Deploying the task of reorganizing the apparatus of departments

This morning, January 1, Acting Chairman of the People's Committee of Quang Tri province, Ha Sy Dong, chaired a meeting to deploy the task of reorganizing the apparatus of the departments: Agriculture and Rural Development - Natural Resources and Environment; Planning and Investment - Finance.

According to the draft merger project between the two departments: Agriculture and Rural Development - Natural Resources and Environment, when merging, the total number of departments, agencies and units will be reduced by 9 focal points, from 33 to 24 units, a reduction rate of 27.3% (not including the 2 units assigned to manage).

If not counting the Land Fund Development Center transferred to the Provincial People's Committee, the reduction rate is 25%. Specifically, from a total of 11 departments of the two units, 3 departments are reduced to 8 departments; 7 state management departments are reduced to 6 departments; 15 public service units are reduced to 10 units. Regarding the name, the draft proposes the name of the new department to be the Department of Agriculture and Environment of Quang Tri province.

Regarding the draft project to merge two departments: Planning and Investment - Finance into the Department of Economics - Finance, after the rearrangement, there will be 11 departments, a reduction of 2 departments. The merger will reduce costs according to the annual budget and save regular costs; at the same time, improve the efficiency of using existing shared facilities and infrastructure.

At the meeting, representatives of the department leaders proposed many ideas and solutions to unify the scientific, effective and efficient arrangement plan.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that the restructuring of the apparatus at this time is an important political task that agencies need to carry out to improve the quality of operations and the staff of civil servants and public employees, especially reducing regular expenditures and allocating resources for development investment.

Regarding the plan to merge the two departments: Agriculture and Rural Development - Natural Resources and Environment, the Acting Chairman of the Provincial People's Committee agreed to organize 1 administrative organization department and 1 department inspection department. The departments are required to review the specialized departments, ensuring that there is no duplication of functions and tasks but no omissions.

Regarding the arrangement plan of the two departments: Planning and Investment - Finance, agree with the proposed plan to build, arrange and reorganize specialized departments. At the same time, request the units to add to the plan a plan to handle and resolve the steering committees due to overlapping tasks, and implement the plan to arrange cadres and civil servants according to the principles and regulations issued by the central government and the provincial steering committee.

Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the departments implementing the merger to closely follow the policies, principles, orientations, and roadmaps on organizational arrangement and staff streamlining of the province as well as take responsibility for the implementation process. Especially during the implementation process, it is necessary to promote collective intelligence, do a good job of ideological work for the team of cadres, civil servants, public employees, and workers and stabilize the organization. After the competent authority approves the arrangement plan, the units must urgently stabilize the apparatus to operate effectively.
