In the draft Decree regulating the levels of allowances, subsidies, and benefits for those who have rendered meritorious services to the revolution, the drafting agency stated that the adjustment rate and timing would coincide with the increase in the basic salary. The standard level of 3.012 million VND will be the basis for calculating allowances, subsidies, and preferential treatment for those who have rendered meritorious services and their relatives. The total estimated cost for implementation in 2026 after adjustment is 42.3 trillion VND.

The most recent increase in preferential allowances for people who have rendered meritorious services to the revolution was on July 1, 2024, at a rate of 35.7% - the highest rate in all adjustment periods.
Nationwide, there are over 9.2 million people who have rendered meritorious services to the revolution, including more than 1.2 million martyrs, nearly 140,000 heroic Vietnamese mothers, over 600,000 wounded and sick soldiers, along with millions of relatives of martyrs, revolutionary activists, resistance fighters, those captured and imprisoned by the enemy, and those exposed to chemical toxins.
The Ministry of Interior also proposed increasing the benefits for several other schemes, effective from January 1, 2027. Specifically, the allowance for commemorating martyrs will increase from 1.4 million to 1.6 million VND per martyr/year, compared to the current rate in effect since 2022; the allowance for additional meals during holidays and Tet (Lunar New Year) will increase from 200,000 to 300,000 VND per person; and the allowance for medicine, treatment, and health rehabilitation at care facilities will increase from a maximum of 8.5 million to 11 million VND per person/year.
Regarding the identification of the remains of fallen soldiers, the drafting agency proposes a fee of 50,000 VND per grave for sample collection, based on the request of the representative of the fallen soldier's family or the person performing the worship. A fee of 300,000 VND per person per day will apply to sample collection planned by the competent authority or the Department of Interior. Those participating in sample collection will receive travel allowances according to current regulations.
Regarding the financial support for visiting the graves of fallen soldiers and relocating their remains, it is proposed that the current rate remain unchanged, at 3,000 VND/km/person for food and travel, calculated based on the distance from the place of residence to the location of the soldier's grave. The drafting agency believes this rate is appropriate.
In late March, the government launched a 500-day campaign to search for, collect, and identify the remains of fallen soldiers, aiming to collect approximately 7,000 sets of remains and identify 18,000 samples. Nationwide, there are still about 175,000 sets of remains undiscovered and over 300,000 unidentified graves. The search is becoming increasingly difficult due to dwindling information, a dwindling number of witnesses, and changing terrain over time.
