Universities apply a credit-based tuition fee calculation method, which involves multiplying the price of one credit by the total number of credits in the program and then dividing by the number of years of study.

Tuition fees for 2024 are determined according to Government Decree 81 of 2021 and Decree 97 of 2023, which sets a ceiling for non-financially autonomous public universities at VND 1.2 - 2.45 million per month depending on the major. Autonomous universities can charge tuition fees up to 2.5 times higher than the ceiling and independently determine tuition fees for accredited programs.

Parents and new students register for enrollment and pay tuition fees at the beginning of the academic year.

According to Circular No. 9 of 2024 issued by the Ministry of Education and Training, universities must publicly disclose tuition fees. Most universities provide information on tuition fees per credit, the number of credits per semester, and tuition fees for a semester or the entire course on their websites. Others provide estimated tuition fees for a year or the entire course. Furthermore, tuition fees vary each year, and some universities provide a tuition fee increase schedule for each year.

During the admissions season, numerous websites and mainstream newspapers publish articles about tuition fees at various universities for parents and prospective students to refer to. From these articles, prospective students and their parents must calculate the annual tuition fee themselves, based on the number of credits required per year.

Amidst continuously rising tuition fees, finding a university with tuition under 20 million VND per year has become difficult, especially now that many universities have adopted financial autonomy. This situation is also occurring at universities in Ho Chi Minh City and the southern region, as Thanh Nien Newspaper has previously analyzed.

Overall, getting into university is an honor for many students, but it also brings financial pressure to middle- and low-income families, especially given the ever-increasing university tuition fees.
