On the afternoon of September 25, at a press conference on the socio -economic situation of Ho Chi Minh City, Mr. Do Ngoc Hai - Head of the Department of Construction Maintenance and Operation (Ho Chi Minh City Department of Construction) said that Ho Chi Minh City and Tay Ninh province will study a plan to dredge the Saigon River, exploiting sand resources under the river to make construction materials for the Ring Road 4 project.

According to Mr. Hai, previously, at the meeting on regional cooperation between Ho Chi Minh City and Tay Ninh on September 24, the two localities agreed on the policy of researching dredging and exploiting sand in some areas on the Saigon River.
In the immediate future, the units will coordinate to conduct field surveys to determine reserves and assess the quality of the sand source to see if it can be used before developing a detailed plan.
The Ho Chi Minh City Ring Road 4 project has a total length of 159 km, passing through 5 provinces and cities (before the merger): Ba Ria - Vung Tau (18.23 km), Dong Nai (46.08 km), Ho Chi Minh City (20.5 km), Long An (74.5 km). The section passing through the old Binh Duong province, 47.95 km long, is part of an independent project previously approved by the Provincial People's Council. The Ho Chi Minh City People's Committee plans to start the project in 2026 and complete it in 2029.
Ho Chi Minh City Beltway 4 is planned as an inter-regional expressway, connecting Bien Hoa - Vung Tau, Ho Chi Minh City - Long Thanh - Dau Giay, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, Ho Chi Minh City - Moc Bai, Ho Chi Minh City - Trung Luong... The route helps complete the traffic network, connecting Ho Chi Minh City with the Southeast, South Central, Southwest, Central Highlands and expanding connections to Cambodia.
According to the Government's proposal, the project's starting point is at the Toc Tien - Chau Pha intersection (Bien Hoa - Vung Tau expressway interchange and provincial road 992), the end point is at Hiep Phuoc Port area (HCMC). The total length of the route is more than 207 km.
In phase 1, the project is invested with a scale of 4 expressway lanes, design speed of 100 km/h. When completed, the route will have 8 expressway lanes and a parallel road system on both sides.
