Culture always pioneers the way
As early as the 1940s of the 20th century, leader Nguyen Ai Quoc and General Secretary Truong Chinh identified the great role of culture in the cause of national liberation. On August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam announced the establishment of the Ministry of Information and Propaganda - the predecessor of the Ministry of Culture, Sports and Tourism (VHTTDL) today. Since 2001, August 28 has been officially chosen as the Traditional Day of the Cultural Sector.
Just one year later, on November 24, 1946, the first National Cultural Conference took place in Hanoi. President Ho Chi Minh affirmed: "Culture must guide the nation to achieve independence, self-reliance and self-reliance." This became the guiding principle throughout all activities of the cultural sector in historical periods.
During the two resistance wars against France and the US, culture was a great source of spiritual strength, contributing to motivating the army and people of the whole country to fight. The movement "Singing over the sound of bombs" left a deep impression, arousing patriotism, indomitable spirit and revolutionary heroism.
After 1975, culture continued to play a fundamental role in the nation’s spirit, contributing to healing the wounds of war, strengthening national unity, and promoting international exchange and integration. Grassroots cultural institutions and mass cultural movements were expanded; literature, art, journalism, and cinema developed strongly, reflecting both the joy and anxiety of the post-war period.
The major turning point came in 1986, when the Doi Moi process was initiated. Culture continued to affirm its role as "a pioneer, a pioneer", accompanying socio-economic reforms, contributing to shaping a democratic, fair, civilized society, building an advanced culture imbued with national identity.
The 7th Party Congress (1991) and especially the Central Resolution 5 (8th term, 1998) affirmed that culture is the spiritual foundation of society, both the goal and the driving force for development. The 2021 National Cultural Conference once again emphasized: "Culture is the soul of the nation, as long as culture exists, the nation exists".
Over the past 80 years, the cultural sector has written a brilliant epic, where Vietnamese identity converges, crystallizes and shines, accompanying the nation on every revolutionary journey.
Vietnamese culture has achieved many brilliant achievements.
Outstanding achievements in the new era
Entering the 2021-2026 period, the entire culture, sports and tourism sector has made many innovations in management thinking, shifting strongly from "doing culture" to "state management of culture" through laws, policies and institutions. The Ministry of Culture, Sports and Tourism has reviewed more than 2,400 legal documents, proposed to process, amend and supplement nearly 200 documents - demonstrating the strategic vision in cultural management.
The work of preserving and promoting heritage has achieved many impressive results: UNESCO recognized Ha Long Bay - Cat Ba Archipelago as a world natural heritage; many more documentary heritages were registered in the Memory of the World Program. As of May 2025, nearly 70,000 intangible cultural heritages nationwide have been inventoried, affirming Vietnam's position on the world cultural map.
Many relics after restoration and embellishment have become attractive tourist destinations, creating jobs for tens of thousands of workers, while spreading Vietnamese cultural identity. The cultural industry is also asserting its role as a growth driver: production value is estimated at 44 billion USD, contributing nearly 4.4% of GDP, with an average growth rate of 7.2%/year. The fields of entertainment, performing arts, cultural tourism, video games, etc. have developed strongly, becoming a "soft bridge" for Vietnamese culture to integrate with the world.
Aspiration to rise in the new fall
With the statement of action: "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", the culture, sports and tourism industry increasingly affirms its position and prestige in the cause of national development.
According to the leaders of the Ministry of Culture, Sports and Tourism, the autumn of the 80th anniversary of the industry's tradition is not only an occasion to pay tribute to history but also to bring faith, hope and aspiration to rise up. This is a reminder for those working in culture to continue to innovate, create, contribute, and foster the nation's endogenous strength, making Vietnamese culture shine more and more in the era of integration.
