After retiring, while many people choose a peaceful life with their children and grandchildren, Mr. Tran Huu Phuc still travels throughout the villages to disseminate legal information, mediate conflicts, and help the Khmer people overcome difficulties in life. Many people in Hoa My hamlet affectionately call him Uncle Six Phuc. To the people here, Uncle Six Phuc is not only an exemplary retired official but also a source of spiritual support.

One weekend, Mr. Phuc drove his motorbike to each house in Hoa My hamlet to visit and chat. Today's stop was the family of Mr. Danh Diep. In their small, simple house, his conversation revolved not only around the rice harvest but also about his children's education, his work, his family's well-being, and maintaining neighborly relations. Mr. Danh Diep said: "Whenever there are conflicts or disputes in the hamlet, Uncle Phuc always steps in to mediate fairly and reasonably. He also actively encourages people to build bridges and rural roads. Despite his age, he is very enthusiastic and always ready to help, so the people really appreciate him."
What makes Mr. Sau Phuc's outreach so effective is his closeness to and understanding of the Khmer people's culture, customs, and traditions, as well as his ability to speak both Vietnamese and Khmer. For many elderly people, hearing legal regulations explained in Khmer makes them easier to understand, remember, and trust. Through bilingual outreach, Mr. Sau Phuc has helped many households raise their awareness of law compliance. Not only does he encourage people to build a civilized lifestyle, but he also patiently explains the harmful effects of child marriage and consanguineous marriage. "Many people don't understand the regulations or how to prepare the necessary paperwork, but Mr. Sau always guides them attentively. After he explains and persuades them about issues like child marriage and consanguineous marriage, many families understand and voluntarily change their ways," shared Ms. Thi Binh, a resident of Hoa My hamlet.
After retiring, instead of resting, Mr. Sau Phuc chose a new path: studying law and obtaining a lawyer's license. During his time living and working with the Khmer people, he realized that many poor people, the elderly, and teenagers often faced difficulties when encountering legal issues due to language barriers, limited legal knowledge, and economic constraints. This motivated him to further his legal education so he could support and protect vulnerable people.
Mr. Sau Phuc is also a respected figure in local mediation. He skillfully resolves many family and neighborhood conflicts with kindness and sincerity, helping to mend community relationships. Bui Hoa Tuong, Deputy Secretary of the Hoa My Hamlet Party Branch, commented: “Mr. Sau Phuc is very dedicated to disseminating information and providing legal assistance to the Khmer people. Many households, when facing difficulties with paperwork, disputes, or legal issues, seek his guidance and explanations. Thanks to his mediation, many conflicts and disputes have been resolved amicably at the grassroots level.”
Not a grand office, Mr. Sau Phuc's legal consultation point is just a small, simple corner in his house. Yet, it's always open to the Khmer people whenever they need advice, support, or assistance. For Mr. Sau Phuc, contributing to the community never stops. Amidst the peaceful villages of Dinh Hoa commune, the image of this retired official diligently going from street to street, knocking on every door to spread awareness, mediate disputes, and help the people has become a beautiful and touching sight.
"As long as I have my health, I will continue to do useful work for the people. Seeing the people improve their understanding of the law, live in unity, and be happy makes me happy," Mr. Sau Phuc shared.
