Ho Chi Minh City: How are public service units expected to be arranged?

(NLDO)- In the submission to the HCM City People's Committee, there is a direction to rearrange the City Television Station, the City People's Radio Station, and a number of newspapers and magazines.

The Ho Chi Minh City Department of Home Affairs has just submitted a document on the arrangement of administrative apparatus, specialized agencies, and public service units under the City People's Committee, Thu Duc City People's Committee, and districts to the Ho Chi Minh City People's Committee.

Based on the Central's orientation, the policy of the Standing Committee of the City Party Committee and the characteristics of Ho Chi Minh City in the current development stage, the Department of Home Affairs builds a plan to reorganize the administrative apparatus, specialized agencies, public service units under the Ho Chi Minh City People's Committee, Thu Duc City People's Committee, districts and towns.

Public service units reduced from 35 to 32

According to the report of the Department of Home Affairs, public service units under the People's Committee of Ho Chi Minh City are arranged from 35 to 32 units.

The 35 units previously arranged include: Thu Thiem Urban Development Area Management Board, Northwest Urban Development Area Management Board, Urban Infrastructure Construction Investment Project Management Board, Agricultural and Rural Development Construction Investment Project Management Board, Civil and Industrial Construction Investment Project Management Board, Traffic Construction Investment Project Management Board, Urban Railway Management Board, Ethnic Historical - Cultural Park Management Board, Youth Volunteer Force, City Trade and Investment Promotion Center, City Center for the 4th Industrial Revolution, City Digital Transformation Center, City Development Research Institute, Saigon University, Pham Ngoc Thach University of Medicine, City Television Station, City People's Voice Station; 6 newspapers, magazines and 12 colleges.

After the arrangement, there are 32 public service units under its management. Specifically:

- Maintain the arrangement and streamline by reducing 15% of internal organizational units and streamlining the number of employees receiving salaries from the state budget by 20% for the following units: Project Management Board for Investment in Construction of Civil and Industrial Works (including research on establishing a Department to implement PPP projects), Project Management Board for Investment in Construction of Traffic Works (including research on increasing resources and human resources to implement assigned key traffic works and projects), Urban Railway Management Board, Center for Trade and Investment Promotion, Center for the Fourth Industrial Revolution in the city, Center for Digital Transformation, Institute for Development Studies, Saigon University, Pham Ngoc Thach University of Medicine.

- Establish the City Urban Development Area Management Board on the basis of merging the Thu Thiem Urban Development Area Management Board, the Northwest Urban Development Area Management Board and taking over the tasks of the Southern Urban Area Construction Investment Management Board (after the Prime Minister dissolved the Southern Urban Area Construction Investment Management Board).

- Keep the name of the City Urban Infrastructure Construction Investment Project Management Board after merging the Urban Infrastructure Construction Investment Project Management Board and the Rural Development Agricultural Construction Investment Project Management Board.

- Transfer the Management Board of the National Historical and Cultural Park to be directly under the People's Committee of Thu Duc City.

- For the City Television Station, the City People's Voice Station and the units of Law Newspaper, Education Magazine, Tourism Magazine, Saigon Entrepreneur Magazine, Saigon Economic Magazine, and Popular Science Magazine, the arrangement and streamlining shall be carried out according to the roadmap of the Project on arrangement of press agencies.

- For colleges under the People's Committee of Ho Chi Minh City, arrange and streamline according to the roadmap of the College Arrangement Project.

Reduce administrative agencies from 8 to 3

The Ho Chi Minh City People's Committee has 8 other administrative agencies, including: Office of the National Assembly Delegation and the City People's Council, Management Board of Export Processing and Industrial Zones, Management Board of High-Tech Parks, Management Board of High-Tech Agricultural Zones, Committee for Overseas Vietnamese, Standing Office of the Traffic Safety Committee, Business Innovation Committee, and Management Board of Investment and Construction of the Southern Urban Area.

After the arrangement, the People's Committee of Ho Chi Minh City has 3 other administrative agencies, including: Office of the National Assembly Delegation and the City People's Council, the City High-Tech Park Management Board, and the City Export Processing and Industrial Zones Management Board.

In which, the Management Board of the High-Tech Park, the Management Board of the High-Tech Agricultural Park will be merged, and the Agricultural Technical College, the City Biotechnology Center, and the City Aquaculture Center will be received from the Department of Agriculture and Rural Development.

- The Office of the National Assembly Delegation and the City People's Council streamlines internal focal points.

- The City's Export Processing and Industrial Zones Management Board streamlines internal focal points.

- The Standing Office of the Traffic Safety Committee was transferred to the Department of Transport and Public Works.

- The Business Innovation Board was transferred to the Department of Finance.

- The Southern Urban Area Construction Investment Management Board submitted to the Government a proposal to dissolve and transfer its functions and tasks to the Ho Chi Minh City Urban Development Management Board after merging the Thu Thiem Urban Development Area Management Board and the Northwest Urban Development Area Management Board.

- Regarding the Committee for Overseas Vietnamese in the city and the Union of Friendship Organizations of the city, the People's Committee of Ho Chi Minh City proposed to merge the Committee for Overseas Vietnamese in the city and the Union of Friendship Organizations of the city and keep the name as the Committee for Overseas Vietnamese in Ho Chi Minh City.

This plan has the advantage of unifying people's foreign affairs work and work on overseas Vietnamese into one agency, streamlining and reducing the number of agencies.
