
The National Steering Committee for Civil Defense has just issued Official Dispatch No. 13/CD-BCĐ-BNNMT to ministries, branches and People's Committees of 12 provinces and cities in the Northern region, requesting proactively deploying response plans to heavy rain and floods caused by the circulation of storm No. 11 (storm Matmo).
According to the dispatch, due to the influence of storm No. 11, on the night of October 6 and early morning of October 7, the Northern region and Thanh Hoa had moderate to heavy rain, and in some places very heavy rain. Particularly in Thai Nguyen, Bac Ninh, Hanoi and Thanh Hoa, there were places with heavy to very heavy rain.
Rainfall from 6:00 p.m. on October 6 to 6:00 a.m. on October 7, locally over 200mm in some places such as: Hoa Thuong Station (Thai Nguyen) 437.6mm; Bo Ha Station ( Bac Ninh ) 250.4mm;
It is forecasted that from October 7-10, floods on Cau River, Thuong River, Luc Nam River and rivers in Cao Bang, Lang Son provinces and rivers in the Northern region will continue to rise.
Flood peaks on Cau River, Thuong River, and Luc Nam River are forecast to exceed alert level 3 (possibility of extremely high floods); rivers in Lang Son, Cao Bang, and Quang Ninh provinces will rise to alert levels 2-3 and above alert level 3; Thao River (Lao Cai), Lo River (Tuyen Quang) will rise to alert levels 1-2 and above alert level 2; floods reaching Hoa Binh Lake, Hoang Long River (Ninh Binh), and the lower reaches of the Red River in Hanoi will rise above alert level 1.
To proactively respond to heavy rain and floods, the National Steering Committee for Civil Defense requests the Ministries (National Defense, Public Security, Agriculture and Environment, Industry and Trade, Construction) and the People's Committees of provinces and cities (Lao Cai, Cao Bang, Lang Son, Quang Ninh, Bac Ninh, Thai Nguyen, Tuyen Quang, Phu Tho, Hanoi, Hai Phong, Hung Yen, Ninh Binh) to strictly implement the contents of Official Dispatch No. 188/CD-TTg dated October 6, 2025 of the Prime Minister on proactively responding to heavy rain, floods, flash floods, and landslides caused by storms.
The People's Committees of provinces and cities are directed to closely monitor the developments of floods and rains; promptly inform authorities at all levels and people to proactively prevent and avoid; proactively organize the relocation and emergency evacuation of people in low-lying areas and riverside areas at high risk of flooding and landslides to safe places.
Along with that, localities closely monitor the development of flood water levels on river banks and the situation of dikes; deploy dike protection plans in practice, protect key weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety.
In particular, localities are ready with human resources, materials, vehicles, and equipment to protect the dikes according to the "4 on-site" motto, ensuring safety for the dikes.
Localities organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not ensured, not allowing unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic axes.
The National Steering Committee for Civil Defense also requested provinces and cities to direct specialized agencies to proactively take measures to respond to floods, especially urban floods and concentrated residential areas; prepare rescue forces and vehicles to respond when required; direct local radio and television stations to increase information on rain and flood developments to people and authorities at all levels to proactively prevent them.
Localities organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
