This morning, January 1st, Acting Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, chaired a meeting to implement the task of reorganizing the organizational structure of the following departments: Agriculture and Rural Development - Natural Resources and Environment; Planning and Investment - Finance.

According to the draft merger plan between the two departments: Agriculture and Rural Development - Natural Resources and Environment, after the merger, the total number of departments, agencies, and units will be reduced by 9, from 33 to 24 units, a reduction rate of 27.3% (excluding 2 units assigned to management).
Excluding the Land Development Center, which was transferred to the Provincial People's Committee, the reduction rate reaches 25%. Specifically, the total number of departments in the two units decreased from 11 to 8; the number of state management sub-departments decreased from 7 to 6; and the number of public service units decreased from 15 to 10. Regarding the name, the draft proposes that the new department be called the Department of Agriculture and Environment of Quang Tri Province.

Regarding the draft plan to merge the two departments: Planning and Investment - Finance into the Department of Economy - Finance, after the reorganization, there will be 11 divisions, a reduction of 2 divisions. The merger will reduce costs according to the annual budget allocation and save on recurring expenses; at the same time, it will improve the efficiency of using existing shared facilities and infrastructure.
At the meeting, representatives from various departments proposed numerous ideas and solutions aimed at unifying a scientific, effective, and efficient organizational plan.
Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that restructuring the administrative apparatus at this time is an important political task that agencies need to carry out in order to improve the quality of operations, the staff of civil servants and public employees, especially to reduce recurrent expenditures and allocate resources for development investment.
Regarding the proposed merger of the two departments: Agriculture and Rural Development - Natural Resources and Environment, the Acting Chairman of the Provincial People's Committee agreed to organize one administrative and organizational department and one inspection department. The departments are required to review their specialized departments to ensure there is no duplication of functions and responsibilities, but without omitting any.
Regarding the organizational plan for the two departments: Planning and Investment - Finance, the proposed plan for the arrangement and allocation of specialized departments is agreed upon. At the same time, the units are required to supplement the plan with a solution for handling overlapping tasks within the steering committees, and to implement the personnel arrangement plan according to the principles and regulations issued by the central government and the provincial steering committee.
Acting Chairman of the Provincial People's Committee, Ha Sy Dong, requested that the departments implementing the merger adhere closely to the province's policies, principles, orientations, and roadmap for organizational restructuring and personnel reduction, and be responsible for the implementation process. In particular, during implementation, they must leverage collective intelligence, effectively manage the mindset of cadres, civil servants, and employees, and ensure organizational stability. After the restructuring plan is approved by the competent authority, the units must promptly stabilize their organizational structure to operate effectively and efficiently.
