According to Reuters, last month US President Donald Trump announced plans to impose new tariffs on heavy trucks starting October 1st, citing national security reasons. He argued that these tariffs were intended to "protect American manufacturers from unfair competition."
On October 6th, Mr. Trump officially announced that medium and heavy trucks imported into the country would be subject to a 25% tariff, starting November 1st.
The types of vehicles affected by the new tax include delivery vehicles, garbage trucks, buses, tractor-trailers, and heavy-duty specialized vehicles, etc.
Under trade agreements with Japan and the European Union, the US currently imposes a 15% tariff on light trucks, but it is unclear whether this rate applies to heavy trucks.
The Trump administration also allowed manufacturers to deduct the value of components manufactured in the U.S. from import tariffs on light trucks assembled in Canada and Mexico.
The U.S. Chamber of Commerce had previously urged the Commerce Department not to impose new tariffs on trucks. They explained that the leading import sources were Mexico, Canada, Japan, Germany, and Finland, "all of which are allies or close partners of the United States and pose no threat to national security."
Mexico is the largest exporter of medium and heavy-duty trucks to the United States. A study published in January indicated that imports of this type of vehicle from Mexico have tripled since 2019, reaching approximately 340,000 units, according to government statistics.
Under the North American Free Trade Agreement (USMCA), medium and heavy-duty trucks are exempt from tariffs if at least 64% of their value originates from North America, including components such as engines, axles, steel materials, or assembly labor.
The Mexican government has objected to the new tariffs, asserting that on average 50% of the components for trucks exported to the U.S. originate from the U.S., including diesel engines.
