Persons with disabilities (PWD) are those who have one or more body parts or functional impairments manifested in the form of disabilities that make work, daily life, and study difficult. Physical disabilities are always obstacles that PWD have to face. However, not surrendering to fate, with will and determination, many PWD have made progress in their studies and work.
“When one door closes, another will open” is the belief and optimism of Nguyen Thi Xuan Trang, a blind person in Vuong town (Tien Lu). Overcoming the darkness, Xuan Trang has made efforts to study and graduated from Hanoi National University of Education with honors.
Trang confided: The love, care and attention of her family, the help of her teachers, friends and the support of the Provincial Blind Association have helped her overcome her inferiority complex, become more confident and be able to control her life, not becoming a burden to her family and society. Currently, Xuan Trang has started a business with a physical therapy massage facility in Nghe An province. Hopefully, the new doors will help Xuan Trang soon achieve her dream.
Also a blind person, Ms. Bui Thi Huyen May in Lien Phuong commune ( Hung Yen city) has found a suitable job for herself, which is massage. Her massage service is creating jobs for 3 blind people with an income of 4 to 5 million VND/person/month.
Unfortunately, in a traffic accident, Mr. Pham Van Thao (Minh Hoang commune, Phu Cu) had to amputate his right arm. At that time, he was completely devastated, feeling inferior and self-conscious. Then, with the care and encouragement of his family and friends, he gradually regained his spirit. With his determination and dynamism, from a small fruit and vegetable stall, he and his wife now have 2 large fruit and vegetable stores at the Tran Cao town agricultural wholesale market (Phu Cu). His store hires 3 more workers to help with sales. Each month, after deducting expenses, his family's income reaches 50 to 60 million VND.
The province currently has over 22,000 PWDs. In recent years, localities have advised and guided PWDs and their families to prepare documents to enjoy social assistance regimes according to regulations. Many activities to support and care for PWDs have been carried out by functional agencies and the social community in many forms, suitable to each type of disability and situation of PWDs. PWDs with mild disabilities, who are able to perceive and work, are cared for and given favorable conditions to study culture, learn a trade, and get job referrals.
When they have jobs, many people with disabilities are confident in integrating based on their own abilities. People with severe disabilities, especially severe disabilities, or those without support from the community receive monthly social assistance or long-term care and support at social assistance facilities. Currently, the whole province has over 18,400 people with severe disabilities and especially severe disabilities receiving monthly social assistance.
In particular, the province has additional specific policies to help people with disabilities reduce difficulties in life. Resolution No. 536/2024/NQ-HDND dated December 11, 2024 of the Provincial People's Council stipulating social assistance policies for a number of social protection beneficiaries in Hung Yen province, effective from January 1, 2025, has increased the monthly social allowance higher than the Central regulations for a number of groups of beneficiaries, including people with severe disabilities, people with severe disabilities in poor households, near-poor households; and people with severe disabilities. Specifically, the monthly social allowance for these subjects ranges from 1,250,000 VND to 2,500,000 VND/person/month depending on the level of disability, place of residence... Along with that, in 2024, the whole province will have 728 people with disabilities who do not have health insurance cards and will be granted free health insurance cards according to the province's own policy. Preferential policies for people with disabilities help people with disabilities have more conditions to stabilize their lives. Many activities such as: Visiting, giving gifts; health care, rehabilitation, providing wheelchairs, rocking chairs, orthopedic devices... for people with disabilities are being implemented with attention.
The situation of Mrs. Ly Thi Bat's family in Xuan Dao village, Luong Tai commune (Van Lam) is very difficult. Mrs. Bat's family has 5 members, including 4 people with disabilities. To help her family reduce difficulties, in recent years, commune officials have wholeheartedly guided and supported the family to complete the procedures to request monthly social assistance. Local authorities and organizations regularly visit and give gifts on holidays and Tet. In 2025, her family was supported with 100 million VND to rebuild a new house because the level 4 house was degraded, the walls were cracked, and the tiled roof was leaky. Nearly 700 people with disabilities are being cared for and cared for at social assistance facilities and are rehabilitated in accordance with each type of disability, health, and physical condition. The care and care regime is implemented at a higher level than the general regulations of the Government .
The attention of Party committees and authorities at all levels, the participation of the entire political system and all classes of people have created opportunities for PWDs to have equal access to basic social services, promote their abilities and self-reliance in life, and gradually improve their material and spiritual life. However, in the province, there are still many PWDs with difficult living conditions, especially PWDs with severe disabilities; many PWDs still have inferiority complex, have difficulty finding jobs. Therefore, in order for PWDs to better integrate into the community, it is necessary to continue to effectively implement policies to support PWDs as well as the joint help of the whole society...
