
The People's Committee of Ho Chi Minh City has just issued Decision No. 2814/QD-UBND on the promulgation of the food safety inspection plan for 2026. The decision takes effect from May 14, 2026.
Accordingly, the plan aims to assess the current state of compliance with food safety regulations by food production and business establishments; promptly detect, prevent, and handle food safety violations; limit and prevent food safety incidents, contributing to better care and protection of public health…
The People's Committee of Ho Chi Minh City requires that inspection activities ensure objectivity, accuracy, and adherence to legally prescribed procedures; close coordination with relevant agencies to avoid overlap and duplication; and minimal disruption to the normal operations of the inspected entities. Following inspections, strict and lawful measures should be taken against collectives, organizations, and individuals who violate the law or engage in corruption and negative practices; and recommendations should be made to improve policies and laws that are lacking or inadequate.

According to the plan, the health sector, the agriculture sector, and the industry and trade sector will inspect production and business establishments dealing with food products/product groups and goods under the management authority of the health sector, the agriculture sector, and the industry and trade sector.
In addition, the health sector inspects food service businesses and other entities according to its management hierarchy; the agricultural sector inspects food establishments in wholesale markets and agricultural product auctions under its management responsibility; and the industry and trade sector inspects supermarkets, shopping malls, convenience stores, establishments within the food storage and distribution system, and other types of businesses under its management responsibility.
Inspection teams will focus on checking compliance with food safety regulations by organizations and individuals producing and trading food, food additives, and processing aids; the implementation of technical standards and food safety-related standards announced and applied by organizations and individuals; product declarations; and food labeling, etc.
During inspections, inspection teams take food samples for testing in cases where there are signs of violations regarding quality and food safety.

In addition, Ho Chi Minh City will conduct specialized inspections such as food safety inspections during the New Year, Lunar New Year, and other festivals; food safety inspections at wholesale agricultural and food markets; at schools; at industrial catering facilities; food safety inspections inside and outside industrial zones, export processing zones, and hospitals; and food safety inspections for functional foods (health supplements, dietary supplements, medical nutritional foods, foods for special diets, etc.), nutritional products, milk, etc.
The People's Committee of Ho Chi Minh City assigns the Department of Food Safety, along with relevant departments, agencies, and the People's Committees of communes, wards, and special zones, to coordinate with the Department of Food Safety in implementing the plan according to assigned functions and tasks, focusing on peak periods and specific themes.
