This morning (July 15), at the 17th session of the Ho Chi Minh City People's Council, Mr. Duong Ngoc Hai, Vice Chairman of the City People's Committee, presented a proposal for the issuance of a resolution approving the local plan for rearranging commune-level administrative units in the 2023-2030 period.
According to Mr. Hai, the city has reviewed and developed plans for the 2023-2025 and 2026-2030 periods, and proposed a plan for a one-time overall restructuring.

Accordingly, Ho Chi Minh City will reorganize 80 wards, including 77 wards subject to reorganization and 3 adjacent wards. The City People's Committee also proposed not reorganizing 57 wards and 1 town due to their unique characteristics.
The reorganization is carried out by incorporating the total area and population size of the administrative units subject to reorganization.
Specifically, District 3 will merge the entirety of Ward 9 and Ward 10 into Ward 9; and the entirety of Ward 12 and Ward 13 into Ward 12.
District 4 merged the entirety of Ward 6 and Ward 9 into Ward 9; merged Wards 8 and 10 into Ward 8; and merged Wards 14 and 15 into Ward 15.
District 5 merged wards 2 and 3 into ward 2; wards 5 and 6 into ward 5; wards 7 and 8 into ward 7; ward 10 merged with ward 11 to form ward 11.
District 6 merged Ward 2, Ward 6 with a part of Ward 5 to form Ward 2; merged Wards 1, 3, and 4 to form Ward 1; merged Ward 9 with a part of Ward 5 to form Ward 9; merged Ward 11 and a part of Ward 10 to form Ward 11; merged Ward 14 and a part of Ward 13 to form Ward 14.
District 8 merged all of wards 1, 2, and 3 into Rach Ong ward; merged wards 8, 9, and 10 into Hung Phu ward; and merged wards 11, 12, and 13 into Xom Cui ward.
District 10 merged wards 6 and 7 into ward 6; merged wards 5 and 8 into ward 8; and merged ward 10 into ward 11 to form ward 10.
District 11 merged wards 1 and 2 into ward 1; merged wards 4, 6, and 7 into ward 7; merged wards 8 and 12 into ward 8; merged wards 9 and 10 into ward 10; merged wards 11 and 13 into ward 11.
Binh Thanh District merged the entirety of Ward 1 and Ward 3 into Ward 1; merged Ward 5 and part of Ward 6 into Ward 5; merged Ward 7 and part of Ward 6 into Ward 7; merged Ward 11 with part of Ward 13 into Ward 11; merged Wards 2 and 15 into Ward 2; merged Wards 19 and 21 into Ward 19; merged Wards 14 and 24 into Ward 14.
Go Vap District merged wards 1, 4, and 7 into ward 1; merged wards 8 and 9 into ward 8; merged ward 14 and part of ward 13 into ward 14; and merged ward 15 with part of ward 13 into ward 15.
Phu Nhuan District merged the entirety of Ward 3 and Ward 4 into Ward 4; and merged Wards 15 and 17 into Ward 15.
The Ho Chi Minh City People's Committee assessed that, overall, this arrangement is consistent with the principles and requirements of reorganizing and expanding administrative units; contributing to streamlining the apparatus and reducing the workforce.
The process of organizing and developing the overall plan for rearranging commune-level administrative units in Ho Chi Minh City for the period 2023-2030 ensures objectivity, democracy, openness, and transparency. After the rearrangement, Ho Chi Minh City will reduce the number of wards by 39 compared to the present.
