Strategic autonomy: A new level of courage and vision.

The draft Political Report, which for the first time integrates the Political Report, the Report on the socio-economic situation, and the Report summarizing Party building work, along with other draft documents, received nearly 14 million additional comments directly and online via VNeID, after Party organizations and Party members provided feedback.

Previously, the Party congresses at all levels for the 2025-2030 term were completed ahead of schedule. For the first time, all the Secretaries and Chairmen of the People's Committees of the provinces and cities are not from the local area.

This is one of the top 10 outstanding events in Vietnam in 2025, as selected by the Vietnam News Agency (VNA).

Strategic autonomy: A new level of courage and vision.

The inclusion of the phrase "strategic autonomy" in the draft Political Report of the Party is considered a significant step forward, demonstrating the inherent strength of the nation. In Section II of the draft Political Report, forecasting the global and domestic situation, the Party has outlined its views and goals for national development in the new period. Accordingly, it predicts that the global landscape is undergoing unprecedentedly rapid and complex changes towards a multipolar, multi-centered, multi-layered, fragmented, and strongly polarized world. Peace, cooperation, and development remain the dominant trends, but face many new challenges.

After 40 years of reform, the country's foundation, potential, position, and international prestige have been enhanced, forming an important basis for the nation's progress in the new era. The role, content, and methods of leadership and governance of the Party have been increasingly reformed and improved; the ideological and theoretical foundations have been comprehensively supplemented and developed. The fight against corruption, waste, and negative phenomena continues to be intensified and has achieved many outstanding results. The socialist rule of law in Vietnam is increasingly perfected, and the capacity for governance and the effectiveness of state management have been enhanced.

The revolution in streamlining the organizational structure of the political system, along with strategic decisions such as: reforming, building, and implementing laws; breakthroughs in the development of science, technology, innovation, and national digital transformation; development of the private economy ; international integration; breakthroughs in the development of education and training; and in caring for and improving the health of the people... are opening up historical opportunities and turning points for the strong development of the country in the new era.

However, over the next five years, our country will face many difficulties and challenges, some of which will be more severe and serious than in the previous period.

The draft Political Report outlined five guiding principles, including: steadfastly applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought, and the theory of the reform line; steadfastly pursuing the goal of national independence and socialism; steadfastly promoting comprehensive and synchronized reform; steadfastly adhering to the principles of the Party's organization and operation; strategic autonomy, reforming the development model, using development for stability, and stability to promote rapid and sustainable national development, improving the people's lives and happiness, and firmly protecting the socialist Vietnamese Fatherland...

The guiding principle of our Party is to identify early, seize all advantages and opportunities, overcome all difficulties and challenges, and continue to develop the country rapidly and sustainably.

The development goals are defined as follows: Maintaining a peaceful and stable environment; achieving rapid and sustainable national development and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045 for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.

Immediately after their release, the draft documents for the 14th National Congress of the Party received considerable attention from cadres, Party members, and people from all walks of life. Some opinions assessed that the inclusion of the phrase "strategic autonomy" in the draft Political Report was a significant step forward, demonstrating the nation's inherent strength. Vietnam has consistently demonstrated a spirit of self-reliance throughout its history. Now, in the new context, "strategic autonomy" is not only a continuation of that spirit but also an essential requirement for development, affirming confidence in its own intelligence, capabilities, and strength.

In a volatile global context, "strategic autonomy" has become a key policy direction for many countries worldwide, aimed at protecting national interests and responding to challenges. The draft Political Report presented to the 14th National Congress of the Party emphasizes the goal of "strategic autonomy," understood as a guiding principle, affirming the maturity of theoretical thinking and political acumen of our Party.

Dialectical unity

For the first time, the draft Political Report was developed in an integrated "3-in-1" approach, including: the Political Report; the Report on the socio-economic situation; and the Report summarizing Party building work, along with other draft documents.

After a month (October 15 - November 15) of soliciting public feedback on the draft documents for the 14th National Congress of the Party, many opinions highly appreciated the innovative spirit in integrating three important documents into the Political Report, demonstrating innovative, scientific, and practical thinking; helping cadres, Party members, and the people easily grasp the comprehensive situation of the country and the results of the Party's leadership and guidance during the past term. At the same time, integrating the three documents also facilitated discussion and feedback, improving the quality of the documents presented to the Congress.

This integration helps to create a cohesive document, avoiding a disconnect between thought and action; reflecting a modern approach to national governance.

The mobilization of nearly 14 million comments, especially through the VNeID digital platform, is vivid evidence of the spirit of "The people know, the people discuss, the people act, the people inspect, the people supervise, and the people benefit." The application of technology to gather opinions not only increases transparency, allowing all segments of the population from all parts of the country and our compatriots abroad to contribute their intellect to the draft document. When each citizen feels their opinion is heard, the Political Report also reflects the will and aspirations of the people.

"Eliminate localism"

To implement the strategic vision, personnel work has been carried out with the highest political determination. Parallel to the preparation of documents for the 14th National Congress, by October 17, 2025, all 40 Party Committees directly under the Central Committee had successfully held their Party Congresses for the 2025-2030 term, completing the process ahead of schedule.

Following the implementation of a policy where 100% of provincial and city Party Secretaries are not from the local area, the Politburo has requested that 100% of provincial People's Committee Chairmen and two other leadership positions also be held by non-local individuals. This is a crucial step towards building a leadership team that is honest, objective, and transparent; overcoming local parochialism; and unleashing the driving force for local development. This policy represents a strategic shift in Party building regarding organization and personnel. In the context of preparing for the 14th National Congress, this shift further demonstrates the determination to build a clean and strong political system that meets the requirements of national development in the new era. The redeployment of cadres between regions helps create a leadership team with rich experience, ready to undertake tasks at the national strategic level.

The draft Political Report to be presented at the 14th National Congress is not merely a summary document, but a strategic blueprint, shaping the roadmap for Vietnam to confidently enter a new era.

At the 15th Conference on December 22-23, the Central Committee discussed and unanimously approved the draft report of the 13th Central Committee on the documents to be submitted to the 14th Party Congress, especially the Political Report and the Action Program to implement the Resolution of the 14th Party Congress; and unanimously approved the report on the Party's personnel work to be submitted to the 14th Party Congress. The Central Committee also thoroughly discussed the preparatory work and organization of the 14th Party Congress; and assigned the Politburo to continue perfecting the work and making the best preparations to ensure the successful organization of the Congress.

The 14th National Congress of the Communist Party of Vietnam is a momentous political event for the Party and the nation. Cadres, Party members, and the people are paying close attention, following the proceedings, and placing high expectations on the success of the Congress. With strong innovations from thinking to action, along with thorough preparation and the unity of the people, the 14th Congress will be a milestone opening a new era, creating a solid foundation for our country to successfully achieve the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045 for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.
