Over the past period, the province's support mechanisms and policies, especially preferential loan support for economic development through Farmers' Associations at all levels, have created momentum for members and farmers to develop their economy, contributing to promoting rural economy and building new rural areas.

Many farming households in Ba Chẽ district have developed their family economies using borrowed capital.

Over the past year, the Ba Chẽ District Farmers' Association has propagated and mobilized over 125 farming households to participate in more than 20 production and economic development models and projects; coordinated with the People's Committees of communes and towns to mobilize and establish an additional cooperative, a cooperative group, and four professional farmers' associations. The Association actively coordinated with the District Social Bank to facilitate loans totaling 153 billion VND for 1,587 farming households; and provided loans totaling over 5 billion VND to 53 households from the provincial and district-level Farmers' Support Fund to develop production. With active support in terms of loan capital, Ba Chẽ district has basically completed the targets for planting medicinal plants, concentrated forests, and large timber forests, maintaining the forest cover rate.   The district's Golden Flower Tea and Purple Ginseng products have been included in the group of key OCOP products at the district, provincial, and national levels.

Mr. Ninh Van Trang , Director of Dap Thanh Forestry Products Trading Joint Stock Company (Ba Che district), shared: "My company is eagerly awaiting the official launch of our dried golden flower tea product."   It has been recognized as a national 5-star product. This motivates local people to confidently borrow capital to plant golden flower tea trees, thereby expanding the planting area, creating a sustainable raw material zone, stabilizing production, and developing more diverse and higher-quality products for consumers both domestically and internationally.

According to Mr. Khuc Thanh Nghi, Chairman of the Ba Che District Farmers' Association, in the coming time, the District Farmers' Association will continue to promote and attract investment from organizations and businesses to invest in planting large timber forests in the district. In addition, they will transfer advanced techniques for intensive cultivation of large timber forests to forest owners, combining this with the development of medicinal plant cultivation under the canopy of large timber forests to enhance the economic value of planted forests, helping people earn additional income to support long-term development. At the same time, they will support people in accessing loan sources quickly, ensuring that loans are granted to the right recipients and accompanying them in using the capital effectively to escape poverty sustainably and expand production scale.

Among the loan sources, the Farmers Support Fund is implemented with the priority goal of supporting farmers in building and replicating economic models that effectively utilize the potential and advantages of the locality; applying scientific and technological advancements and high technology to production and business; establishing production linkages along the value chain; ensuring food safety and hygiene for the products produced, and aiming for OCOP (One Commune One Product) certification...

To ensure timely access to capital for members and farmers, the Farmers' Associations at all levels in the province have actively disbursed loans to expand advantageous local models; promoted various forms of fundraising; and strengthened inspection and supervision of loans to ensure they are granted to the right recipients, for the right purposes, and are effective. Based on the capital needs of members and farmers, the Farmers' Associations at all levels have surveyed the area, assessed the potential for production and business development and profitability; guided the preparation of loan projects; actively provided training, transferred scientific and technical knowledge, and built product brands… thereby improving the effectiveness of loan capital.

In Dam Ha district, to facilitate access to capital for economic development for its members, the District Farmers' Association has facilitated loans for 1,239 households with a total outstanding balance of over 103 billion VND from the District Social Bank; and collaborated with the District Agricultural and Rural Development Bank to assist 297 farmer households with a total outstanding balance of over 54 billion VND. Simultaneously, it has effectively implemented central, provincial, and district-level farmer support funds totaling over 5.5 billion VND for 12 projects and 71 households. As a result, many new production models aligned with the district's modern agricultural development plan have been confidently implemented by farmers. Not only are these households successful in their economic activities, but they also help each other escape poverty. Currently, only 18 members remain near-poor. This has significantly contributed to increasing the district's average per capita income, which is estimated to reach nearly 110 million VND by the end of 2024.

In 2024, over 200 households in the province received loans from the Farmers' Support Fund totaling over 18.4 billion VND. The total outstanding loan balance entrusted through banks reached over 2,300 billion VND, with nearly 29,500 households receiving loans. According to the provincial Farmers' Association leadership, all levels of the Association continue to promote propaganda and mobilization, helping officials and members better understand the purpose, meaning, and importance of building and developing the fund; guiding members and farmers to effectively utilize loan capital to increase income. Along with that, they direct the evaluation, recovery, and disbursement of fund capital quickly, promptly, and effectively; strengthen inspection and supervision of projects, ensuring that loan capital is used for the right purposes and achieves results; and successfully build economic development models, contributing positively to the task of building advanced and model new rural areas in localities.
