bringing the resolutions to units and to every officer and soldier in the entire army, making the resolutions truly vital, ensuring that the policies and decisions of the congress are quickly realized with the best, most vivid, and most effective results.
