The Ministry of Agriculture and Environment has just sent a document to the People's Committees of provinces and cities, requesting them to focus on drastically implementing solutions to control, prevent, and reduce air pollution in the last months of 2025.

Monitoring results over many years from the Ministry of Agriculture and Environment show that from October of the previous year to the end of March of the following year, air pollution, especially PM2.5 fine dust, often increases, potentially affecting public health and socio -economic activities.

Of which, Hanoi and Ho Chi Minh City are the two localities recorded to have the highest and most frequent levels of air pollution.

Faced with the above situation, the Ministry of Agriculture and Environment recommends that Hanoi, Ho Chi Minh City and localities focus on synchronously implementing many solutions, focusing on controlling waste sources.

Specifically, localities need to focus on reviewing, inspecting, conducting surprise checks and strictly handling facilities with large sources of emissions such as cement, thermal power, iron and steel, as well as production types with high risk of causing pollution.

In the field of transportation, the People's Committees of provinces and cities directed to accelerate the development and implementation of "low emission zone" programs in large urban areas; promote the transition to public transport, clean energy, and green energy; control and strictly handle vehicles carrying goods and construction materials without cover causing dust.

Similarly, in the construction sector, 100% of projects and constructions are required to comply with measures to minimize dust and emissions such as covering, spraying water, and washing vehicles entering and leaving the construction site; and projects that repeatedly violate the regulations must be temporarily suspended.

Regarding open burning activities, provinces and cities need to request local authorities to strengthen propaganda, supervision and handling to end the illegal burning of waste and agricultural by-products (straw); at the same time, promote solutions to collect and reuse by-products according to the circular economic model.

The Ministry of Agriculture and Environment also requested provinces and cities to deploy the stable operation of automatic air and emission monitoring stations, without data interruption; at the same time, increase the frequency of measurements in areas at high risk of pollution; develop synchronous investment projects for monitoring stations according to the Prime Minister's Plan No. 224/QD-TTg dated March 7, 2024; publish the daily air quality index (AQI) in newspapers, electronic information portals, and mobile applications with recommendations for protecting public health.

In case the AQI exceeds 300 (hazardous level), localities need to immediately take emergency measures to reduce pollution.

In addition, for Hanoi and Ho Chi Minh City, the Ministry of Agriculture and Environment proposed to concentrate maximum resources to develop and promulgate detailed plans and roadmaps for controlling means of transport; speed up the progress of public transport infrastructure projects such as urban railways and electric buses.

The two largest cities in the country are implementing a project to treat pollution in inner-city rivers, canals, and ditches; and relocate polluting production facilities out of residential and urban areas.

The Ministry of Agriculture and Environment will closely coordinate with localities to implement necessary activities. Accordingly, localities must send implementation plans and results (if any) to the Ministry of Agriculture and Environment before October 15, 2025, for synthesis and reporting to the Prime Minister./.
