According to Official Letter 626/TTg-CN dated July 7, 2023, the National Assembly issued Resolution No. 92/2023/QH15 dated June 20, 2023, on the investment policy for the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting Lam Dong and Ninh Thuan provinces (the Project). Deputy Prime Minister Tran Hong Ha has the following opinion:
The Ministry of Planning and Investment shall take the lead in advising the Prime Minister to allocate and disburse the full amount of VND 1,000 billion in the medium-term public investment plan 2021-2025 to the People's Committee of Khanh Hoa province to implement the Project as stipulated in Clause 2, Article 3 of Resolution No. 92/2023/QH15.
The agency shall preside over, supervise, and monitor the implementation of the Project, ensuring the required progress, quality, and effectiveness; compile and prepare the Government's report to the National Assembly on the Project's implementation status as stipulated in Clause 4, Article 3 of Resolution No. 92/2023/QH15.
The People's Committee of Khanh Hoa province shall organize the preparation, appraisal, and investment decision-making for the Project in accordance with the law on public investment and other relevant legal regulations for Group A projects managed at the provincial level. It shall implement, organize, manage, exploit, and operate the Project in accordance with the law, ensuring progress (with solutions to accelerate progress) and construction quality as stipulated in Clauses 1 and 3 of Article 3 and Article 4 of Resolution 92/2023/QH15.
Allocate the full amount of 930 billion VND from the provincial budget.
Ensure the full allocation of 930 billion VND from the provincial budget; strictly implement the regulations in Clause 3, Article 3 of Resolution No. 92/2023/QH15 on reforestation and compensation for land clearance.
The Ministry of Agriculture and Rural Development is overseeing the implementation of reforestation by the People's Committee of Khanh Hoa province.
The Deputy Prime Minister instructed the Ministries of Transport, Construction, and Natural Resources and Environment, according to their functions and duties, to guide the People's Committee of Khanh Hoa province (if necessary) in implementing the project in accordance with the law.
During the implementation of the Project, the relevant agencies must ensure compliance with the requirements of the National Assembly as stipulated in Clause 1, Article 3 of Resolution No. 92/2023/QH15.
The project involves a road connecting National Highway 27C to Provincial Road DT.656 in Khanh Hoa province, linking Lam Dong and Ninh Thuan provinces across Khanh Son and Khanh Vinh districts in Khanh Hoa province.
In terms of scale, the investment includes approximately 56.9 km of mountainous Class III roads, with a design speed of 60 km/h; sections passing through difficult, rugged terrain with steep slopes and sharp turns have a design speed of 40 km/h; 2 lanes, a total roadbed width of 9m, a road surface width of 6m, and shoulders of 3m on each side (with 1m of reinforced shoulders on each side).
The preliminary total investment for the Project is VND 1,930 billion, including:
- The central government budget allocation for the medium-term public investment plan for the period 2021-2025 is 1,000 billion VND.
- The local budget funding is 930 billion VND .
