The Ho Chi Minh City Enforcement Agency has paid out over 1,700 billion VND in the 9th installment to bondholders in the Van Thinh Phat case.

On May 21st, the Ho Chi Minh City Civil Enforcement Agency (THADS) announced the results of the 9th payment disbursement to bondholders in the Van Thinh Phat case.

According to the announcement, the Ho Chi Minh City Enforcement Department is currently enforcing the Van Thinh Phat case based on the first-instance criminal judgment dated October 17, 2024, of the Ho Chi Minh City People's Court, the appellate judgment dated April 21, 2025, of the Ho Chi Minh City High People's Court, and the enforcement decision as requested: "Ms. Truong My Lan is obligated to fully compensate the victims and those with related rights and obligations who received the transferred bonds according to the appendices (43,108 people), including the following bond codes: QT-2018.12.1; SET.H2025; ADC-2018.09, ADC-2019.01; ADC-2018.09.01 and SNW-2018.10".

The Ho Chi Minh City Enforcement Agency made the first payment of a total of VND 7,464 billion on June 25, 2025, representing 24.8125% of the amount to be enforced.

The second payment, due on July 17, 2025, will be 738 billion VND, representing 2.4553% of the amount to be enforced.

The third payment, due on August 20, 2025, will amount to 376 billion VND, representing 1.2503% of the total amount subject to enforcement.

The fourth payment, due on September 26, 2025, amounts to 299 billion VND, representing 0.9971% of the total amount subject to enforcement.

The fifth payment, due on November 26, 2025, amounts to 205 billion VND, representing 0.6838% of the total amount subject to enforcement.

The sixth payment, due on December 26, 2025, amounts to 271 billion VND, representing 0.9041% of the total amount subject to enforcement.

The seventh installment payment, due on December 31, 2025, amounts to 704 billion VND, representing 2.3406% of the total amount subject to enforcement.

The eighth payment, due on February 5, 2026, will be 250 billion VND, representing 0.8325% of the amount to be enforced.

After making eight payments, the Ho Chi Minh City Enforcement Department continued to process assets and collected 1,747 billion VND. On May 21, 2026, the ninth payment was made to 42,574 bondholders, totaling 1,732 billion VND, representing 5.8076% of the amount to be enforced.

The Ho Chi Minh City Enforcement Agency has deposited the enforcement funds of 534 bondholders into savings accounts as required, because they have not yet provided account information for payment.

Previously, on March 24, 2026, the Ho Chi Minh City Enforcement Department disbursed additional funds for cases involving the transfer of rights and obligations related to enforcement, providing complete supplementary information for phases 1, 2, 3, 4, 5, 6, 7, and 8 as stipulated.

The Ho Chi Minh City Enforcement Department is continuing to verify, survey, and appraise the assets identified in the judgment as belonging to Ms. Truong My Lan and to individuals and organizations obligated to execute the judgment on her behalf. Simultaneously, it is requesting SCB Bank to transfer the funds that were frozen in accordance with the two stages of the appellate and first-instance judgments.

Once the asset liquidation results are available and the bank transfers the funds, the Ho Chi Minh City Enforcement Department will continue to make payments in subsequent installments.
