After graduating from the People's Police Academy in 2013, Tran Duc Chien was assigned to the Uong Bi City Police Department. In 2018, he completed his master's degree at the People's Police Academy and began working at the Department of Criminal Investigation of Corruption, Economic Crimes, Smuggling, and Environmental Crimes (Provincial Police). In June 2020, he was appointed as a mid-level investigator. He consistently demonstrates a high sense of responsibility, overcomes difficulties, strives for excellence, and continuously improves his skills and expertise to meet the increasingly demanding requirements of his job.

He is meticulous in planning specific investigations, advising leaders on the direction of solving complex and serious cases; implementing necessary criminal procedural measures, such as temporary detention, emergency arrest, emergency search, arresting suspects for temporary detention, investigative experiments, confrontation, identification, and apprehending wanted individuals... From 2021-2024, he participated as an investigation secretary in 29 cases, prosecuting over 131 defendants. All cases were brought to trial and processed correctly, ensuring the right person was charged with the right crime according to the law. Among the cases he was assigned as an investigation secretary, many were designated as priority cases by the inter-agency judicial system, such as: "Abuse of position and power while performing official duties" at Ha Long Coal Company - TKV; "Negligence causing serious consequences" in Dong Trieu town, related to Viet A Company; "Violations of bidding regulations causing serious consequences" occurred at the Education and Training Department of Quang Yen Town...

In particular, the special operation involved combating a mineral smuggling ring from Vietnam to China via the Bac Luan II border gate. At the conclusion of the operation, the special task force achieved... Authorities dismantled a smuggling ring involving Vietnamese nationals colluding with Chinese individuals to successfully export 200 shipments of metal ore to China between May and August 2020, worth approximately 200 billion VND, generating illicit profits of 6 billion VND; 16 individuals and one legal entity were prosecuted for "Smuggling". A special investigation into a criminal ring involved in the illegal trading of invoices and documents for state budget revenue collection (in 2023) in Quang Ninh province and Hai Phong city, involving approximately 800 billion VND, resulted in the prosecution of 10 individuals for "Illegal trading of invoices and documents for state budget revenue collection" and 7 individuals for "Tax evasion"...

Major Tran Duc Chien stated: "Through these special cases, opportunities have been created for investigators and officers to improve their skills, abilities, and practical experience; supplementing the theoretical knowledge of investigating cases under the jurisdiction of the Criminal Investigation Agency in the process of building a regular, elite, and modern People's Police force to meet the requirements and tasks in the new situation. This further strengthens the trust of cadres, Party members, and the people in the Party, the State, and law enforcement agencies..."

Over the past period, Major Tran Duc Chien has also been entrusted with many important tasks by his superiors. Together with his unit, he has effectively advised superiors on the implementation of key work topics and prominent areas, receiving attention from all levels, sectors, and the people. Notably, he has contributed to the program and plan for directing and guiding the fight against crime by the Economic Police force; contributed to the drafting of amendments and additions to laws, decrees, circulars, directives, resolutions, programs, and plans of all levels related to ensuring security and order; and participated in the development of dozens of work topics with over 250 specific tasks to effectively implement the Party's guidelines and policies, and the State's laws on the fight against crime and violations of laws related to corruption, economic crimes, smuggling, and environmental issues in the province...

Comrade Tran Duc Chien was always passionate about his work, readily accepting and successfully completing any assigned task.

Furthermore, demonstrating youthful energy, Major Chien always enthusiastically participates in the pioneering, creative, and volunteer movements of the youth throughout the province, such as programs like: free visits, examinations, screenings, and surgeries for eye diseases for poor children and those with special difficulties; voluntary blood donation "A drop of red blood for our beloved compatriots and comrades"; supporting poor students to overcome difficulties and students with difficult circumstances; and programs to improve computer skills, foreign language proficiency, and basic professional skills of the Economic Police force...

Lieutenant Colonel Bui Duy Hung, Head of the Department of Criminal Investigation of Corruption, Economic Crimes, Smuggling, and Environmental Crimes (Provincial Police), commented: “Major Tran Duc Chien is a young officer who is always passionate about his work, actively researching and learning. No matter how difficult the task, he always strives to complete it with the best possible results.”

Thanks to his continuous efforts and dedication, Major Tran Duc Chien has received the title of "Outstanding Soldier at the grassroots level" for many consecutive years; he has been awarded many well-deserved titles; and he was honored as one of the 10 Outstanding Young Faces of Quang Ninh province in 2023... Notably, in 2025, he was awarded a certificate of merit by the Prime Minister for his outstanding achievements in combating economic crimes.
