The case of Mr. Nguyen Truong Hai using fake diplomas to work as a lecturer at multiple universities and colleges reveals many shortcomings in the management and use of graduation diplomas. Not only are diplomas forged, but they can also be notarized copies to build trust with recruiting organizations.

Following this incident, Thanh Nien newspaper reporters investigated fake diploma services and found that these places confidently claim to be able to forge diplomas from vocational schools, colleges, universities, and postgraduate programs in any field. For just 4-15 million VND, one can receive one diploma and three notarized copies. Notably, to increase the appeal of their services, the perpetrators also claim that "the diplomas are genuine, leaked from the university, with authentic signatures and seals, and are notarized without any problems." For example, a PhD in Information Technology from the Ho Chi Minh City University of Technology (Vietnam National University, Ho Chi Minh City) can be obtained for only 6 million VND, with the client's information entered into the university's system.

There can be no data on the system if it's forged.

Responding to this, Associate Professor Bui Mai Huong, Head of the Brand Management and Communication Department at the Ho Chi Minh City University of Technology, affirmed that it is impossible to have data on the system without a genuine diploma. According to the representative of the Ho Chi Minh City University of Technology, the official website has a diploma verification system, but to ensure personal information security, verification is only possible when complete student data is available. Furthermore, any domestic or international organization wishing to verify diplomas or certificates issued by the university must submit an official letter as required, and the university will respond within 1-3 working days.

Not only Ho Chi Minh City University of Technology, but other universities have also reported experiencing diploma forgery. Dr. Nguyen Trung Nhan, Head of the Training Department at Ho Chi Minh City University of Industry, said that the university receives dozens of requests for diploma verification from employers each week. Notably, a few percent of these cases are found to be forged after verification. It is possible that during the process of using the diploma, for example, when photocopying, important information such as the diploma number was leaked, and this information was then used to create a fake diploma.

Regarding forged diplomas, Dr. Nhan stated that there are various cases. Some diplomas are forged using the correct school number, but the student's information is inaccurate when checked. When the forged diploma matches both the number and other personal information, verification can only be done through the school's database.

The University of Science (Vietnam National University Ho Chi Minh City) stated that Mr. Nguyen Truong Hai's doctoral degree is not in the university's database.

HOW TO IDENTIFY FAKE DIPLOMAS

Similarly, Dr. To Van Phuong, Head of the Training Department at Nha Trang University, also stated that the diploma verification process has uncovered cases of forged diplomas from the university. The errors and mistakes in the fake diplomas are immediately apparent to the naked eye, such as: incorrect names of the rector for each period of issuance, incorrect signatures on the transcript, different fonts and styles, and even incorrect major names, such as "Forest Product Processing Technology" being written as "Forest Product Processing".

Mr. Phuong emphasized: "In some more sophisticated cases, verification must be based on original record data. Even if two people have the same personal information, major, school, and graduation year, there can still be differences in diploma numbers and academic results."

Even the University of Science (Vietnam National University Ho Chi Minh City), the institution where Mr. Nguyen Truong Hai forged master's and doctoral degrees in information technology, stated that this is not an uncommon phenomenon.

According to Master Phung Quan, Head of the Organization and Administration Department of the University of Science (Vietnam National University Ho Chi Minh City), the university frequently receives requests from external employers to verify graduates' diplomas. Verification results reveal a significant number of cases involving forged diplomas.

According to Mr. Quan, identifying a fake diploma cannot be done with the naked eye. Therefore, he said that to assist organizations in verifying students' diplomas, the school has many ways. In addition to responding in writing to organizations requesting verification, the school's website has a tool to search for diploma information of those who have studied postgraduate programs at the school. Conversely, when recruiting graduates from outside the school, a mandatory step in the recruitment process is sending a written request for verification to the diploma-issuing organization.
