Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh and Major General Nguyen Thanh Tuan, Director of Hue City Police Department chaired the Conference.
Implementing the directives and deployment documents of the Politburo, the Government; the National Target Program on Drug Prevention and Control (PCMT) until 2030; based on Official Dispatch No. 3524 dated August 6, 2025 of the Ministry of Public Security on coordinating and directing the strengthening of PCMT work in the new situation, the People's Committee of Hue City has assigned the City Police to advise on the plan to build "drug-free communes and wards" in the period of 2025 - 2030 at the commune level, ensuring the goal of striving to build at least 30% of drug-free communes and wards in 2025 and 100% in 2030 to contribute to ensuring security and order, serving the socio-economic development goals in the city.
Accordingly, the plan aims to mobilize the combined strength of the entire political system and the people in the work of preventing, combating and controlling drugs. Solutions will be implemented synchronously and drastically with the principle of "prevention is the main thing, blocking supply and reducing demand is the key". Responsibilities are specifically assigned to each agency, unit and individual, ensuring "clear people, clear work, clear responsibilities, clear time, clear results and clear authority".
At the conference, delegates discussed and contributed many solutions to effectively implement drug prevention and control work. Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh requested the City Police and People's Committees of communes and wards to urgently issue resolutions, develop specific plans; and establish a Steering Committee to build drug-free communes and wards.
The Standing Vice Chairman of the Hue City People's Committee emphasized: It is necessary to review and evaluate the current situation of drug abuse in the localities; promote propaganda and launch a mass movement to prevent and combat drug abuse with the motto "Each person is a soldier, each family, agency and organization is a fortress in drug prevention and control". The content and form of propaganda must be suitable for each target group, especially aimed at young people, teenagers, students, workers and laborers in industrial parks.
It is necessary to focus on implementing “reducing demand, blocking supply”, thoroughly handling cases, ensuring deterrence. Strengthening the detection and management of drug addicts and users; supporting post-addiction people to reintegrate into the community.
It is known that Hue City currently has about 935 drug addicts and illegal drug users (more than 300 addicts and more than 600 users). The number of drug cases detected each year is higher than the previous year, the amount of drugs seized is increasing. In the first 6 months of 2025, the authorities detected 120 cases/254 subjects, an increase of 18 cases/42 subjects compared to the same period last year.
