On June 26, at a meeting with the Working Group on arranging medical centers and medical stations, Director of the Ho Chi Minh City Department of Health Tang Chi Thuong requested that before June 30, the department will receive 22 district, county and Thu Duc City medical centers in their original state, and 273 ward and commune medical stations from the People's Committees of districts, counties and Thu Duc City (from July 1).
Next, within 60 days, the department strives to submit to the (new) Ho Chi Minh City People's Committee for approval the project to reorganize 38 district and Thu Duc City medical centers into 38 regional medical centers.
At the same time, reorganize 443 ward and commune health stations into 168 new ward and commune health stations and health points.
The Director of the Department of Health also assigned the working group to arrange medical centers and medical stations to coordinate with the Department of Personnel Organization, the Department of Medical Affairs and the City Center for Disease Control, based on the instructions of the Ministry of Health to develop the functions, tasks and powers of new ward and commune health stations and medical points.
Regional health centers are responsible for prioritizing the mobilization and supplementing of human resources so that health points are eligible to sign health insurance contracts. Coordinating human resources between new ward and commune health stations and local health points is the responsibility of the health center director.
For medical centers with inpatient beds (including medical centers in districts 3, 5, 10 and Can Gio district), the department assigned medical center directors to prioritize increasing medical human resources, especially doctors, to new ward and commune health stations and medical points.
The Department of Personnel Organization will advise the Department's Board of Directors to mobilize and increase medical human resources for regional medical centers facing difficulties in human resources.
Regarding the structure and organization of the departments and offices of the regional medical center, the existing departments and offices will be kept as they are in the form of a medical center without inpatient beds.
The Director of the City Department of Health requested the Planning and Finance Department to advise the Department's Board of Directors to convert the existing inpatient bed headquarters of the medical centers with inpatient beds (mentioned above) into suitable types to meet the medical examination and treatment needs of people in the city.
No negligence after merger, affecting people
At the second workshop discussing solutions for specialized management and provision of medical services after the merger of the three Departments of Health of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau , Mr. Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee - Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, reminded the health sector not to be negligent in order to affect people's health.
He also suggested that the city's health sector should pay more attention to emergency care, have professional activities on digital transformation, technology infrastructure as well as disease prevention. In addition, it is necessary to implement 3 industry breakthroughs in institutions, public investment and human resources to improve capacity and expand coverage.
Regarding the orientation for the coming days, the Deputy Secretary of the City Party Committee requested smooth operation, practice, "load testing" and thoroughly handle the backlog. At the same time, the Ho Chi Minh City health sector was required to take the lead in forecasting how many tasks were stuck and causing obstacles in order to have a proposal for handling.
