The case of Mr. Nguyen Truong Hai using fake degrees to become a lecturer at many universities and colleges shows that there are many shortcomings in the management and use of graduation certificates. Not only are degrees faked, but they can also be notarized to create trust with recruiting units.
From this incident, Thanh Nien reporters investigated fake diploma services and noted that these places firmly believe in forging diplomas from intermediate, college, university to post-graduate in any field. For only 4 - 15 million VND, you can immediately receive 1 diploma and 3 notarized copies. Notably, to increase the attractiveness of the offer, the subject also said that "the real diploma of the school is leaked, the signature is live, the seal is live, notarization is easy". For example, a PhD in Information Technology from the University of Technology (Ho Chi Minh City National University), only costs 6 million VND to have the customer's diploma information entered into the school's system.
K THE DATA CANNOT BE ON THE SYSTEM IF THE DIPLOMA IS FAKE
Responding to this, Associate Professor Dr. Bui Mai Huong, Head of Brand Management - Communications Department of Ho Chi Minh City University of Technology, affirmed that there cannot be data on the system without a real degree. Also according to the representative of Ho Chi Minh City University of Technology, on the school's official website there is a degree lookup system, but to ensure personal information, it can only be looked up when there is complete data on student information. In addition, any domestic or foreign unit that wants to evaluate degrees and certificates issued by the school must send an official dispatch according to regulations, the school will respond within 1 - 3 working days.
Not only Ho Chi Minh City University of Technology, but other universities also said that their diplomas have been forged. Dr. Nguyen Trung Nhan, Head of Training Department of Ho Chi Minh City University of Industry, said that every week the school receives documents requesting verification of diplomas from the using units with dozens of cases. Notably, about a few percent of them were discovered to be forged after verification. It is possible that the learner, in the process of using the diploma, for example, when photocopying, had important information such as the diploma number leaked, and then the information was taken to fake.
Sharing about fake diplomas, Dr. Nhan said there are many different cases. There are fake diplomas with the correct school number, but when looking up the student information is not correct. When the fake diploma has a match in both the number and other personal information, verification can only be done through the school's data.
The University of Natural Sciences (Ho Chi Minh City National University) said that Mr. Nguyen Truong Hai's doctorate degree is not in the school's data system.
HOW TO RECOGNIZE A FAKE DIPLOMA
Similarly, Dr. To Van Phuong, Head of the Training Department of Nha Trang University, also said that the process of verifying diplomas has discovered cases of fake diplomas of the school. With the naked eye, one can immediately detect errors and mistakes in fake diplomas such as: wrong name of the principal according to each period of granting the diploma, transcript with wrong name of the signer, different font, even wrong name of the major such as "forestry processing technology" but only "forestry processing".
Mr. Phuong emphasized: "In some more sophisticated cases, the inspection must be performed based on original profile data. Even if two people have the same personal information, major, school, and graduation year, there will still be differences in diploma numbers and different learning outcomes."
Even the University of Natural Sciences (Ho Chi Minh City National University), the unit where Mr. Nguyen Truong Hai forged his master's and doctorate degrees in information technology, said this is not a rare phenomenon.
Master Phung Quan, Head of the Organization and Administration Department of the University of Natural Sciences (Ho Chi Minh City National University), said that the school regularly receives requests to verify the graduation certificates of students from external employers. The verification results show that there are many cases of fake certificates being used.
According to Mr. Quan, it is impossible to identify a fake degree with the naked eye. Therefore, according to Mr. Quan, to support units in authenticating students' degrees, the school has many ways. In addition to responding in writing to units requesting verification, the school's website has a tool to look up degree information for people who have studied at the school. On the contrary, when recruiting graduates from outside the school, a mandatory step in the recruitment process is to send a request for verification to the degree-granting unit.
