This is a plan for specialized inspections and audits of long-standing, problematic, and difficult projects, implemented by the City Inspectorate under the direction of the Government Inspectorate and the People's Committee of Ho Chi Minh City.
Previously, the Government Inspectorate issued a plan for specialized inspections of projects facing difficulties, obstacles, and long-standing delays. The People's Committee of Ho Chi Minh City also issued a document directing the City Inspectorate to conduct specialized inspections of projects facing difficulties, obstacles, and long-standing delays in Ho Chi Minh City.
Accordingly, the City Inspectorate established 6 inspection teams and 1 audit team to conduct specialized inspections and audits of 100 long-standing, problematic, and difficult projects under the management authority of the Ho Chi Minh City People's Committee and in accordance with the directives and plans of the Government Inspectorate.
The inspection and monitoring period covers the time from project implementation until March 31, 2026. If necessary, relevant information regarding the period before or after the aforementioned inspection and monitoring period may also be considered.
The inspection and audit period will not exceed 30 days (until June 5, 2026) as directed by the Ho Chi Minh City People's Committee.
The purpose is to comprehensively assess the project's implementation; identify the causes of delays and prolonged periods, as well as the reasons for difficulties and obstacles, in order to propose solutions and expedite the commissioning of the stalled project, thereby unlocking resources for Ho Chi Minh City's economic development.
Simultaneously, inspections and audits will determine responsibility and recommend sanctions for violations of the law; contributing to the prevention of misconduct, corruption, waste, negative practices, and loss of state assets.
The requirements emphasized by the City Inspectorate during thematic inspections and audits are to comply with legal regulations and not to hinder the normal operations of the agencies, organizations, and individuals being inspected or audited.
To ensure progress and quality, the City Inspectorate mobilized personnel from 7 specialized departments within the City Inspectorate to participate.
The 100 long-standing, stalled projects mentioned above belong to 838 construction projects, land plots, and projects in Ho Chi Minh City that are still behind schedule and facing obstacles.

Ho Chi Minh City has basically resolved obstacles for all 838 outstanding projects with a total investment of 206,000 billion VND.
In August 2025, the Ho Chi Minh City People's Committee issued Plan 34 to address 838 outstanding and problematic construction projects, land plots, and other projects.
To date, the city has completed the removal of obstacles and issued directives for the removal of obstacles for 838 out of 838 projects subject to processing (achieving a 100% rate), with a total investment of over 206,000 billion VND and an area of over 17,000 hectares.
Of these, 417 projects have had all obstacles resolved. Of the remaining 421 projects, 393 have essentially completed the removal of obstacles; 28 projects, works, and land areas have received guidance and direction and are currently undergoing the removal process; the remaining obstacles to be resolved have been clearly identified.
