Graduated from the People's Police Academy, in 2013 Tran Duc Chien took up a position at the Uong Bi City Police. In 2018, after completing his master's degree at the People's Police Academy, he took up a job at the Department of Investigation of Crimes of Corruption, Economy, Smuggling, and Environment (TN,KT,BL,MT) (Provincial Police). In June 2020, he was appointed as an intermediate detective. He always upholds his sense of responsibility, overcomes all difficulties, strives to strive, and constantly improves his qualifications and skills to meet increasingly high job requirements.

He is serious in planning specific investigations, advising leaders on how to solve complicated and serious cases; implementing necessary criminal procedural measures, such as temporary detention, emergency arrest, emergency search, arrest of suspects for temporary detention, experimental investigation, confrontation, identification, and arrest of wanted subjects... From 2021 to 2024, he participated as an investigation secretary in 29 cases, prosecuting over 131 suspects. All cases were prosecuted and handled with the right people, the right crimes, and the right law. Among the cases assigned to him as an investigation secretary, many cases were included in the list of typical cases by the inter-judicial sector, such as: "Taking advantage of position and power while performing official duties" occurred at Ha Long Coal Company - TKV; "Lack of responsibility causing serious consequences" occurred in Dong Trieu Town, related to Viet A Company; "Violation of bidding regulations causing serious consequences" occurred at the Department of Education and Training of Quang Yen Town...

In particular, the project is fighting against the mineral smuggling ring from Vietnam to China through Bac Luan II Border Gate. At the end of the fight, the Project Board has Dismantling a ring of Vietnamese people colluding with Chinese subjects from May to August 2020 to successfully smuggle 200 shipments of metal ore to China, worth about 200 billion VND, earning an illegal profit of 6 billion VND; prosecuting 16 defendants and 1 legal entity for the crime of "Smuggling". The case of fighting to clarify the criminal ring of illegal trading of invoices, documents, and state budget collection (in 2023) that occurred in Quang Ninh province and Hai Phong city, with an amount of about 800 billion VND; prosecuting 10 defendants for the crime of "Illegal trading of invoices, documents for state budget collection", 7 defendants for the crime of "Tax evasion"...

Major Tran Duc Chien said: "Through the projects, we have created conditions for detectives and investigators to improve their qualifications, capacity, and practical experience; supplementing professional theories of investigation of cases under the investigative authority of the Investigation Police Agency in the process of building a regular, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation. Thereby, continuing to strengthen the trust of cadres, party members, and people in the Party, the State, and law enforcement agencies...".

In the past time, Major Tran Duc Chien has also been trusted by his superiors and assigned many important tasks, together with the staff unit, effectively directing the implementation of key work topics and prominent areas, receiving the attention of all levels, sectors and people. Notably, the program and plan to direct and guide the fight against crime of the Economic Police force; contributing to the draft amendments and supplements to laws, decrees, circulars, directives, resolutions, programs and plans of all levels related to ensuring security and order; participating in the development of dozens of work topics with over 250 specific tasks to effectively implement the Party's guidelines and policies, the State's policies and laws on the fight against crime and violations of the law on corruption, economics, smuggling, and the environment in the province...

Comrade Tran Duc Chien is always passionate about his work, ready to receive and complete well all assigned tasks.

In addition, promoting youth, Major Chien always takes the initiative and enthusiastically participates in the youth movements, creativity and volunteerism of the whole province, such as the programs: Visiting, examining, screening, and performing free eye surgeries for poor children and children in especially difficult circumstances; donating blood voluntarily "Drops of love for compatriots and beloved comrades"; supporting poor students to overcome difficulties, students in difficult circumstances; programs to improve IT skills, foreign languages, and basic professional work of the Economic Police force...

In particular, in 2025, he was awarded a certificate of merit by the Prime Minister for his outstanding achievements in the fight against economic crimes.
