On the morning of November 9, giving his opinion on the draft Law on Teachers in the group, General Secretary To Lam said that with the Party's general orientation on the position and role ofeducation and training, the draft law needs to thoroughly grasp that strategy and position, especially regarding teachers.

However, he commented that reading through the draft, he saw that it only "regulated things that have not been regulated" and did not demonstrate the importance of the education sector, in which the main subject is teachers.

Without teachers, how can students go to school?

According to the General Secretary, when it comes to teachers, there must be students, so the bill must address the teacher-student relationship.

"We certainly don't have any laws about students, but when it comes to teachers, there must be students, and the law must properly resolve the very important teacher-student relationship," the General Secretary added.

He cited the need to address the policy of universal education. That is, the State has a policy that children of school age must go to school. Thus, it cannot be said that there is a shortage of teachers.

"Without teachers, how will the children go to school?

We must solve the cause of the teacher shortage, and we must determine that if there are students and teachers, there must be schools. We cannot have no schools just because of planning and management.

This is a very topical issue and policies must be comprehensive," the General Secretary added.

The General Secretary said that it is now very easy to grasp the number of students attending school each year in each locality thanks to the national population database. We must base on that to have a plan for arranging teachers.

Must identify the teacher as a scientist

The next major point, the General Secretary said, is that a teacher must be defined as a scientist, with very deep expertise. Therefore, the relationship between teachers and scientists needs to be reflected in the draft law.

Another major issue mentioned by the General Secretary is in the context of national integration, how education and training integrate, how teachers integrate.

According to him, to gradually make English a second language, there must be policies as well as requirements and demands for development. Along with that, teachers' English must be good enough to popularize English with students.

"Do foreign teachers have to comply with the provisions of the Law on Teachers? Does the law mention anything about this?", the General Secretary asked.

Regarding lifelong learning, according to General Secretary To Lam, if the law is rigidly regulated, it will be very difficult and will not demonstrate the spirit of lifelong learning, including proposals on the retirement age of teachers.

"It will be very difficult for teachers who are not allowed to teach after retirement, while our policy is lifelong learning. The older the teacher, the more prestigious he is. If we have inappropriate regulations, we will not be able to mobilize resources," the General Secretary pointed out.

Believing that there should be mechanisms and policies to mobilize social resources for the education sector and teaching work, the General Secretary said that in special educational environments, this policy is even more needed.

Referring to remote areas with many difficulties in educational facilities, the General Secretary cited the fact that students have to go to school dozens of kilometers away from home, some places do not have boarding facilities for students, and teachers are not guaranteed official housing.

"A teacher goes to a school in a mountainous, remote area where there are no young people, only police and border guards. So what will her entire youth be like?", the General Secretary asked, requesting that the bill be reviewed and comprehensive in terms of policies to fully reflect the situation.

The General Secretary also said that mountainous areas must be considered a special educational environment because there are still many difficulties. There, teachers must teach, call students to school, and support students. Teachers in this area make many sacrifices.

According to the General Secretary, the educational environment in prisons needs to be considered.

The General Secretary stated that the Law on Teachers, when promulgated, must create excitement and honor for teachers, and create favorable conditions for teachers in their teaching work. Laws should not be promulgated to make teachers find it more difficult in the educational environment.
