The announcement ceremony was broadcast live from the Ho Chi Minh City Academy of Cadres on Ho Chi Minh City Television, with retransmission to localities in Binh Duong and Ba Ria - Vung Tau provinces, connecting online to 168 communes, wards, and special zones.

The new Ho Chi Minh City was formed by merging the entire natural area and population of Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong.
After reorganization, Ho Chi Minh City has a natural area of over 6,722 km² and a population of over 14 million people.

In the days leading up to the transition to a two-tiered local government model, merging Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau, all three localities coordinated the trial operation of the new model in 168 wards, communes, and special zones.
Ho Chi Minh City has approved a plan to transport officials from areas far from the administrative center; and directed wards, communes, and special zones to urgently establish Public Administrative Service Centers…

During the program, Comrade Nguyen Quang Duong, Member of the Central Committee of the Party and Deputy Head of the Central Organization Department, on behalf of the Central Working Group, announced the resolutions and decisions of the Central Committee regarding the merger of provincial-level administrative units, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and the Vietnam Fatherland Front Committee of Ho Chi Minh City.


In addition, the resolutions and decisions of the province and city regarding the rearrangement and merger of commune-level administrative units, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the commune level will be announced.
At 8:00 AM this morning, June 30th, all localities nationwide will hold ceremonies to announce the Resolutions and Decisions of the Central and local governments regarding the merger of administrative units, the establishment of Party organizations, and the appointment of personnel for provinces, cities, communes, wards, and special zones, to officially begin operations from July 1st.
The Politburo and the Secretariat have assigned members of the Politburo and the Secretariat to attend the announcement ceremonies in various localities. Provincial and city Party committees have assigned members of the Standing Committee and members of the Executive Committee of the provincial/city Party committee to attend and direct the ceremony of handing over the Resolutions and Decisions of the Central Committee and the province/city to the communes, wards, and special zones under their jurisdiction, similar to the ceremony of announcing the Resolutions and Decisions of the Central Committee to the province/city, and to complete this by June 30th.
This is a momentous political event of historical significance for the country, paving the way for the two-tiered local government system, including organizations, agencies, and units at the provincial, commune, ward, and special zone levels, to begin operations from July 1st.
