On the morning of May 26th, the Executive Committee of the Tan Dinh Ward Party Committee, Ho Chi Minh City, held a conference to review the first year of operation of the overall organizational model of the political system, the two-tiered local government model, and to summarize the work of the first six months of 2026 in Tan Dinh Ward.

Reporting on one year of operation of the two-tiered government model, Ms. Duong Thi Hong Gam, Permanent Deputy Secretary of the Party Committee of Tan Dinh Ward, stated that the political system in the ward has basically operated stably; the socio -economic development situation has seen many positive changes; budget revenue has exceeded the assigned target; and political security and social order have been maintained…
Administrative reform and digital transformation have yielded many positive results; the administrative apparatus is gradually becoming more streamlined and efficient; and the quality of service to citizens and businesses has improved. As of May 20th, Tan Dinh ward received 14,807 applications, resolved 14,776 applications, and 100% were resolved on time or ahead of schedule.

However, Ms. Duong Thi Hong Gam acknowledged that the workload has increased significantly after decentralization and delegation of authority, while staffing and human resources have not been adequately supplemented; some officials and civil servants have to handle multiple fields. Information technology infrastructure and specialized software are not yet fully synchronized; data exchange and sharing between sectors are sometimes unstable.
Therefore, the ward recommends that the Central Government consider adjusting the staffing quotas to suit the characteristics of a large urban area and the actual workload after decentralization and delegation of authority. At the same time, it recommends that Ho Chi Minh City pay attention to allocating staff and job positions that are appropriate to the actual workload in the locality.

In his concluding remarks at the conference, Mr. Le Duc Thanh, Secretary of the Party Committee and Chairman of the People's Council of Tan Dinh Ward, requested the building of a team of officials and civil servants who are truly responsible, professional, digitally competent, innovative in thinking, and willing to think, act, and take responsibility for the common good.
"Every comrade in the Party committee and government, every official and civil servant must enhance their sense of responsibility and proactively handle their work; absolutely no instances of shirking responsibility or delaying work that affect the people and businesses should occur," Mr. Le Duc Thanh emphasized.
In addition, we will continue to improve the quality of operations at the Public Administrative Service Center; build a team of officials who are "close to the people, respect the people, understand the people, learn from the people, and are responsible to the people"; and use the satisfaction of the people as a measure to evaluate the effectiveness of our work.
Digital transformation to improve service quality.
Ms. Do Thi Anh Tuyet, Vice Chairperson of the Tan Dinh Ward People's Committee, stated that the ward has identified digital transformation as a key and groundbreaking task in reforming local governance.
Recently, the People's Committee of the ward has deployed a virtual assistant for administrative procedures on its website, Zalo, etc., to support people in searching for information, guiding them through the application process, and answering questions about administrative procedures 24/7. The "Tan Dinh Digital" platform has been implemented with many convenient features serving citizens and businesses, attracting hundreds of registrations and thousands of visits.
