Vice President of the Ho Chi Minh City Labor Federation Phung Thai Quang emphasized the need for retraining and upgrading skills for workers and unskilled laborers. He said that in the context of changing economic structures and growth models, the unskilled labor force is vulnerable to automation if not equipped with new skills. Retraining will help workers adapt, avoid the risk of unemployment, increase productivity and contribute to building a knowledge-based economy.

From the perspective of urban development, Vice Chairman of the Ho Chi Minh City Veterans Association Ho Van Duc proposed that digital transformation should be viewed as an independent breakthrough, alongside science, technology and innovation. He said that, with the characteristics of a megacity, Ho Chi Minh City's development solutions are closely linked to digital transformation, so separating this field will demonstrate its importance and urgency.

Regarding gender equality, Permanent Vice President of the Ho Chi Minh City Women's Union Trinh Thi Thanh proposed adding specific targets on the proportion of women holding key leadership positions in sectors and fields. According to her, although the proportion of women in planning and Party committees has improved, many units still lack female leaders, and there needs to be a binding mechanism to ensure fairness and promote the role of women in the political system.
Concluding the conference, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc affirmed that the comments were practical and contributed to the completion of the draft document. He emphasized that the aspiration to build Ho Chi Minh City on par with other cities in the region is also the common goal of the whole country.
